BACKGROUND (Continued)<br />

The selection <strong>of</strong> a contract was conducted in a two-phase process. A Request for<br />

Qualifications (RFQ) was issued by the Park and Recreation Department on October<br />

26, 2011. The RFQ provided information about the project, including the budget and<br />

scope <strong>of</strong> work. Proposers were asked to provide information about their firm, their<br />

team, management philosophy and approach to the project. Three firms submitted<br />

proposals. A selection committee reviewed the submittals, and based on evaluation<br />

criteria included in the RFQ, selected the three firms for further consideration. These<br />

three firms were invited to participate in A Request for Proposals (RFP).<br />

On December 15, 2011, three proposals were received for the L.B. Houston Golf<br />

Course and Clubhouse. After the interviews were completed, a selection committee<br />

comprised <strong>of</strong> <strong>City</strong> <strong>of</strong> <strong>Dallas</strong> Park and Recreation Department staff, Planning and Design<br />

Development Division and Business Development & Procurement Services selected<br />

Rogers-O'Brien Construction Company, Ltd. for the L.B. Houston gun range, tennis<br />

complex, golf course and clubhouse.<br />

The evaluation criteria utilized to score the short listed proposals is as follows:<br />

5. Qualifications and experience <strong>of</strong> personnel proposed to be 10%<br />

assigned to the project<br />

6. Commitment to the Good Faith Effort Plan 15%<br />

7. Proposed fees and general conditions 25%<br />

This action will award a multifaceted construction contract for (a) improvements at Elm<br />

Fork Gun Range; (b) tennis court renovations at L.B. Houston Tennis Center; (c)<br />

renovation <strong>of</strong> the L.B. Houston Golf Course including erosion control and drainage,<br />

greens contouring and replacement, soil preparation, fairway sculpting and grassing,<br />

driving range improvements and landscaping; and (d) upgrade <strong>of</strong> the existing golf<br />

course clubhouse.<br />

Rogers-O'Brien Construction Company, Ltd. intends to comply with and meet the <strong>City</strong> <strong>of</strong><br />

<strong>Dallas</strong>, Business Inclusion and Development Plan M/WBE participation goal for this<br />

project.<br />
