1. ANG - Extremely noise sensitive area S of the airport during<br />
summer months. Depart to the N and land to the S whenever<br />
possible. Multiple landings/low approaches by jet aircraft are<br />
prohibited; other aircraft are normally limited to 30 minutes.<br />
Airport hazards include helicopter, glider, banner towing, and<br />
parachute jumping operations as well as heavy VFR light aircraft<br />
and corporate jet traffic due to multiple civilian airports in the<br />
vicinity; all are especially pronounced during the summer months<br />
(May-September). Air-refueling tracks 3 NM S of the S Long<br />
Island coast are used regularly. <strong>The</strong>se air-refueling tracks extend<br />
E from Long Island MacArthur Airport (KISP) to S of Block Island<br />
and from Montauk Point NNE to the coast of Rhode Island. No<br />
transient maintenance, transportation or quarters available;<br />
expect servicing delays and limited ramp space. Notify Rescue<br />
Operations if landing with munitions, flares and/or hazardous<br />
cargo. Bird hazard exists during migration season and from<br />
resident sea gulls. Deer are often seen on or in the vicinity of the<br />
runway.<br />

Franklin Co Rgnl (KN68), PA<br />
1. Rotary wing aircraft landing to Rwy 06 use left traffic, 1500’<br />
MSL. Landing to Rwy 24 use right traffic, 1500’ MSL. Fixed wing<br />
aircraft landing to Rwy 06 use left traffic, 2200’ MSL. Landing to<br />
Rwy 24 use right traffic, 2200’ MSL. When landing Rwy 24, all<br />
traffic are requested to fly final so as to avoid overflight of the<br />
housing development on the left side of the final approach<br />
course. Departing traffic is requested to climb straight ahead at a<br />
safe maximum climb rate to traffic pattern altitude before making<br />
turns.<br />
2. When the requirement exists for ground performance<br />
checks between the hours of 0200-1130Z++, they will be<br />
performed at the Rwy 06 run-up area only.<br />
3. Sky diving operations take place at unscheduled times<br />
weekdays and continuously on weekends to 16,000’ MSL. Users<br />
are urged to monitor 122.8 within 10 NM of airport.<br />

Fresno Yosemite Intl (KFAT), CA<br />
1. ANG-144FW CAANG (OSAB) – HOURS OF OPERATION<br />
1130-2000Z++ Monday-Friday except holidays. Contact GRIFFIN<br />
OPS 298.3 or 138.15 20 minutes prior to arrival or DSN 839-5194.<br />
2. WILDLIFE ACTIVITY -<br />
a. BASH<br />
(1) Phase I - All months not designated as Phase II. Bird<br />
activity is generally light during this period.<br />
(2) Phase II - Wildlife activity in the vicinity of runways<br />
and Taxiways during the months between Mar-May. Waterfowl in<br />
the vicinity of airport during morning/evening and particularly<br />
winter months. Numerous small ponding basins located .5 NM<br />
NW of the airfield provides significant habitat and occasionally<br />
hosts a large number of waterfowl. Aircrews are advised to<br />
exercise vigilance and avoid low altitude flight operations over<br />
this area.<br />
b. BIRD WATCH CONDITIONS - ANG Base Operations<br />
issues Bird Watch Condition Codes (LOW/MODERATE/SEVERE)<br />
for 144FW based aircraft and (when requested) transient aircraft.<br />
During hours of operation for the ANG, BASH conditions are<br />
available by contacting GRIFFIN OPS on primary UHF 298.3 and<br />
secondary VHF 138.15. Base Operations will issue Bird Watch<br />
Condition Codes and are defined under the following parameters:<br />
(1) LOW - Normal bird activity on and above the airfield<br />
with a low probability of hazard. No flight restrictions apply.<br />
(2) MODERATE - Concentrations of 5 to 15 large birds<br />
or 15 to 30 small birds observable in locations that represent a<br />
probable hazard to flying operations.<br />
(3) SEVERE - Concentrations of more than 15 large or<br />
30 small birds. This condition requires total vigilance by all<br />
agencies and EXTREME caution by aircrews. 144OG/CC approval<br />
required for all unit flying activities.<br />
3. PPR PROCEDURES – PPR required for all transient military<br />
aircraft due to limited military ramp space. Contact ANG<br />
Operations for PPR at DSN 839-5194. PPR coordination is<br />
required no later than 7 days in advance of arrival. PPRs are good<br />
for 1 hour plus or minus the PPR time.<br />
PPRs will be canceled after 1 hour. Early or late arrivals must be<br />
coordinated by ANG Operations (or the ANG Command Post at<br />
DSN 839-5155 after normal duty hours) at least 4 hours prior to<br />
original PPR time.<br />
NOTE: PPR requirements for military aircraft do not pertain to<br />
airfield operating hours.<br />
4. CLASSIFIED MATERIALS - Due to limited availability of<br />
classified material, all aircrews should plan to arrive with the<br />
appropriate amount of materials needed. Short term Classified<br />
Material Storage should be coordinated with ANG Command<br />
Post at DSN 839-5155.<br />
5. HAZARDO<strong>US</strong>/DANGERO<strong>US</strong> CARGO - Aircraft inbound to<br />
unload or load dangerous cargo or transiting with dangerous<br />
cargo must contact ANG Operations 15-30 minutes prior to<br />
arrival with DOT Classification and Net Explosive Weight.<br />
6. MILITARY AIRCRAFT ARRIVALS <strong>AND</strong> DEPARTURES -<br />
Aircraft are controlled by an FAA Control Tower that does not<br />
pass military aircraft arrival, departure, or approach times to ANG<br />
Operations.<br />
a. Request all military aircraft with DV Code 6 or higher<br />
contact GRIFFIN COMM<strong>AND</strong> POST on UHF 298.3 not later than<br />
15 minutes out or as soon as practical. Pass actual departure times<br />
to GRIFFIN COMM<strong>AND</strong> POST on UHF 298.3 as well.<br />
b. Space A travel into Fresno ANGB (KFAT) is NOT<br />
recommended due to limited services. Passenger screening not<br />
available for Space A travel. Space A passengers must be briefed<br />
that Fresno ANGB (KFAT) does not have a passenger terminal or<br />
base taxi for Space A passengers. Limited surface transportation.<br />
Prior transportation arrangements from the base are mandatory.<br />
No dining, lodging, or transportation services within walking<br />
distance. Main gate is 3 miles away from transient parking, and<br />
nearest civilian facilities are 4 miles away.<br />
7. NOISE ABATEMENT - <strong>The</strong> procedures described below are<br />
mandatory and designed to minimize aircraft noise disturbance to<br />
homes near the Fresno airports. Your compliance with our noise<br />
abatement procedures is extremely important in maintaining<br />
goodwill between the airports, military and the surrounding<br />
communities. <strong>The</strong> Fresno Yosemite International procedures<br />
reflect policies established by the FAR Part 150 Airport Noise<br />
Compatibility Program (City of Fresno Ordinance No. 92-77).<br />
Please take a few moments to familiarize yourself with the<br />
procedures.
