Nellis AFB (KLSV), NV<br />
1. Due to high density military and civilian air traffic in the Las<br />
Vegas area, it is strongly recommended that IFR clearances to<br />
Nellis AFB (KLSV) be retained as long as possible. Inbound VFR<br />
aircraft should contact Nellis (KLSV) Approach Radar on listed<br />
frequency for traffic advisories. Departure procedures will be<br />
used by aircraft operating out of Nellis AFB (KLSV). Diverse<br />
departures not authorized, use published departure procedure or<br />
diverse vectoring area for obstacle avoidance. Aircraft unable to<br />
comply with a departure procedure climb gradient must file the<br />
appropriate departure procedure for their intended destination<br />
and notify Clearance Delivery that they are unable to make the<br />
departure procedure climb gradient and request a diverse<br />
vectoring departure (requires a 300' per NM climb gradient).<br />

2. CAUTION - Very few night reference lights to N of field and<br />
a dual runway illusion exists when landing at night during single<br />
runway operations. Noise abatement procedures are mandatory<br />
for all aircraft during visual meteorological conditions (VMC)<br />
using Rwy 21L/R for takeoff, climb out, closed patterns, pattern<br />
reentry, go-around, etc. All aircraft must expedite climb, in<br />
accordance with flight manual, to an altitude window of 2500’-<br />
3000’ MSL until turning out of traffic abeam the S end of the<br />
Nellis AFB (KLSV) golf course. Fighter aircraft will terminate<br />
afterburner not later than 300 knots (360 knots for B-1B aircraft)<br />
and will immediately start a 60° banked right turn (safety of flight<br />
permitting) abeam the S end of the golf course, to avoid<br />
populated areas and expedite climb to 6000’ MSL. Aircraft shall<br />
cross the LSV R-253 or LAS R-350 W between 5000’-6000’ MSL.<br />
Aircraft shall also remain within 4 DME of LSV or not penetrate<br />
the LAS 7.5 DME arc. Once N of Craig Road, resume the<br />
departure procedure as directed. Afterburner may be reselected,<br />
as required, once clear of populated areas. Aircraft unable to<br />
comply with Nellis (KLSV) noise abatement procedures will advise<br />
ATC prior to departure. Do not request straight ahead left turn<br />
departure when utilizing Rwy 21L/R for departure. Expedite climb<br />
to assigned altitude. Expect visual approach when Rwy 03 is<br />
active and VFR conditions exist. Avoid overflight of Special<br />
Activity Base 3 NM NE of Nellis (KLSV) and the revetment area<br />
immediately SW of the departure end of Rwy 21R. No multiple<br />
approaches during Large Force Exercise (LFE) Operations. Rwy<br />
03R-21L normally provides better braking action than Rwy 03L-<br />
21R when damp/wet. Due to foreign object damage problem 4<br />
engine aircraft will taxi with outboard engine at idle or shutdown<br />
if possible. Local flight not authorized for transient aircraft<br />
without advance approval 57 OG/CC. All transient aircraft expect<br />
arrival delays up to 30 minutes, remote parking and up to 1 hour<br />
delay for maintenance, fueling, and departure during LFE launch<br />
and recovery periods - check NOTAM for date/time.<br />
Uncontrolled aircraft and vehicle movement on taxiways and<br />
parking ramps. Limited hangar space for transient aircraft. No oil<br />
truck available. Engine intake/exhaust covers not available. No<br />
TACAN/IFF repair capability A37 aircraft. Aircrews service limited<br />
both on and off base. Limited availability of demineralized water,<br />
24 hours notice required. Taxiway F provides 83’ obstacle<br />
clearance from the centerline to the edge of the restricted area<br />
on the W. Aircraft with wingspan in excess of 116’ may require<br />
wing walkers on Taxiway F. B-52's are restricted from using<br />
Taxiway D between runways due to lack of wing tip wheel<br />
clearance to PAPI. Rows 3-9 on the Red Flag parking ramp, the<br />
SW end of runway pad and SW end of runway shack are located<br />
in the graded portion of the clear zone.<br />
3. Transient maintenance operates 1430-0630Z++. Limited<br />
transient services available. Transient Alert contractor supports<br />
local flying missions only after coordination with the Quality<br />
Assurance Evaluator and the maintenance group Commander.<br />

<strong>The</strong> Transient Alert contractor is required to be paid additional<br />
fees to support these special event missions, therefore, ample<br />
justification is required. Moreover, the supported unit may be<br />
asked to provide a reimbursement for services rendered. Further,<br />
aircraft deploying to or staging from Nellis (KLSV) for the<br />
purpose of flying sorties or conducting training with a squadron<br />
assigned to Nellis (KLSV), with or without the necessary<br />
maintenance support from their home base, are not considered<br />
transient aircraft. <strong>The</strong> contractor is paid special event fees when<br />
tasked to support these aircraft. Expect delays for maintenance,<br />
fueling, and arrival/departure support. No transient arrival or<br />
departure service after transient alert published operating hours.<br />
All aircraft requesting servicing must arrive no later than<br />
0600Z++. PPR numbers will be issued with a valid block time for<br />
arrival. Arrivals outside a block time issued with a PPR number<br />
must be approved by Airfield Management Operations (DSN<br />
682-4600/4601, C702-652-4600) or PPR number will be canceled<br />
on expiration of block time. PPR numbers are restricted to a total<br />
of 4 aircraft from any 1 base on any given day and will be allowed<br />
to remain overnight 1 night only. PPR numbers will be issued<br />
1430-0630Z++ and not earlier than 7 days prior to scheduled<br />
arrival. Request for additional aircraft from a base that has met<br />
the maximum allowed (4) will be considered on a space available<br />
basis, only 3 days prior to scheduled arrival. Deployment/LFE<br />
aircraft contact Nellis (KLSV) Support Center, DSN 682-<br />
2713/5250, C702-652-2713, 1430-0030Z++, Monday-Friday, for<br />
PPR. In accordance with Nellis AFB (KLSV) Instruction 11-250,<br />
units deploying must arrange to receive FLIP from home station.<br />
Minimal support available from Nellis Base Operations.<br />

4. To reduce service and notification delays, request all<br />
inbound aircraft call Pilot to Dispatcher 139.3 or 372.2 30 minutes<br />
prior to landing. On contact provide updated ETA and service<br />
requirements. Aircraft with VIP code 7 and above contact Airfield<br />
Management Operations Pilot to Dispatcher when 100 NM out.<br />

6. CAUTION -<br />
a. Bird activity on the airfield is relatively low. Few migratory<br />
birds frequent the area during the year, and most bird populations<br />
consist of those indigenous species adapted to life here in the<br />
desert. Bird Watch Conditions (BWC) changes will be issued by the<br />
Supervisor of Flying (SOF) or Airfield Management Operations.<br />
Aircrews can monitor ATIS or contact Base Operations, Tower or<br />
Command Post to obtain current BWC. No comments on ATIS<br />
when Bird Condition LOW. BWC Codes are as follows:<br />
(1) LOW-Normal bird activity on and above the airfield<br />
with a low probability of hazard. Continue with normal operating<br />
procedures.<br />
(2) MODERATE-Concentrations of birds observable in<br />
locations that represent a probable hazard to safe flying<br />
operations. This condition requires increased vigilance by all<br />
agencies and extreme caution by aircrews. Touch-and-go and low<br />
approaches are minimized.
