Exhibit A - Skillman Corridor TIF District<br />

FY 2011 Annual Report<br />

• On June 22, 2011, the <strong>City</strong> Council passed Resolution Number 11-1745<br />

declaring the intent <strong>of</strong> Tax Increment Financing District Reinvestment Zone<br />

Number Fourteen (Skillman Corridor TIF District) to reimburse PC LH Land<br />

Partners, LP in an amount not to exceed $40,000,000 for TIF-eligible project<br />

costs pursuant to the development agreement with PC LH Land Partners, LP.<br />

• On August 10, 2011, the <strong>City</strong> Council passed Resolution Number 11-1996<br />

Authorize Supplemental Agreement No. 1 to the pr<strong>of</strong>essional services contract<br />

with Dunkin, Sims, St<strong>of</strong>fels, Inc. for schematic design through construction<br />

administration services for the proposed Lake Highlands Trail crossing at Audelia<br />

Road and an on street bike lane on White Rock Trail, including traffic/trail<br />

signage, median modifications, street markings, a new traffic signal on Audelia<br />

Road at the trail crossing and traffic control plans, located at the Oncor utility<br />

right-<strong>of</strong>-way from Ferndale Road to White Rock Trail - Not to exceed $48,850,<br />

from $34,110 to $82,960 - Financing: 2006 Bond Funds.<br />

• On August 24, 2011, the <strong>City</strong> Council passed Resolution Number 11-2234<br />

authorizing (1) an Interlocal Agreement with the North Central Texas Council <strong>of</strong><br />

Governments (NCTCOG), detailing project roles and responsibilities for a<br />

Sustainable Development Grant Program grant in the amount <strong>of</strong> $100,000 in<br />

RTC local funds to be administered by NCTCOG, for the Skillman/LBJ Urban<br />

Planning Initiative Study; and (2) transfer <strong>of</strong> funds to NCTCOG from the Skillman<br />

Corridor TIF in the amount <strong>of</strong> $25,000 serving as a local match, and return <strong>of</strong> any<br />

unused local match fund balance to the Skillman Corridor TIF - Not to exceed<br />

$25,000 - Financing: Skillman Corridor TIF District Funds.<br />

• On September 14, 2011, the <strong>City</strong> Council held a public hearing and passed<br />

Ordinance Number 28370 changing the name <strong>of</strong> Impala Lane between Skillman<br />

Street on the northwest and Quality Lane on the southeast, to Theater Way<br />

(related to <strong>Dallas</strong> Children’s Theater).<br />

• On September 28, 2011, the <strong>City</strong> Council passed Resolution Number 11-2568<br />

authorizing (1) a development agreement with Richardson Independent School<br />

District (RISD) to provide reimbursement pursuant to the Interlocal Agreement<br />

between the <strong>City</strong> and RISD for the design, engineering, pr<strong>of</strong>essional services<br />

and construction <strong>of</strong> stadium facility improvements for the Lake Highlands High<br />

School located at 9449 Church Road; and (2) the Skillman Corridor TIF District<br />

Board <strong>of</strong> Directors to dedicate up to $5,000,000 from future Skillman Corridor TIF<br />

District revenues in accordance with the development agreement - Not to exceed<br />

$5,000,000 - Financing: Skillman Corridor TIF District Funds.<br />

• On September 28, 2011, the <strong>City</strong> Council passed Resolution Number 11-2569<br />

declaring the intent <strong>of</strong> Tax Increment Financing Reinvestment Zone Number<br />

Fourteen (Skillman Corridor TIF District) to reimburse RISD up to $5,000,000 for<br />

certain TIF-eligible project costs related to stadium facility improvements for the<br />
