3. CAUTION - Due to the barriers on Runway 05-23 being out<br />
of tolerance IAW AF132-1043, an increased probability of a<br />
missed engagement exists. Both barriers exceed the maximum<br />
allowable 1/8th inch surface deviation. Cable skip is unlikely but<br />
the possibility does exist. Pilots may use either barrier at their<br />
own risk.<br />
Fort Worth NAS JRB (KNFW), TX<br />
1. Fort Worth NAS JRB (KNFW) underlies Class B Airspace.<br />
VFR traffic overflies the airfield below 5000’ MSL. High mid-air<br />
collision potential exists within 25 NM. Strict noise abatement<br />
procedures are in effect. Request all four-engine aircraft keep<br />
outboard engines at idle or secured while taxiing to minimize<br />
foreign object damage hazard. No drag chutes or repacking<br />
service available. All fueling done from trucks. Expect fueling<br />
delays during high density traffic periods. PPR required for all<br />
aircraft utilizing Transient Alert services, DSN 739-5715, C817-<br />
782-5715. Very limited transportation available for transient<br />
aircrews. All transportation requests must be coordinated<br />
through Base Transportation, DSN 739-5443, C817-782-5443.<br />
2. Aircraft visiting Lockheed/Martin enter "Lockheed/Martin<br />
ramp and PPR number" in Remarks Section of flight plan.<br />
Lockheed/Martin PPR available through Government Flight<br />
Representative C817-763-3624. Limited transient services<br />
available at Lockheed/Martin.<br />
3. No capability to handle live ordnance.<br />

5. WILDLIFE ACTIVITY -<br />
a. Naval Air Station Joint Reserve Base Fort Worth (Carswell<br />
Field) (NAS JRB Fort Worth) (KNFW) is located in north-central<br />
Texas in Tarrant County, 8 miles west of downtown Fort Worth and<br />
is 650' above mean sea level. Approximately one mile of Lake<br />
Worth's shoreline bounds the north end of the main runway. <strong>The</strong><br />
West Fork of the Trinity River borders the base to the east, the city<br />
of Fort Worth borders the base to the north and southeast, White<br />
settlement to the west and southwest and Lockheed Martin Air<br />
Force Plant 4 to the west. <strong>The</strong> proximity of the station to water<br />
sources, landfills, golf courses, a wildlife sanctuary, and the central<br />
flyway creates a high potential for hazardous encounters between<br />
wildlife and aircraft on the NAS JRB Fort Worth (KNFW) flight line<br />
and in the local operating areas.<br />
b. Designated Phase I and Phase II periods of bird activity<br />
are based on historical records.<br />
(1) PHASE I - All months not designated as Phase II.<br />
(2) PHASE II - Migratory seasons, May-June and<br />
September-October, are most likely periods of significantly<br />
increased local bird activity. During Phase II increased vigilance is<br />
required and restrictions may be implemented based on historical<br />
information on local bird movement patterns. Exceptions to this<br />
may be permitted when visual or radar observations confirm no<br />
hazardous bird activity, or during times of operational necessity.<br />
c. Bird Watch Hazard Conditions.<br />
(1) LOW - Normal bird activity on and above the airfield<br />
with a low probability of hazard. Continue operations as normal.<br />

(2) MODERATE - Concentrations of birds observable in<br />
locations that represent a probable hazard to safe flying<br />
operations. This condition requires increased vigilance by all<br />
agencies and extreme caution by aircrews. Personnel will be<br />
notified to disperse birds from the airfield if necessary. Aircrews<br />
must thoroughly evaluate mission need before operating in areas<br />
under condition MODERATE. In lieu of specific guidance, (local<br />
unit specific BASH guidance is contained in local BASH<br />
publications) the following aircrew actions are recommended:<br />
(a) Delay or terminate practice approaches.<br />
(b) Modify the altitude above hazard (restricted low<br />
approach to 500' AGL, etc).<br />
(c) Initial takeoffs and full stop landings are at the<br />
aircraft commander discretion.<br />
(d) Increase interval on section departures to 20<br />
seconds minimum.<br />
(e) Increase spacing to a minimum 6000' between<br />
landing aircraft.<br />
(3) SEVERE - Heavy concentrations of birds on or<br />
immediately above the active runway or other specific locations<br />
that represent an immediate hazard to safe flying operations.<br />
Personnel will be notified immediately to disperse birds from the<br />
airfield. Aircrews must thoroughly evaluate mission need before<br />
operating in areas under condition SEVERE. In lieu of specific<br />
guidance, the following aircrew actions are recommended:<br />
(a) Fuel and weather permitting, inbound aircraft will<br />
hold until bird removal actions or natural movements have lowered<br />
the hazard condition, otherwise proceed to alternate.<br />
(b) Departing aircraft will hold on deck until bird<br />
removal actions or natural movements have lowered the hazard<br />
condition.<br />
NOTE: If the bird/wildlife hazard is fouling the runway, the Control<br />
Tower will close the runway per pertinent FAA directives. Tower<br />
clearance will not be issued. Accordingly, all operations will be at<br />
the discretion and risk of the pilot in command.<br />
Francis E. Warren AFB Heliport (KFEW), WY<br />
1. Air Base is closed to all fixed wing traffic. All transient fixed<br />
wing traffic with official business at Francis E. Warren AFB<br />
Heliport (KFEW) or in the Cheyenne area must land and depart<br />
from Cheyenne (KCYS). Rotary wing aircraft contact 37th<br />
Helicopter Flight at DSN 481-2001/3921 for PPR. Transient<br />
helicopters must contact helicopter maintenance at DSN 481-<br />
3280/3921 for servicing coordination. Limited transient<br />
maintenance, towing or hangar space available for transient<br />
aircraft. Avoid overflight of the weapons storage area 1/8 NM W<br />
of the helipad and all base housing complexes. Contact Blade<br />
Operations for landing, parking and any NOTAM information on<br />
271.9. Contact Cheyenne (KCYS) Tower on 118.7 257.8 prior to<br />
entering the Class D Airspace and for local helicopter traffic<br />
advisories. Phase II (the high bird potential hazard time period) of<br />
the Bird Aircraft Strike Hazard program is in effect annually from<br />
September through February.<br />
2. Rotary wing traffic arriving and departing IFR must file<br />
to/from Cheyenne (KCYS) transitioning VFR to/from Cheyenne<br />
(KCYS) transitioning VFR to/from Francis E. Warren AFB Heliport<br />
(KFEW).<br />
