Exhibit A - Fort Worth Avenue TIF District<br />

FY 2011 Annual Report<br />

During the fiscal year from October 1, 2010 to September 30, 2011, the <strong>City</strong> Council<br />

approved seven items associated with the Fort Worth Avenue TIF District:<br />

• On November 10, 2010, Council approved Resolution 10-2877 authorizing<br />

Supplemental Agreement No. 1 to the pr<strong>of</strong>essional services contract with<br />

Wallace Roberts & Todd, LLC to provide engineering design and surveying<br />

services for intersection improvements at North Beckley Avenue and West<br />

Commerce Street - Not to exceed $477,811, from $24,975 to $502,786 -<br />

Financing: 1998 Bond Funds ($404,751) and Water Utilities Capital Improvement<br />

Funds ($73,060)<br />

• On February 9, 2011, Council approved Resolution 11-0421 authorizing the use<br />

<strong>of</strong> conveyances as buildings on property on the south side <strong>of</strong> West Commerce<br />

Street between Pittman Street and Haslett Street, in accordance with the<br />

provisions <strong>of</strong> Section 51A-4.603 <strong>of</strong> the <strong>Dallas</strong> Development Code.<br />

• On February 23, 2011, Council approved Resolution 11-0534 accepting the FY<br />

2010 Annual Report on the status <strong>of</strong> Tax Increment Financing Reinvestment<br />

Zone Number Fifteen, (Fort Worth Avenue TIF District), submitted by the Fort<br />

Worth Avenue TIF District's Board <strong>of</strong> Directors, and authorizing the <strong>City</strong> Manager<br />

to submit the annual report to the Chief Executive Officer <strong>of</strong> each taxing<br />

jurisdiction that levies taxes on real property in the District, and to the Attorney<br />

General <strong>of</strong> Texas, and the State Comptroller, as required by state law.<br />

• On March 9, 2011, Council approved Ordinance 28146 amending the<br />

comprehensive plan <strong>of</strong> the <strong>City</strong> <strong>of</strong> <strong>Dallas</strong> to incorporate the West <strong>Dallas</strong> Urban<br />

Structure and Guidelines and a resolution adopting the West <strong>Dallas</strong> Urban<br />

Structure and Guidelines for the area generally located north <strong>of</strong> Interstate 30,<br />

west and south <strong>of</strong> the Trinity River, and east <strong>of</strong> Sylvan Avenue.<br />

• On June 22, 2011, Council approved Resolution 11-1754 authorizing (1) a<br />

development agreement with J & K Investments, LLC and/or its affiliate Metro<br />

Paws Animal Hospital, LLC in an amount not to exceed $116,000, payable from<br />

future Fort Worth Avenue TIF District funds in consideration <strong>of</strong> the development<br />

<strong>of</strong> Metro Paws Animal Hospital in Tax Increment Financing Reinvestment Zone<br />

Number Fifteen (Fort Worth Avenue TIF District); and (2) the Fort Worth Avenue<br />

TIF District Board <strong>of</strong> Directors to dedicate up to $116,000 from future Fort Worth<br />

Avenue TIF revenues in accordance with the development agreement.<br />

• On June 22, 2011, Council approved Resolution 11-1755 declaring the intent <strong>of</strong><br />

Tax Increment Financing Reinvestment Zone Number Fifteen (Fort Worth<br />

Avenue TIF District) to reimburse J & K Investments, LLC and/or its affiliate<br />

Metro Paws Animal Hospital, LLC for eligible expenditures pursuant to the<br />

development agreement up to $116,000 for certain improvements related to the<br />

development <strong>of</strong> Metro Paws Animal Hospital in the Fort Worth Avenue TIF<br />

District - Financing: No cost consideration to the <strong>City</strong><br />
