Downtown Connection TIF District<br />

FY 2011 Annual Report<br />

• On October 13, 2010, <strong>City</strong> Council approved Resolution No. 10-2581, authorizing<br />

(1) a contract with McCarthy Building Companies, Inc., best value proposer <strong>of</strong><br />

four, in the amount <strong>of</strong> $13,340,169 for a new park to be constructed on top <strong>of</strong> a<br />

structural deck, including parkscape and landscape, restaurant and cafe,<br />

performance pavilion, promenade, plazas, connecting walkways, dog park, solar<br />

lighting, electrical, mechanical, plumbing and security systems at Woodall<br />

Rodgers Park from St. Paul Street to Pearl Street; (2) the receipt and deposit <strong>of</strong><br />

funds from the Woodall Rodgers Park Foundation in the amount <strong>of</strong> $9,090,169;<br />

and (3) an increase in appropriations in the amount <strong>of</strong> $1,586,250, from<br />

$7,503,919 to $9,090,169 in the Woodall Rodgers Development Fund - Not to<br />

exceed $13,340,169 - Financing: 2006 Bond Funds ($4,250,000) and Woodall<br />

Rodgers Development Funds ($9,090,169).<br />

• On October 26, 2010, <strong>City</strong> Council approved Resolution No. 10-2785, authorizing<br />

an increase in the contract with USA Environment, L.P. for unforeseen<br />

underground conditions unearthed during excavation at Belo Garden Park<br />

located at 1014 Main Street - Not to exceed $314,116, from $1,749,166 to<br />

$2,063,282 - Financing: Capital Gifts, Donation and Development Funds.<br />

• On October 26, 2010, <strong>City</strong> Council approved Resolution No. 10-2767, authorizing<br />

(1) a development agreement with Ricchi <strong>Dallas</strong> Investments, LLC to dedicate<br />

future TIF revenues for eligible project costs related to environmental remediation<br />

and demolition and an Economic Development TIF Grant to provide funding for<br />

the redevelopment <strong>of</strong> 1600 Pacific Avenue located in Tax Increment Financing<br />

Reinvestment Zone Eleven (Downtown Connection TIF District); and (2) the<br />

Downtown Connection TIF District Board <strong>of</strong> Directors to dedicate an amount not<br />

to exceed $12,870,200 ($8,830,000 plus interest in an amount not to exceed<br />

$4,040,200) from future Downtown Connection TIF District revenues in the form<br />

<strong>of</strong> a TIF Economic Development grant in accordance with the development<br />

agreement - Not to exceed $12,870,200 - Financing: Downtown Connection TIF<br />

District Funds.<br />

• On October 13, 2010, <strong>City</strong> Council approved Resolution No. 10-2768, authorizing<br />

A resolution declaring the intent <strong>of</strong> Tax Increment Financing District<br />

Reinvestment Zone Number Eleven (Downtown Connection TIF District) to<br />

reimburse Ricchi <strong>Dallas</strong> Investments, LLC up to $12,870,200 for TIF-eligible<br />

project costs pursuant to the development agreement with Ricchi <strong>Dallas</strong><br />

Investments, LLC - Financing: No cost consideration to the <strong>City</strong>.<br />

• On November 10, 2010, <strong>City</strong> Council approved Resolution No. 10-2833,<br />

authorizing an ordinance granting a private license to DLD Properties, Ltd. for the<br />

use <strong>of</strong> a total <strong>of</strong> approximately 85 square feet <strong>of</strong> aerial space to install and<br />

maintain two projecting, attached video board signs over portions <strong>of</strong> Main and<br />

Elm Streets near their intersection with Four Way Place - Revenue: $2,000<br />

annually plus the $20 ordinance publication fee.<br />
