19R-01L, due to foreign object damage potential, are restricted<br />

to low approaches at or above 500’ AGL, initial takeoff and full<br />

stop only; no touch and go landings authorized; aircraft landing<br />

full stop are requested to use minimum reverse thrust to the<br />

maximum extent possible. Touch and go operations are<br />

permitted to Rwy 19L-01R; to the maximum extent possible, all<br />

other operations should be to/from Rwy 19R-01L. Aircraft larger<br />

than KC-135 on Rwy 19L-01R, 180° turns on end of runway only.<br />

Severe ponding midfield on Rwy 01R-19L, potential for .5 to 1.5<br />

inches standing water during heavy rain or extended periods of<br />

rainfall. Linear ponding 10’ W of centerline, though much less<br />

severe, also starts near the intersection with Taxiway D and<br />

extends for 2000’ S. Ponding on Runway 01L-19R at intersection<br />

with Taxiways Charlie and Delta. Expect .5 to 1.0 inches standing<br />

water during heavy rain or extended periods of rainfall. Taxiway<br />

edge lights on taxiway Charlie and the north portion of taxiway<br />

Foxtrot are located 15 to 40 feet from the taxiway edge. Use<br />

caution when utilizing these taxiways as the current position of<br />

the taxiway edge lights create an illusion of a wider taxiway than<br />

actually exists. Maintenance available for KC135 only; limited<br />

transient maintenance (normal servicing only, expect 2 hours<br />

delay). Holding between runways on taxiway B, C, D and E<br />

restricted to KC-135 and smaller aircraft. Uncontrolled vehicular<br />

traffic on ramps and taxiways. Drag chute packing not available,<br />

deploy drag chutes only in emergency situations. Weapons/guns,<br />

arm/dearm/safeing NOT AVAILABLE. Taxiway Alpha from<br />

operations ramp north to Taxiway Bravo restricted to wing span<br />

of 140’ or less. Taxiway Charlie east of Alpha and west of Foxtrot<br />

closed, Taxiway Delta east of Alpha closed. Taxiway D, SW and<br />

NW Hammerheads, Boeing South and East gates and South<br />

5000' of Taxiway F not lighted, closed from sunset to sunrise and<br />

from sunrise to sunset when visibility is less than 1 SM.<br />

CAUTION: High foreign object damage potential on Twy F<br />

between Twy C and D due to 12’ shoulders. TAXI RESTRICTIONS:<br />

Aircraft with over 180’ wingspan restricted from operating on any<br />

portion of Twy F. All four engine aircraft with wingspan over 100’,<br />

taxi using inboards only, outboards at idle, on Twys C, D, E<br />

(between SW HH and Boeing south gate), and F. Twy Alpha, north<br />

of the base operations ramp abeam mass aircraft parking area<br />

(KC-135 MAPA), restricted to aircraft with wingspan 140’ and less.<br />

IAW ETL 01-5 to limit jet blast damage to shoulders and prevent<br />

foreign object damage the following restriction applies. Aircraft<br />

larger than KC-135 (B-777, B-767, B747, E-4, VC25, KC-10, C-5, C-<br />

17, HB-52) - Pilots will use minimum thrust required for safe taxi<br />

operations. No takeoff thrust engine runs on any taxiway and the<br />

W runway. Takeoff thrust engine runs can be conducted, with<br />

tower coordination, in designated maintenance areas and on<br />

concrete ends of E runway, positioning the aircraft on centerline<br />

and 500' S of taxiway Bravo or 500' N of taxiway Echo. Classified<br />

storage availability, SECRET at Airfield Operations, TOP SECRET<br />

at Command Post. 1 April - 31 October airfield grounds<br />

maintenance (mowing, trimming) in progress 1300-2300Z++<br />

Monday-Friday.<br />

2. Mid-air collision potential is high in the vicinity of McConnell<br />

AFB (KIAB), particularly within a 20 NM radius in all quadrants<br />

below 5000’. This is because of the location of (20) airports in the<br />

area including Cessna Acft Fld (KCEA) adjacent on the N and<br />

Beech Aircraft Corporation located 4.5 NM NE. <strong>The</strong> location of<br />

