(3) All crossing traffic intending to operate through the<br />

RVSM Airspace must obtain an ATC clearance. This should be<br />

requested sufficiently in advance to preclude operational<br />

difficulties from the ACC responsible for the first RVSM Airspace<br />

to be entered, or in case of communications difficulties, from any<br />

of the ACC concerned with the EUR/SAM RVSM Airspace or still<br />

from any other adjacent ACC.<br />

ROUTE <strong>AND</strong> AREA RESTRICTIONS -<br />

<strong>US</strong><strong>SOUTH</strong>COM AOR PROCEDURES -<br />

1. Aircrews unable to comply with the following flight<br />

scheduling, diplomatic clearance, mission execution, and post<br />

execution procedures due to operational restrictions, equipment<br />

limitations, or mission requirements should coordinate with the<br />

FMF Watch prior to takeoff. Coordination through an established<br />

alternate (see table) is permissible.<br />

2. Host nation Command and Control Centers in Central and<br />

South America regularly query the AF<strong>SOUTH</strong> Flight Monitoring<br />

Facility (FMF) at Davis Monthan AFB (KDMA), AZ, concerning<br />

unidentified air traffic operating in and/or near their borders. In<br />

order to assure safety of flight and to help prevent unwarranted<br />

intercepts, the <strong>US</strong><strong>SOUTH</strong>COM area of responsibility (AOR)<br />

procedures outlined below must be adhered to.<br />

3. Aircraft Commanders will review and brief their crews on<br />

peacetime rules of engagement. If intercepted, the aircraft<br />

commander will comply with ICAO procedures published in the<br />

Flight Information Handbook (FIH).<br />

a. FLIGHT SCHEDULING PROCEDURES:<br />

(1) All units are required to submit a copy of their flying<br />

schedules for aircraft operating in the <strong>US</strong><strong>SOUTH</strong>COM AOR to<br />

the FMF at Davis Monthan AFB (KDMA), AZ, on the Friday prior<br />

not later than 2000Z. Updates to the next day’s schedule will be<br />

transmitted to the FMF not later than 2000Z the day prior to<br />

(2) During the planning/scheduling stage all DoD units<br />

need to be especially aware that many countries in the<br />

<strong>US</strong><strong>SOUTH</strong>COM AOR claim territorial boundaries that exceed the<br />

FLIGHT PLANNING 1-7<br />

12 NM limit recognized by the United States. In the past, aircraft<br />

have been “advised” to depart a country’s airspace because the<br />

proper coordination was not completed in advance. Review<br />

country-specific information in Chapters 4 and 5 for country<br />

clearance requirements. You may contact FMF (see table) for<br />

assistance with enroute diplomatic clearance changes.<br />

(3) As a minimum, flying schedules should contain the<br />

following information:<br />

(a) Aircraft type/number of aircraft<br />

(b) Call sign of aircraft/formation (if available)<br />

(c) Aircraft Tail Number<br />

(d) Mission number (if available)<br />

(e) Itinerary, to include departure, arrival times and<br />

applicable station ICAO’s<br />

(f) Supported unit<br />

(g) Diplomatic clearance number(s), if applicable<br />

(h) A 24 hour Point-of-Contact that can provide<br />

additional mission details, if required.<br />

b. DIPLOMATIC CLEARANCE PROCEDURES - <strong>The</strong> FMF<br />

requires visibility on diplomatic clearance requests and approvals<br />

for DoD flights entering any part of the <strong>US</strong><strong>SOUTH</strong>COM AOR.<br />

Flights into or through the AOR will include the FMF as an<br />

information addressee on diplomatic clearance requests, per the<br />

Foreign Clearance Guide (FCG).<br />

c. POST MISSION PROCEDURES - Aircraft commanders will<br />

submit the following information to the FMF (or <strong>US</strong>ARSO<br />

SKYWATCH for VFR missions) as soon as possible after completing<br />

each mission leg:<br />

(1) Call sign of aircraft/formation<br />

(2) Takeoff and landing times<br />

(3) Mission delays and/or deviations<br />

(4) Aircrew points-of-contact information if aircraft will<br />

remain overnight in the AOR<br />

(5) Problems contacting FMF or other significant<br />

information<br />
