(1) LOW - Normal bird activity on and above the airfield<br />

with a low probability of hazard.<br />

(2) MODERATE - Increased bird population in locations<br />

which represent an increased potential for strike. This condition<br />

requires increased vigilance by all agencies and supervisors and<br />

caution by aircrews.<br />

(3) SEVERE - High bird population on or immediately<br />

above the active runway or other specific location that represents<br />

a high potential for strike. Airfield flying operations will be<br />

suspended until airfield management personnel disperses the<br />

birds and downgrades the condition.<br />

b. Extensive uncontrolled VFR traffic all altitudes within 20<br />

NM of Patrick AFB (KCOF).<br />

c. Rwy 11-29 has both standard and assault landing zone<br />

markings.<br />

d. ARRIVAL/DEPARTURE - All aircraft large or heavier are<br />

prohibited from overflying Merrit Island below 2000’ MSL.<br />

e. IFR circling not authorized Runway 11.<br />

2. AIRCRAFT MAINTENANCE <strong>AND</strong> SERVICING - Drag-chute<br />

exchange/repack not available. Intermediate maintenance<br />

extremely limited. Demineralized water available, 24 hours prior<br />

notice required, contact PANAM World Services DSN 467-5485,<br />

C407-853-5485. Transient aircraft expect up to 4 hours servicing<br />

delays.<br />

3. AIRCRAFT OPERATIONS - Ceiling and visibility: expect<br />

conditions over the Banana River to be lower than those reported<br />

for the airfield. All transient aircrews remaining overnight will<br />

complete a Base Operations Remain Overnight form prior to<br />

departing the flight area. COMSEC documents are not available<br />

for issue. Overnight storage is available at the Patrick (KCOF)<br />

Consolidated Command Post. All inbound aircraft contact Base<br />

Operations Pilot to Dispatcher 30 minutes out for load/parking or<br />

other services as required. Base Operations hours are 1300-<br />

1500Z++ daily. METRO 344.6 not available surface to 100’ within<br />

5 NM radius of COF. (Aircraft Operations) Pre-engine run/taxi<br />

clearance; all aircraft must report to Base Operations dispatch<br />

counter prior to going to their aircraft. Ground engine run<br />

maintenance must also be reported to Base Operations prior to<br />

maintenance beginning. <strong>The</strong> airfield will be closed 1300-0500Z++<br />

4 July and Thanksgiving day; 2300Z++ 24 December-0500Z++ 26<br />

December; 2300Z++ 31 December-0500Z++ 2 January.<br />

4. PASSENGER/AIR FREIGHT SERVICES - Air<br />

freight/passenger service is available between the hours of 1130-<br />

2015Z++ weekdays, closed Saturday and Sunday. Minimum of 48<br />

hours prior coordination required for other than published<br />

operating hours DSN 854-5631/7211. Mobile boarding staircase<br />

capability is limited and available only for passenger carrying<br />

aircraft.<br />

5. TRANSPORTATION - Aircrews transportation on base 1300-<br />

2300Z++ Monday through Friday; unavailable Saturday, Sunday<br />

and holidays.<br />

6. NOISE ABATEMENT PROCEDURES -<br />

UNITED STATES 3-127<br />

a. Pilots will climb runway heading to appropriate altitude as<br />

rapidly as possible consistent with safety of flight and flight manual<br />

procedures.<br />

b. DEPARTURES -<br />

(1) RWY 20 - 2.5 DME, if turning E of the extended<br />

runway centerline.<br />

(2) RWY 02 - 2.5 DME, if turning W of the extended<br />

runway centerline.<br />

(3) <strong>The</strong> above procedures do not apply to helicopters<br />

or light fixed wing aircraft.<br />

(4) RESTRICTIONS - Transient aircraft are restricted to<br />

one full stop landing between 0300Z++ and 0400Z++.<br />

Maintenance ground engine runs above idle are prohibited from<br />

0330-1100Z++ unless approved by the Airfield Manager.<br />

c. CLOSED PATTERN DEPARTURES -<br />

(1) RWY 20 - 2.5 DME turn left heading 060° to<br />

downwind.<br />

(2) RWY 02 - Begin base turn at 2.5 DME.<br />

7. JUDY DROP ZONE OPERATIONS - To obtain the most<br />

current survey, consult the Assault Zone Survey Repository Fax<br />

on Demand System. Crews are responsible for verifying current<br />

CHUM altitudes and restrictions on all charts used in flight.<br />

Contact the 920 th Current Operations at DSN 854-1167 to get<br />

Drop Zone status and deconflict with other users. Contact Patrick<br />

AFB (KCOF) Base Operations DSN 854-2222 to coordinate run-in<br />

direction, drop times and ask for update on seasonal bird activity.<br />

Contact Patrick (KCOF) Tower 133.75 or 348.4 no later than 10<br />

NM from Drop Zone. No pyrotechnics will be dropped at Judy<br />

Drop Zone. Aggressively clear for VFR Traffic on the Banana<br />

River. Stay clear of Melbourn (KMLB) Class D Airspace 4.3 NM S<br />

of Drop Zone. Avoid flying over any part of Merritt Island. If<br />

unable to avoid overflight, ensure at least 2000’ AGL clearance.<br />

Notify tower 5 minutes and 1 minute prior to personnel drop and<br />

when jumpers are in the air. Notify tower when drop operations<br />

are complete.<br />

8. Units deploying to Patrick AFB (KCOF) will submit<br />

completed AF Form 813, Request for Environmental Impact<br />

Analysis 60 days in advance. Contact 45 CES/CEV DSN 854-9259<br />

or fax 854-5965 for further assistance. AF Form 813’s will be<br />

completed in accordance with 32 CFR 989. Environmental Impact<br />

Analysis Process, reviewed and approved by 45 CES/CEV prior to<br />

exercise/training.<br />

Patuxent River NAS (KNHK), MD<br />

1. Extensive high performance aircraft research, development,<br />

test and engineering activities are conducted in the Patuxent<br />

(KNHK) restricted areas. It is required that all users be familiar<br />

with the provisions of NASPAXRIVINST 3710.5 (series). This<br />

publication can be obtained electronically at<br />

https://mynavair.navair.navy.mil under Libraries and Research. A<br />

MYNAVAIR account must be established to use this site. See<br />

2. HELICOPTER OPERATIONS - NAS Patuxent River (KNHK)<br />

utilizes three separate Helicopter Operating Areas, (West, South,<br />

and East Helo Operating Areas). Extensive rotorcraft flights are<br />

conducted within the boundaries of these areas.