Cessna's (KCEA) Rwy 17-35 is 1/2 NM due N of McConnell's<br />

(KIAB) runway and causes Cessna aircraft to overfly the N end of<br />

the McConnell (KIAB) runways. Pilots should exercise extreme<br />

caution for light aircraft when crossing Cessna Acft Fld (KCEA) on<br />

approach to Rwy 19L and 19R. Col James Jabara (KAAO) is<br />

located 7 NM N of McConnell (KIAB) beneath the final approach<br />

course for Rwy 19R/L. Col James Jabara (KAAO) is an<br />

uncontrolled airfield with Instrument Approach Procedures. VFR<br />

pattern altitude is 2200’ with the downwind leg located directly<br />

beneath the ILS final for Rwy 19R. In addition to civilian flight<br />

training conducted at Col James Jabara (KAAO), many high<br />

performance corporate aircraft transit this airfield. (See VFR<br />

Supplement entry).<br />

(AFFSA/AFFSA)<br />

3. Aircraft operating in the VFR pattern to Rwy 19 will remain<br />

at or above 3000’ MSL until past Beech Factory (KBEC) (4.5 NM<br />

NE) extended runway centerline. Aircrews<br />

departing/transitioning VFR on Rwy 01 will turn crosswind to<br />

remain within 1.5 NM N of McConnell AFB (KIAB). If unable,<br />

continue N until reaching 3000’ MSL, then turn crosswind N of<br />

Beech Factory (KBEC). Aircraft flying W closed VFR pattern shall<br />

remain within 1.5 NM of extended centerline of active runway.<br />

4. Large waterfowl, including Canadian geese, frequent fields<br />

and ponds within 3 NM radius of McConnell AFB (KIAB). Phase II<br />

bird activity September-February. September-October nighthawk<br />

migration occurs and may cause a temporary increase in small<br />

bird concentrations, especially during the hours of darkness.<br />

November-February expect increased concentrations of large<br />

waterfowl in immediate vicinity of airfield and on final approach.<br />

Waterfowl transit over airfield traveling between ponds<br />

bordering on all sides of the airfield. During Phase II period<br />

expect extensive holding delays. Pilots are encouraged to report<br />

all bird sightings that pose a probable hazard to flying. Monitor<br />

ATIS or contact Pilot to Dispatcher or Command Post for bird<br />

watch condition updates. BIRD WATCH CONDITIONS:<br />

a. LOW - Normal bird activity on and above the airfield with<br />

a low probability of hazard.<br />

b. MODERATE - Concentrations of 5-15 large birds<br />

(waterfowl, raptors, gulls, etc.) or 15-30 small birds (terns,<br />

swallows, etc.) in observable locations that present a probable<br />

hazard to safe flying operations.<br />

c. SEVERE - Heavy concentration of birds (more than 15<br />

large or 30 small) on or above the runway, taxiways, infield areas,<br />

and departure or arrival routes.<br />

d. BASH RESTRICTIONS - Anytime bird watch condition<br />

MODERATE, VFR/IFR patterns will be closed to all aircraft and only<br />

initial takeoffs and final landings will be allowed provided arrival<br />

and departure routes avoid bird activity. In addition, during Phase<br />

II (1 September-28 February, unless extended by NOTAM) BASH<br />

window (1 hour prior to and 1 hour after sunrise and sunset)<br />

VFR/IFR patterns will be closed to all aircraft and only initial<br />

takeoffs and final landings will be allowed provided arrival and<br />

departure routes avoid bird activity. Anytime bird watch condition<br />

SEVERE, VFR/IFR patterns will be closed to all aircraft and all<br />

takeoffs and landings require approval of 22 OG/CC. Airborne<br />

aircraft other than IFE or minimum fuel will divert or hold until the<br />

bird watch condition is downgraded. Aircraft requesting to land or<br />

takeoff in bird condition SEVERE will contact Command Post.<br />

5. BOEING AIRCRAFT CO ARRIVALS ONLY - Boeing ramp is<br />

OFFICIAL B<strong>US</strong>INESS ONLY/PPR. Obtain PPR number and<br />

request fire department follow me escort, when applicable, from<br />

Boeing Wichita Flight Operations C316-977-5304. Annotate<br />

Boeing PPR number in flight plan remarks section. Unannounced<br />

arrivals expect significant delays. No transient service available.<br />

Boeing flight line area is uncontrolled; broadcast taxi intentions<br />

on 123.125 or 287.0 before entering or departing Boeing flight<br />

line. BOEING WICHITA RADIO is a company communications and<br />

flight following service with no ATC function and does not<br />

provide ATC clearance service or handover to McConnell Ground<br />

Control or Clearance Delivery. Contact BOEING WICHITA RADIO<br />

15 to 30 minutes prior to landing on 123.125 or 287.0 with ETA. If
