2. BASH Phase I and Phase II. Historical documentation of<br />

heaviest bird activity is normally associated with the winter<br />

migratory season. Expect periods of significantly increased local<br />

bird activity during BASH Phase II.<br />

a. BASH Phase I - 1 March-31 October.<br />

b. BASH Phase II - 1 November-28 February.<br />

Ellsworth AFB (KRCA), SD<br />

1. CAUTION -<br />

a. Numerous large aircraft in vicinity of final approach fix<br />

Rwy 31. Minimum climb rate exceeds 200 (FPM), refer to Standard<br />

Instrument Departure (SID) climb criteria. C-135 aircraft take-off<br />

GWT limited to high pressure altitude and rising terrain obstacle<br />

clearance for Rwy 31. Uncontrolled vehicular traffic on ramps and<br />

taxiways. Radio blind spot at the turn from Taxiway A to the<br />

approach end of Rwy 13. Use caution on approach to landing; light<br />

colored surface does not contrast with surface terrain and is a<br />

significant hazard in snow conditions. Oversize tiedown/ground<br />

points on TA ramp.<br />

b. BIRD HAZARD - High number of feeding waterfowl<br />

feeding flights surface to 2000’ AGL during dawn/dusk periods<br />

from September-October. High number of migratory flights<br />

surface to 5000’ AGL during the night from August-November and<br />

March-May. Deer hazard exists on airfield.<br />

c. REDUCED BRAKING PERFORMANCE - Pilots use caution<br />

while landing on the Rwy 13-31 touchdowns when pavement is<br />

saturated by rainfall. Pilots should expect reduced braking<br />

performance in the 13-31 touchdown areas where water is ponded<br />

and the surface appears glassy.<br />

d. CAUTION - <strong>The</strong> Pride Hangar is located just N of the base<br />

weather station. <strong>The</strong> height and size of the hangar blocks almost<br />

20% of the horizon and hinders observation of thunderstorms and<br />

other convective clouds. From the observation point, weather<br />

technicians are unable to see the touchdown zone of both<br />

runways. <strong>The</strong> S end wind sensor typically reads 10-15 knots lower<br />

than the N end during strong N wind events.<br />

2. No hangar storage. No drag chutes available. No A-GEAR.<br />

Extreme magnetic disturbance on run-up pad for Rwy 31. SOAP<br />

service is not available.<br />

3. Aircraft will hold short of the instrument hold line for Rwy 31<br />

when reported weather is less than ceiling 1500’ and/or visibility<br />

3 SM. When weather is reported above 1500’ ceiling and/or 3 SM<br />

visibility, aircraft flying an ILS approach must be alert to possible<br />

glide slope interference from aircraft parked on the hammerhead<br />

for Rwy 31 (parked within the ILS critical zone). In VFR<br />

conditions, all normal visual cues should be used to back up ILS<br />

approach, particularly at night.<br />

4. Aircraft should not fly within 5 NM of Devils Tower National<br />

Monument.<br />

5. All aircraft maintain at or above 7700’ and 2640’ horizontal<br />

separation in the immediate vicinity of Mt. Rushmore.<br />

6. C<strong>US</strong>TOMS is available for 28 BW and military support<br />

aircraft only. Ellsworth AFB (KRCA) is effectively closed to<br />

receiving international flights with civilian aircrews and/or<br />

personnel.<br />

7. Ellsworth AFB (KRCA) Class D airspace. That airspace<br />

extending upward from the surface to and including 5,800' MSL<br />

and within 5.9 mile radius of Ellsworth AFB (KRCA) to Rapid City<br />

Regional (KRAP) 4.4 mile radius, excluding that airspace south of<br />

a line between the intersection of the Ellsworth AFB (KRCA) 4.7<br />

mile radius and the Rapid City Regional (KRAP) 4.4 mile radius.<br />

This Class D airspace is effective during the specific dates and<br />

times established in the IFR Supplement and Airport Facility<br />

Directory.<br />

Elmendorf AFB (PAED/EDF), AK<br />

1. RESTRICTIONS -<br />

a. PPR for all aircraft except non-explosive laden AMC<br />

channel missions and AIREVAC. PPR NRS will be provided between<br />

24 hours and 5 days prior to arrival. Contact base operations DSN<br />

317-552-2107/1202 or C907-552-2107/1202.<br />

(1) Aircraft with Distinguished Visitor Code 6 or higher<br />

and aircraft filing Elmendorf (PAED/EDF) as a weather alternate<br />

are exempt.<br />

(2) AMC flight must have cargo pre-approved through<br />

732 AMS/ATOC at DSN 317-552-2104.<br />

(3 OSS-OSAM/3 OSS-OSAM FIL 08-410)<br />

(3) Non-AMC aircraft must fax a breakdown of the<br />

explosives to Base Operations at DSN 317-552-9333 before the<br />

PPR can be approved. Expect up to an hour delay for approval.<br />

<strong>The</strong> explosive breakdown must be for each piece and as a<br />

minimum must include:<br />

(a) Nomenclature<br />

(b) Class/Division/Compatibility Group (include<br />

Inhibited Building Distance (IBD) for all 1.2).<br />

(c) Net Explosive Weight (NEW).<br />

(d) National Stock Number (NSN).<br />

(4) Cope Thunder (CT) season 1 January-31 July. Non-<br />

CT hours of operations 1630-2430Z++ weekdays except Wing<br />

down days and Federal holidays. Transient aircraft/units flying<br />

local sorties during non-CT must plan arrival/departure within<br />

normal CT duty hours. Exceptions extremely limited and require<br />

prior coordination thru DSN 317-552-1871.<br />

b. Heavy aircraft expect Rwy 06 departure. If unable to<br />

comply, must coordinate with Base Operations prior to engine<br />

start.<br />

c. Taxiways closed to aircraft with wingspan exceeding 135’.<br />
