3. AIRFIELD RESTRICTIONS - Aircrews will obtain Bird Watch<br />

Condition (BWC), if available, prior to initial departure from, or<br />

arrival into, McChord AFB (KTCM). Crews will immediately notify<br />

Tower, Base Ops, or Command Post of any observed activity that<br />

may present a hazard for other aircraft. If crews observe or<br />

receive notification of bird conditions worse than the last<br />

identified BWC they will follow guidance for the more restrictive<br />

condition.<br />

a. BWC LOW - No operating restriction.<br />

b. BWC MODERATE - All local IFR/VFR traffic pattern<br />

activity will cease. AMC aircraft/crews will terminate transition<br />

training in McChord local pattern. AMC aircraft commanders will<br />

be the approval authority for takeoffs and landings.<br />

c. BWC SEVERE - All takeoffs and landings are prohibited.<br />

Airborne aircraft will hold or divert. Deviations require 62 OG/CC<br />

or higher approval.<br />

4. BIRD HAZARD CONDITIONS ARE DEFINED AS FOLLOWS:<br />

a. LOW - Sparse bird activity within 5 NM of the airport.<br />

b. MODERATE - Concentrations of 5 to 15 large birds or 15<br />

to 30 small birds observed in locations that represent a probable<br />

hazard to safe flying operations.<br />

c. SEVERE - Heavy concentration of birds (more than 15<br />

large or 30 small birds) on or above the runway, taxiways, in-field<br />

areas, and departure or arrival routes.<br />

5. Sequence Flashing Lights (SFL) Rwy 16-34 may be turned off<br />

at pilots request. Aircraft transporting dangerous cargo may be<br />

diverted due to limited parking. C5, E4 and B747 aircraft will taxi<br />

to the end of the runway to clear, Taxiways B, C, D and J may be<br />

used with control tower approval. Intersecting taxiways will not<br />

be used without Tower approval. McChord (KTCM) should not be<br />

used as an alternate by B52 aircraft due to lack of outrigger<br />

clearance from the BAK-12 housing. B52s can be accommodated<br />

only during extreme emergency. C135/E3A/E6A type aircraft are<br />

prohibited from taxiing to or from Charlie ramp due to<br />

insufficient obstruction clearance from fire/fuel hydrants. All<br />

transient aircrews check in with Base Operations upon arrival.<br />

Taxiway F used only in cases of absolute necessity during day<br />

time at the lowest possible aircraft gross weights (C-130 limit<br />

165,000 pounds). <strong>The</strong> taxiways are composed of 2” of asphalt<br />

over an unstable base. Questions concerning other aircraft types<br />

are referred to airfield management, DSN 382-2854.<br />

6. All transient aircraft require PPR, including scheduled AMC<br />

missions. Transient aircraft parking extremely limited. 24 hour<br />

prior coordination required. Contact Base Operations, DSN 382-<br />

5611/5612, C253-982-5611/5612. Request all Distinguished<br />

Visitors, Code 7 or higher, contact Protocol Office, DSN 382-<br />

2788, C253-982-2788 prior to visit to coordinate protocol<br />

assistance.<br />

7. All transient aircraft flying low level within the McChord AFB<br />

(KTCM) local area, contact 62 OSS/OSO, DSN 382-9925, for<br />

route deconfliction. Call 62 OSS/OSK, DSN 382-3615 to obtain<br />

inflight guides and supplements which contain numerous no fly<br />

and noise sensitive areas. Units desiring to use the Farmer DZ<br />

must contact 62 OSS/OSO, DSN 382-9925/9926, a minimum of<br />

21 days prior to execution. Failure to coordinate 21 days prior is<br />

grounds for disapproval. Upon contact with OSO you will receive<br />

the request form and local area procedures. <strong>The</strong> request form<br />

must be submitted 14 days prior to execution and is<br />

acknowledgement of the procedures and requirements for flying<br />

within McChord AFB’s (KTCM) airspace. Contact DSN 382-<br />

8. COMSEC<br />

a. Combat Crew Communications maintains a limited<br />

amount of COMSEC to issue to transient aircrews. Aircrews should<br />

arrive with enough COMSEC to complete their mission.<br />

b. Base Operations can store a limited amount of COMSEC<br />

up to and including SECRET.<br />

9. NOISE ABATEMENT - Arriving aircraft will make a straightin,<br />

full stop landing, no multiple approaches, low approach, or<br />

touch-and-go landings 0700-1300++. During local pattern<br />

operations, VFR aircraft patterns are E of McChord (KTCM), flown<br />

at 1800' MSL, unless otherwise cleared by tower. Avoid<br />

overflying Pacific Lutheran University located 1.2 NM due E of<br />

the airfield. Avoid VFR overflight of Brown's Point, 10 NM N of<br />

McChord (KTCM), and downtown Tacoma, located 7 NM N of<br />

McChord (KTCM). Avoid Eatonville and Swanson Fields, located<br />

17 NM SW of McChord (KTCM), by 3 NM and 3000'. Nonprecision<br />

approaches to Rwy 16 should be planned to avoid<br />

prolonged use of high-power settings at MDA. Any questions<br />

concerning local pattern Noise Abatement procedures should be<br />

directed to 62 OSS/OSK, DSN 382-4057.<br />

10. Runway is equipped with 90’x5000’ AMP-1/AMP-3<br />

(overt/covert) assault zone landing system located in the middle<br />

5000' of Rwy 16-34. For graphical depiction and additional<br />

information see 62 OG OI 11-1, McChord AFB (KTCM) Tactical<br />

Aircrew Procedures. To obtain this document, contact Wing<br />

Tactics at DSN 382-3615.<br />

11. C-130 AMP-4 assault strip on Runway 160-340 available for<br />

daytime VFR operations. Units desiring to use Runway 160-340<br />

for night-time operations may coordinate for authorization to<br />

install their own AMP-1 and/or AMP-3 lighting systems with<br />

Airfield Management, DSN 382-2854 a minimum of 3 days prior<br />

to execution. Failure to coordinate 3 days prior is grounds for<br />

disapproval. Control of assault strip flight operations will remain<br />

with McChord AFB (KTCM) tower. Simultaneous operations to<br />

Runway 16-34 and 160-340 not authorized.<br />

NOTE: McChord (KTCM) assigned aircrews have priority during<br />

hours of darkness; transient aircraft will be accepted on a noninterference<br />

basis. To coordinate for usage during these hours,<br />

contact 62 OSS/OSOO no later than 2400Z++ the day prior at DSN<br />

382-9925/9926. No touch-and-go landings between 0700-<br />

1400Z++ Monday-Friday, 0700-1600Z++ Saturday, Sunday and<br />

holidays unless authorized by 62 OG/CC.<br />

McConnell AFB (KIAB), KS<br />

1. Runway 01R/19L 300' wide but marked as 150' wide, all<br />

signs and lights installed for 300' wide runway. Runway 01L/19R<br />

200' wide but marked as 150' wide, all signs and lights installed<br />

for 200' wide runway. No lighted ID/HOLD, location, guidance,<br />

and destination signs on Runway 01L-19R and inadequate<br />

signage on the entire airfield; if needed ask for follow-me support<br />

or progressive taxi instructions. Base assigned aircraft will receive<br />

pattern priority when VFR and/or RADAR pattern is saturated.<br />

VFR traffic will operate E of airport. RUNWAY RESTRICTIONS:<br />

Aircraft with wingspans in excess of 180’ when operating to Rwy
