VHF 138.15. Controlling agencies will issue Bird Watch Condition<br />
Codes and are defined under the following parameters:<br />
a. LOW - Normal bird activity on and above the airfield with<br />
a low probability of hazard. No flight restrictions apply.<br />
b. MODERATE - Bird activity near the active runway or other<br />
specific location representing increased potential for strikes. Bird<br />
Watch Condition (BWC) moderate requires increased vigilance by<br />
all agencies and supervisors and caution by aircrews.<br />
c. SEVERE - Bird activity on or immediately above the active<br />
runway or other specific location representing high potential for<br />
strikes. Supervisors and aircrews must thoroughly evaluate mission<br />
need before conducting operations in and near the airport under<br />
condition SEVERE.<br />

Dobbins ARB (KMGE/KNCQ), GA<br />
1. Aircraft requiring individual security prior notice required<br />
DSN 625-4908. Passenger screening will be required in<br />
accordance with MAJCOM directives prior to acceptance and<br />
filing passenger manifest. Lockheed ramp area closed to all<br />
transient aircraft. Transient aircraft requiring maintenance will be<br />
recovered by home base. No fleet service available. No air freight<br />
facilities. Contact 94 LG/LGT DSN 625-4850/4857 for cargo<br />
assistance. Pilots of transient aircraft should plan on single<br />
approach. Exception - when less than peak traffic. ATC may<br />
approve multiple approaches. Taxiway A, S of Taxiway E is closed<br />
to fixed wing aircraft. DD Form 2131, Passenger Manifest must<br />
be completed in accordance with DoD 4500.9-R or aircraft<br />
subject to delay.<br />

2. NOISE ABATEMENT - High density of population areas<br />
surrounding Dobbins ARB (KMGE/KNCQ) requires strictest use<br />
of noise abatement procedures. Departing aircraft should make<br />
use of maximum climb rate using safe procedures consistent with<br />
the aircraft flight manual and following the IFR and VFR<br />
controllers instructions to assigned altitude. Afterburner<br />
equipped aircraft will terminate afterburner usage as soon as<br />
possible after safely airborne. All departures will maintain runway<br />
heading until reaching a minimum of 3000’ MSL.<br />
3. DEPARTURES - Do not file outbound over RMG or LGC<br />
VOR. <strong>The</strong>se are INBOUND routes only.<br />
4. DOBBINS ARB (KMGE/KNCQ) <strong>AND</strong> VICINITY -<br />
a. Aircraft arriving and departing Dobbins ARB<br />
(KMGE/KNCQ) should use extreme caution due to high density of<br />
civil aircraft activity all quadrants.<br />
b. Radar patterns for Rwy 11-29 transitions through areas of<br />
extensive civil aviation activity at Dekalb-Peachtree Airport (KPDK)<br />
to the E and Cobb Co McCollum Fld (KRYY) to the N.<br />
(AFFSA/AFFSA)<br />
5. BIRD WATCH CONDITIONS -<br />
a. Dobbins ARB (KMGE/KNCQ) is in Phase I during all<br />
months not designated as Phase II. Dobbins ARB (KMGE/KNCQ) is<br />
in Phase II from 1 September-30 November due to increased<br />
bird/wildlife activity at the base, the local Chattahoochee River<br />
National Recreation Area located less than 3 NM E of the base, and<br />
several lakes and rivers throughout the area. During the remainder<br />
of the year (1 December to 31 August), the 94 OG/CC at Dobbins<br />
ARB (KMGE/KNCQ) will implement BASH Phase II when an<br />
increased bird population becomes prevalent for a period in<br />

excess of 3 days. Bird Aircraft Strike Hazard (BASH) window period<br />
is from 1 hour prior to 1 hour after sunrise and sunset during Phase<br />
II condition. Anticipate high concentrations throughout the year of<br />
grackles, meadowlarks, crows, doves, starlings, and Canadian<br />
geese. Base Operations is the declaring authority for Bird<br />
Conditions. Monitor ATIS or contact Pilot to Dispatcher for current<br />
Bird Watch Condition (BWC). Flight restrictions due to Bird Watch<br />
Conditions apply to all aircraft operating at Dobbins ARB<br />
(KMGE/KNCQ). Bird Watch Conditions are defined as follows:<br />

(1) LOW - Normal bird activity on and above the airfield<br />
with a low probability of hazard. This condition remains in effect<br />
unless elevated by Base Operations.<br />
(2) MODERATE - Increased bird population in locations<br />
which represents an increased potential for strike. This condition<br />
requires increased vigilance by all agencies and supervisors and<br />
caution by aircrews. Restrictions to aircrews include:<br />
(a) Initial takeoffs and final landing allowed only<br />
when departure and arrival routes avoid identified bird activity.<br />
(b) Local IFR/VFR traffic pattern activity ceases.<br />
(c) Pilots will be particularly cognizant of bird activity<br />
when on final approach and will initiate a go-around immediately,<br />
if a bird strike is imminent.<br />
(d) Limit formation flying to a minimum for mission<br />
and training requirements.<br />
(3) SEVERE - High bird population on or immediately<br />
above the active runway or other specific location that represents<br />
a high potential for strike. Supervisors and aircrews must<br />
thoroughly evaluate mission needs before conducting operations<br />
in areas under condition SEVERE. Restrictions to aircrews include:<br />
(a) Takeoffs and landings will be prohibited without<br />
94 OG/CC (or higher) approval.<br />
(b) Traffic pattern. Only full-stop landings will be<br />
permitted with approval. Formation takeoffs are prohibited. <strong>The</strong><br />
94 OG/CC and Airfield Management may consider diverting<br />
aircraft, changing pattern altitude, etc., until the Bird Watch<br />
Condition is downgraded.<br />

b. Aircrews need to report all bird or animal activity on or in<br />
vicinity of Dobbins ARB (KMGE/KNCQ) to Base Operations DSN<br />
625-4903 or Pilot to Dispatcher.<br />
6. AIRFIELD -<br />
a. Rwy 11-29 overruns first 300’ paved, remaining 700’ loose<br />
gravel.<br />
b. Runway and taxiways not grooved.<br />
c. Obstruction (hill) approximate height 20’, located S side<br />
of Taxiway E between Taxiway P and K, 137’ from centerline of<br />
Taxiway E.<br />
d. Taxiway D limited to aircraft with wingspan no greater<br />
than 176’. No C-5 or KC-10 operations without Chief of Airfield<br />
Management (CAM) approval.<br />
e. Taxiway F only 40’ wide restricted to use by Army Reserve<br />
aircraft only.
