9. INBOUND REQUIREMENTS - All inbound AMC/Cargo<br />

aircraft contact Kirtland (KIKR) Command Post on 349.4 30<br />

minutes out with load message, estimated time of departure and<br />

requirements. Contact Airfield Management Operations on 372.2<br />

30 minutes out to coordinate parking locations and fuel<br />

requirements.<br />

10. AFTER HOURS SUPPORT - Kirtland AFB (KIKR) operates<br />

1400-0400Z++ Monday-Friday and 1400-0001Z++ on weekends.<br />

<strong>The</strong> parking ramp at Kirtland AFB (KIKR) will be closed on all<br />

federal holidays, Christmas Eve and New Years Eve. Operational<br />

hours for other holidays will be sent out via NOTAM. Contact<br />

Kirtland (KIKR) Command Post at DSN 246-3776 or C505-846-<br />

3776 if after duty support is requested.<br />

11. BIRD/WILDLIFE HAZARDS -<br />

a. Bird activity on the airfield is relatively low. Few migratory<br />

birds frequent the area during the year and most bird populations<br />

consist of species indigenous to the desert. Aircrews may contact<br />

Airfield Management Operations to obtain the current Bird Watch<br />

Condition and may monitor ATIS for significant bird activity.<br />

(1) BASH Phase I - All months not designated as Phase<br />

II. Bird activity is generally light during these periods.<br />

(2) BASH Phase II - In effect March-May and August-<br />

October. Bird activity is increased during these months due to<br />

the migratory season. <strong>The</strong> primary threat during these periods<br />

consists of large quantities and more frequent concentrations of<br />

birds in all areas around the airfield. Aircrews must be aware of<br />

heavy migratory fowl during these times over the Rio Grande<br />

River (2 NM W of the airfield). Typical bird types near the Rio<br />

Grande are egrets, grebes and sandhill cranes.<br />

b. Bird Watch Condition (BWC): <strong>The</strong> following terminology<br />

will be used for rapid communications to disseminate bird activity<br />

information and implement operational procedures. Bird location<br />

may be given with the condition code.<br />

(1) Bird Watch Condition SEVERE - High bird population<br />

on or immediately above runway or other specific location that<br />

represents a high potential for strike. Supervisors and aircrews<br />

must thoroughly evaluate mission need before conducting<br />

operations in areas under condition SEVERE.<br />

(2) Bird Watch Condition MODERATE - Increased bird<br />

population in locations which represent an increased potential for<br />

strike. This condition requires increased vigilance by all agencies<br />

and supervisors and caution by aircrews.<br />

(3) Bird Watch Condition LOW - Normal bird activity on<br />

and above the airfield with a low probability of hazard.<br />

Altus AFB (KLTS), OK<br />

1. CAUTION - 180° turns allowed only on concrete areas at<br />

each end of Rwy 17R-35L and 17L-35R (1000’ each end). 180°<br />

turns not authorized on assault strip 174-354 under any<br />

conditions.<br />

2. CAUTION - BIRD HAZARD - Local bird hazard phases I/II are<br />

as follows: Phase I - 8 February-23 November; Phase II -<br />

24 November-7 February. During the Phase II period, all<br />

departures and arrivals that fall within +/- one hour of official<br />

sunrise or sunset, will be approved by the OG/CC or his/her<br />

designated representative. Aircrews will request approval from<br />

the Supervisor of Flying to takeoff or land within +/- one hour of<br />

official sunset or sunrise. During periods when the Supervisor of<br />

Flying is not available, the OG/CC or his/her designated<br />

representative is the approval authority. Aircrews will exercise<br />

increased vigilance in the local area and will make bird avoidance<br />

a special emphasis item during pre-mission planning and prebriefs.<br />

In addition to short notice Bird Watch Conditions<br />

MODERATE/SEVERE, animals such as deer, cows, coyotes,<br />

turkeys, rabbits and domesticated creatures may appear with<br />

little or no warning. All transient aircraft should contact Base<br />

Operations on Pilot to Dispatcher, or the tower prior to arrival to<br />

obtain current Bird Watch Condition.<br />

3. AIRPORT - Rubber deposits 1st 4000’ each end of Rwy 17R-<br />

35L and 1st 2500’ each end Rwy 17L-35R. Minimum potential for<br />

hydroplaning on Rwy 17R-35L (grooved first 3000’ each end) and<br />

Rwy 17L-35R (grooved full length). Limited fleet and air freight<br />

service. Extensive local training may require servicing delays.<br />

Drag chute repack and exchange not available. On-base billets<br />

normally saturated. No Transient Alert service available nights,<br />

weekends and holidays. Four hours prior notice required for<br />

flight meals on nights, weekends and holidays - DSN 866-7220.<br />

4. ARRIVALS - All AMC aircraft inbound to Altus AFB (KLTS)<br />

contact Command Post on 349.4. Altus AFB (KLTS) radar and<br />

tower traffic patterns can be saturated with heavy transport<br />

training causing wake turbulence. Aircraft requesting approaches<br />

must coordinate in advance with Base Operations (DSN 866-<br />

6200/ 6415). Altus AFB (KLTS) aircraft takes priority over<br />

transitioning aircraft. CAUTION - Be especially vigilant for civilian<br />

light aircraft arriving/departing Altus Quartz Mountain Rgnl<br />

(KAXS), located 4 DME NW heading 303°.<br />

5. Rwy 174-354 for assault strip training only.<br />

6. CAUTION -<br />

a. Use caution for drainage ditch on the departure end Rwy<br />

17L approximately 30’ wide and 10’ deep, immediately adjacent to<br />

the end of the overrun.<br />

b. Use caution for large drop-off at departure end of Rwy<br />

35R approximately 10’ deep immediately adjacent to the end of<br />

the overrun.<br />

Andrews AFB (KADW/KNSF), MD<br />

1. OFFICIAL B<strong>US</strong>INESS ONLY. PPR for all aircraft except AMC,<br />

SAM, DoD courier service and EVAC mission. DVs, SAM, EVAC<br />

are exempt from restrictions, however require PPR for tracking<br />

and ramp availability. DSN 858-3411. Contact Base Operations<br />

for PPR DSN 858-3411, C301-981-3411. 24 hours advance notice<br />

required for aircraft with hazardous cargo. Due to limited service<br />

facilities and the lack of hazardous or sensitive cargo storage<br />

facilities, all aircraft, except AMC scheduled, using the Air Force<br />

ramp (W side) should contact 89 APS Capability Forecasting<br />

section DSN 858-3831/C301-981-3831/fax 858/981-2551 during<br />

duty hours or Andrews ATOC DSN 858-7405 at least 24 hours in<br />

advance for prior coordination of Distinguished Visitors and<br />

cargo. For any special requirement concerning Distinguished<br />

Visitors service, contact Andrews Protocol DSN 858-4525/C301-<br />

981-4525. All inbound aircraft contact Command Post 30 minutes
