Authorize (1) an Interlocal Agreement with the Texas Department <strong>of</strong> Transportation to<br />

provide cost reimbursement for traffic signal improvements at the intersections <strong>of</strong><br />

Sylvan Avenue at Irving Boulevard and Sylvan Avenue at the park access ramp; and (2)<br />

the establishment <strong>of</strong> appropriations in the amount <strong>of</strong> $44,927 in the Texas Department<br />

<strong>of</strong> Transportation Grant Fund - Total not to exceed $44,927 – Financing: Texas<br />

Department <strong>of</strong> Transportation Grant Funds<br />

BACKGROUND<br />

The Texas Department <strong>of</strong> Transportation (TxDOT) is replacing three existing, two-lane<br />

bridge structures on Sylvan Avenue (main channel, south levee, and north levee) with<br />

one continuous six-lane bridge spanning the entire width <strong>of</strong> the floodway from Gallagher<br />

Street to Irving Boulevard. As a part <strong>of</strong> this construction, TxDOT will provide new<br />

signage for the traffic signal at Sylvan Avenue and Irving Boulevard and will install a<br />

new traffic signal at Sylvan Avenue and the park access ramp (on the bridge). To<br />

remain consistent with other equipment in the city-wide system, the <strong>City</strong> <strong>of</strong> <strong>Dallas</strong> will<br />

provide traffic signs and traffic control equipment for the project. TxDOT will reimburse<br />

the <strong>City</strong> for 100% <strong>of</strong> the project cost.<br />

PRIOR ACTION/REVIEW (Council, Boards, Commissions)<br />

Authorized a pr<strong>of</strong>essional services contract with HNTB Corporation on May 24, 1989, by<br />

Resolution No. 89-1591.<br />

Authorized a Master Interlocal Agreement with <strong>Dallas</strong> County on November 11, 1992,<br />

by Resolution No. 92-3863.
