BACKGROUND (Continued)<br />

The <strong>City</strong> will include all low and moderate-income households and families renting units<br />

at rent levels up to and including the 30% <strong>of</strong> 80% maximum rent levels toward<br />

compliance with the Community Development Block Grant (CDBG) primary objective<br />

that not less than 70% <strong>of</strong> the aggregate <strong>of</strong> CDBG fund expenditures shall be for<br />

activities benefitting low and moderate-income persons.<br />

The Consolidated Plan must also identify its proposed accomplishments and goals to<br />

fund multi-family projects in terms <strong>of</strong> the number <strong>of</strong> units that will meet HOME rent<br />

limits. The HOME rent limits at 30% <strong>of</strong> 65% <strong>of</strong> AMFI can benefit individuals and families<br />

with incomes up to 80% <strong>of</strong> AMFI and the HOME rent limits at 30% <strong>of</strong> 50% <strong>of</strong> AMFI can<br />

benefit individuals and families with incomes up to 50% <strong>of</strong> AMFI. The HOME rent levels<br />

are attached as Exhibit B to this resolution.<br />

The <strong>City</strong> <strong>of</strong> <strong>Dallas</strong> must follow its Citizen Participation Plan allowing a 30 day comment<br />

period on this proposed amendment. Following preliminary adoption by <strong>City</strong> Council,<br />

public notice will be published on or before February 23, 2012, to allow for citizen<br />

comments on the substantial amendment. On March 28, 2012, a public hearing will be<br />

held to receive public comment and provide final adoption by the <strong>City</strong> Council.<br />
