aircrew should contact the Portland ANGB Command Post for the<br />

latest update to BWC status, or Portland Tower for real time bird<br />

activity. Reported BWC at Portland Intl (KPDX) are defined as<br />

follows:<br />

(1) Bird Watch Condition LOW: Normal bird activity on<br />

and above the airfield with low probability of hazard. Continue<br />

with operations as normal.<br />

(2) Bird Watch Condition MODERATE: Concentrations<br />

of birds observable in locations that represent a probable hazard<br />

to safe flying operations. This condition requires increased<br />

vigilance by all agencies and extreme caution by aircrew.<br />

(3) Bird Watch Condition SEVERE: Heavy<br />

concentrations of birds on or immediately above the active<br />

runway or in locations that represent an immediate hazard to<br />

flying operations. Aircrew must thoroughly evaluate mission need<br />

before operating under reported severe conditions.<br />

Portsmouth Intl at Pease (KPSM), NH<br />

1. WILDLIFE / BIRD HAZARDS -<br />

a. Phase I - Pease ANG operates under Phase I from<br />

(January-February and June-August). Bird activity is generally light<br />

during these periods. Year-round bird activity exists over the<br />

Rochester, NH landfill, located 12 miles north of the airport (PSM<br />

345/12 DME). <strong>The</strong> landfill lies directly under the RWY 16<br />

VOR/DME final approach course. Seagulls have been known to<br />

tower up to 4000' AGL over this site.<br />

b. Phase II - Pease ANG Heavy bird activity (March-April and<br />

September-October) normally associated with migratory seasons<br />

(Example - Canadian Geese). During these periods local bird<br />

activity significantly increases.<br />

c. CAUTION - Wildlife may cross or be in the vicinity of the<br />

runway (Example - turkeys, deer, foxes, coyotes).<br />

2. CAUTION - Pilots be alert for aircraft operating VFR from<br />

Hampton (7B3), Skyhaven (DAW), Littlebrook (3B4), and Cibor<br />

(NH28) in the vicinity of Pease (KPSM). Intensive VFR civil aircraft<br />

transiting coastal area April through October.<br />

3. AIRCRAFT SERVICING - All large aircraft need to bring<br />

ground support personnel.<br />

4. NOISE ABATEMENT -<br />

a. During taxi and ground operations, aircraft engines will<br />

be operated at minimum power. Engine runups will be as short as<br />

possible at the lowest power level practical and restricted to<br />

mission essential operations. Transition in the Pease (KPSM) traffic<br />

pattern is not allowed after 0200Z++.<br />

b. After take-off, using safe procedures consistent with the<br />

aircraft flight manual for your aircraft, and following the IFR and<br />

VFR controllers instructions, climb as rapidly as possible to<br />

assigned altitude. Afterburner equipped aircraft will terminate<br />

afterburner usage as soon as possible after safely airborne.<br />

c. All departures will maintain runway heading until reaching<br />

a minimum of 1000’ AGL.<br />

d. All aircraft will avoid overflight of the following areas:<br />

(1) <strong>The</strong> city of Portsmouth located 2 NM E of the<br />

airfield, below 2500’, unless executing an actual instrument<br />

missed approach or when directed by ATC.<br />

(2) <strong>The</strong> city of Durham located 5 NM NW of the airfield.<br />

(3) <strong>The</strong> city of Dover located 7 NM NNW of the airfield.<br />

(4) <strong>The</strong> Panaway Manor Housing Area located adjacent<br />

to the airfield on the SE side.<br />

(5) <strong>The</strong> PSM 230° radial at 4.5 DME<br />

Randolph AFB (KRND), TX<br />

(AFFSA/AFFSA)<br />

1. CAUTION - High midair collision potential in the vicinity of<br />

Randolph (KRND), particularly on final to Rwy 14L and 14R.<br />

Numerous VFR aircraft cross the 14 finals along Interstate 35 at<br />

5000’ and below, proceeding to and from San Antonio Intl<br />

(KSAT). Strongly advise transient aircraft arrive/depart in<br />

accordance with IFR. VFR arrivals/departures should contact San<br />

Antonio (KSAT) Approach. Contact with San Antonio (KSAT)<br />

Approach is mandatory prior to penetrating the San Antonio<br />

(KSAT) Class C Airspace.<br />

2. CAUTION - High density student jet training within 85 NM<br />

of Randolph (KRND) in W, S, and E quadrants up to FL350, 1300-<br />

2400Z++, Monday-Friday. Intensive VFR jet training within 15 NM<br />

radius of Randolph (KRND) to 3600’ MSL (excluding the San<br />

Antonio Intl (KSAT) Class C Airspace) and within 12 NM radius of<br />

Randolph AFB Aux (KSEQ) at Seguin (A638) to 4000’ MSL. During<br />

VMC, aircraft performing straight-in approach must use caution<br />

for aircraft entering initial up to 7 NM from Randolph (KRND) at<br />

2600’ on Rwy 14L-32R and 1800’ on Rwy 14R-32L.<br />

3. CAUTION - A large bat cave exists approximately 11 NM<br />

NW of Randolph (KRND) (near the extended centerline of Rwy<br />

14L). Extensive bat activity occurs in the Randolph (KRND) vicinity<br />

during periods of warm weather from 1 hour prior to sunset until<br />

30 minutes after sunrise throughout the year, with the heaviest<br />

activity occurring 1 April to 31 October. Bat procedures are in<br />

effect during these dates or at any time designated by the 12<br />

FTW Supervisor of Flying. During bat procedures, all T-38’s will<br />

fly one overhead pattern (if open) to a full stop, no takeoffs are<br />

authorized.<br />

4. CAUTION - BAK-15's for approach end of Rwy 14L-32R and<br />

Rwy 14R-32L are in down position and left in place at all times. To<br />

activate a departure end barrier for Rwy 14L-32R transmit<br />

"Randolph Barrier, Barrier, Barrier" on Randolph Tower 258.3 or<br />

UHF Guard 243.0. To activate a departure end barrier for Rwy<br />

14R-32L transmit "Hangover Barrier, Barrier, Barrier" on<br />

Hangover Tower 291.1 or UHF Guard 243.0.<br />

5. CAUTION - Separate control facilities for Rwy 14L-32R and<br />

Rwy 14R-32L. During periods of student training, Hangover<br />

Tower will normally control Rwy 14R-32L, Randolph (KRND)<br />

Tower will normally control Rwy 14L-32R. When student training<br />

is not in progress and on weekends, Randolph (KRND) Tower will<br />

control both runways. Areas of the airfield are not visible from<br />

each of the control towers. <strong>The</strong> Randolph (KRND) Tower cannot<br />

see objects on the entire W apron to include all taxiways and the<br />

W runway nor the S apron W of the E half of Taxiway D.<br />

Hangover Tower cannot see objects on the entire E apron to<br />

include all taxiways and the E runway nor the S apron E of the W<br />

half of Taxiway D. ILS approaches in progress during student<br />

training. Aircrews on visual approaches must use caution not to<br />

overshoot final and avoid the area between the extended runway<br />

centerlines within 12 NM of Randolph (KRND).<br />
