Grand Park South TIF District<br />

FY 2011 Annual Report<br />

The District’s assessed property value has increased 0.4% over its 2005<br />

base year value. This increase has generated approximately $218,905 in<br />

incremental revenue (0.7% <strong>of</strong> the goal).<br />

Year-End Summary <strong>of</strong> Meetings<br />

TIF Boards can consist <strong>of</strong> up to ten members including five <strong>City</strong> <strong>of</strong> <strong>Dallas</strong> appointees,<br />

two <strong>Dallas</strong> Independent School District (DISD) appointees, one <strong>Dallas</strong> County<br />

appointee, one <strong>Dallas</strong> County Community College District (DCCCD) appointee and one<br />

<strong>Dallas</strong> County Hospital District appointee.<br />

The Grand Park South TIF District Board, which met one time during the fiscal year,<br />

consisted <strong>of</strong> the following members during FY 2011:<br />

1. Jim Slaughter – <strong>City</strong> Representative (attended 1 <strong>of</strong> 1 meetings)<br />

2. Robert W. Ivey, III – <strong>City</strong> Representative (attended 0 <strong>of</strong> 1 meetings)<br />

3. Traswell C. Livingston – <strong>City</strong> Representative (attended 1 <strong>of</strong> 1 meetings)<br />

4. Rick Loessberg – <strong>Dallas</strong> County Representative (attended 1 <strong>of</strong> 1 meetings)<br />

5. Orlando Alameda – DISD Representative (attended 1 <strong>of</strong> 1 meetings)<br />

6. Hector Flores – DISD Representative (attended 1 <strong>of</strong> 1 meetings)<br />

The <strong>Dallas</strong> <strong>City</strong> Council approved six items during the fiscal year related to the District.<br />

These items are summarized below:<br />

• On November 10, 2010, the <strong>City</strong> Council approved Resolution No. 10-2820,<br />

authorizing (1) the acceptance <strong>of</strong> a grant from the First Lady’s Family Initiative for<br />

Texas, a program <strong>of</strong> The Barbara Bush Texas Fund for Family Literacy, for<br />

expansion <strong>of</strong> the adult literacy efforts into a family literacy program at the Martin<br />

Luther King Jr. Branch Library; and (2) execution <strong>of</strong> the grant agreement - Not to<br />

exceed $44,906 - Financing: The Barbara Bush Texas Fund for Family Literacy<br />

Grant Funds<br />

• On November 10, 2010, the <strong>City</strong> Council approved Resolution 10-2878,<br />

authorizing Supplemental Agreement No. 1 to the design-build contract with<br />

MYCON General Contractors, Inc. for the construction <strong>of</strong> improvements at the<br />

Martin Luther King, Jr. Community Center located at 2922 Martin Luther King, Jr.<br />

Boulevard and the West <strong>Dallas</strong> Multipurpose Center located at 2828 Fish Trap<br />

Road - Not to exceed $2,762,806, from $344,322 to $3,107,128 - Financing:<br />
