1. NOISE ABATEMENT - <strong>The</strong> Madison area is extremely noise<br />

sensitive. All aircraft flying into Dane Co Rgnl (KMSN) are<br />

required to follow this noise abatement procedure. Pilots should<br />

avoid over-flying populated areas to the maximum extent<br />

practical. Takeoffs will be made to the N (Rwy 36) and landings to<br />

the S (Rwy 18), to the maximum extent possible for noise<br />

abatement. Simulated flameout training will not be conducted by<br />

transient aircraft. Preferred pattern is initial to the overhead full<br />

stop. <strong>The</strong>re will be no planned low approaches. Chase patterns<br />

will be flown only if an emergency situation dictates.<br />

military power takeoffs will be used to the maximum extent<br />

possible. Afterburner takeoffs will be used only when required for<br />

safety and will be terminated within the airfield boundary.<br />

Maximum performance or unrestricted climbs are NOT allowed.<br />

(2) RWY 36 - Is the preferred runway. Tailwind takeoffs<br />

will be performed if allowed by aircraft regulations.<br />

(3) RWY 18 - Accomplish a single-ship military power<br />

takeoff with a climb and turnout of traffic to the SE, heading<br />

130°. Avoid overflight of the populated area S and W of the<br />

airport. Coordinate with tower to ensure a departure heading of<br />

130° is approved prior to taking the runway. Delay departures to<br />

ensure compliance. Aircraft will initiate the turn to the SE once<br />

passing 500’ AGL.<br />

2. PPR ALL AIRCRAFT - Official Business Only. Ramp closed to<br />

all transient aircraft without official business with the 115 FW/176<br />

FS. Call Badger Operations at DSN 724-8506 or C608-245-4506<br />

between 1200-2100Z++ weekdays.<br />

3. CABLE - A BAK-14 arresting cable is available during normal<br />

hours of operation for the ANG. Outside normal duty for the<br />

ANG, it is available on request for transient aircraft with an<br />

emergency.<br />

4. BIRD HAZARDS - Exist during the hours around dawn and<br />

dusk, especially during the migratory waterfowl periods of 15<br />

February-1 May and 15 September-15 December. During hours<br />

of operation for the ANG, BASH conditions are available if you<br />

call Badger Operations on primary UHF 392.2 and secondary VHF<br />

138.25. BASH conditions are defined under the following<br />

parameters:<br />

a. LOW – Bird activity on and around the airfield<br />

representing LOW potential for strikes.<br />

b. MODERATE – Bird activity near the active runway or<br />

other specific location representing increased potential for strikes.<br />

Bird watch condition MODERATE requires increased vigilance by<br />

all agencies and supervisors and caution by aircrews.<br />

c. SEVERE – Bird activity on or immediately above the active<br />

runway or other specific location representing high potential for<br />

strikes. Supervisors and aircrews must thoroughly evaluate mission<br />

need before conducting operations in areas under condition<br />

SEVERE.<br />

1. CAUTION -<br />

a. Heavy student jet traffic. Overhead patterns not<br />

authorized for heavy jet aircraft. Expect 20-30 minute landing and<br />

departure delays. Helicopter transition area 1000’ SW of runway<br />

near midfield, operational SR-SS weekdays. Expect rapid descents<br />

and climbs from surface to 3500’. Uncontrolled vehicular traffic on<br />

taxiway and ramp.<br />
