potential for strikes. Aircrews must thoroughly evaluate mission<br />

need before conducting operations in areas under condition<br />

SEVERE.<br />

(4) Phase II periods represent heavy bird activity,<br />

normally associated with migratory season.<br />

(5) Pilots are encouraged to report all bird sightings<br />

that pose a probable hazard to flying. Monitor ATIS or contact<br />

Pilot to Dispatcher or Vance (KEND) Supervisor of Flying for Bird<br />

Watch Condition updates.<br />

4. HELICOPTER PROCEDURES -<br />

a. ARRIVALS - VFR arrivals contact Vance AFB (KEND)<br />

Approach at least 25 NM from Vance (KEND).<br />

(1) Heavy or large class helicopters in accordance with<br />

FLIP wake turbulence criteria (e.g., CH/HH3, CH47, CH/HH53,<br />

CH54, etc.) expect radar vectors for a straight-in approach to the<br />

center runway.<br />

(2) All other helicopters expect arrival as follows:<br />

(a) Arriving from the S - Fly N along Highway 81 and<br />

report to Vance (KEND) Tower when abeam the town of Bison, OK.<br />

Maintain at or below 1800’ MSL and continue N maintaining a<br />

ground track 1 NM E of Highway 81. When abeam Vance (KEND)<br />

Tower advise the tower of your position and enter a holding orbit<br />

at that point until cleared to land. Use caution for civil air traffic<br />

operating from Woodring Airport (KODG).<br />

(b) Arriving from the N - Contact Vance (KEND)<br />

Tower when over the town of Kremlin, OK. Proceed W toward<br />

Highway 81 maintaining 1800’ MSL and then fly S maintaining a<br />

ground track parallel to and 1 NM E of Highway 81. When abeam<br />

Vance (KEND) Tower advise the tower of your position and enter a<br />

holding orbit at that point until cleared to land. Use caution for civil<br />

air traffic operating from Woodring Airport (KODG).<br />

b. When cleared to land, fly a base leg abeam the approach<br />

end of the active runway and make a final approach to land on Rwy<br />

17L-35R. Exit at Taxiway D and expect taxi instructions from there<br />

to parking.<br />

c. GROUND OPERATIONS - Do not taxi over other than<br />

prepared surfaces to minimize the foreign object damage hazard.<br />

d. DEPARTURES - Taxi to Taxiway D to depart in the<br />

direction of the active runway. Depart in the direction of traffic.<br />

Abeam the departure end of the runway turn E and maintain at or<br />

below 1800’ MSL. Do not overfly the Vance family housing area.<br />

When 1 NM E of Highway 81, fly due N/S and maintain 1800’ MSL<br />

until cleared higher by ATC.<br />

(AFFSA/AFFSA)<br />

Vandenberg AFB (KVBG), CA<br />

1. CAUTION - Alternate airfield required regardless of<br />

weather. Airfield located within restricted airspace (R2516)<br />

published as continuous use; however, airfield operations<br />

authorized during published hours when range (R2516) not in use.<br />

Airspace may close without prior notice to support range<br />

operations. Be prepared to divert or full-stop at any time.<br />

Recommend full stop or departure with divert fuel to ensure<br />

maximum flexibility. Contact Pilot to Dispatcher during published<br />

hours for status of restricted airspace. R2517 is closed to all<br />

aircraft except those participating in approved range operations.<br />

2. CAUTION - Lighted munitions storage area 1000’ right of<br />

approach end Rwy 12 may be mistaken for the runway in low<br />

visibility conditions. Lights are arranged in 2 rows parallel to the<br />

runway and extend 3000’.<br />

3. Airfield Operations reports Bird Aircraft Strike Hazards<br />

condition codes even though a variety of wildlife exists in the<br />

area. Bird Aircraft Strike Hazards status will be reported as LOW,<br />

MODERATE, or SEVERE based on reports and observations from<br />

airfield management personnel. <strong>The</strong> airfield is located in<br />

predominant deer habitat. No Runway Supervisory Unit or<br />

Supervisor of Flying is available. Flocks of gulls cross final<br />

approach course to Rwy 30 at approximately 2 DME, 300’-500’<br />

AGL, from sunrise to midmorning and from mid-afternoon to<br />

sunset. Birds are not visible from the tower. Report all bird and<br />

animal strikes in the vicinity of Vandenburg (KVBG) to Airfield<br />

Operations (30 OSS/OSAA DSN 276-6941/2), or by radio to Pilot<br />

to Dispatcher. This information is required to determine<br />

bird/animal habits, and to determine corrective action.<br />

(AFFSA/AFFSA FIL 04-146)<br />

a. Bird Watch Condition SEVERE - High bird population on<br />

or immediately above the active runway or other specific location<br />

that represents a high potential for strike. Supervisors and aircrews<br />

must thoroughly evaluate mission need before conducting<br />

operations in areas under condition SEVERE. Only full stop<br />

landings are permitted. Operational commanders will consider<br />

delaying departures and arrivals and diverting aircraft.<br />

(AFFSA/AFFSA)<br />

b. Bird Watch Condition MODERATE - Increased bird<br />

population in locations which represent an increased potential for<br />

strike. This condition requires increased vigilance by all agencies<br />

and supervisors and caution by aircrews. Pilots will limit patterns<br />

work to a minimum.<br />

c. Bird Watch Condition LOW - Normal bird activity on and<br />

above the airfield with a low probability of hazard.<br />

4. Any flight operation which may require an extension of<br />

operating hours beyond those published requires prior<br />

coordination with the airfield manager during duty hours; 24<br />

hours notice is required. Aircrews must comply with pre-<br />

coordinated arrival/departure times to ensure support. Early<br />

arrivals can expect to be held until pre-coordinated time.<br />

Uncontrolled airfield operations are not authorized.<br />

5. Any inbound aircraft carrying hazardous cargo (AFJI 11- 204)<br />

will contact Airfield Operations on Pilot to Dispatcher 30 minutes<br />

prior to arrival; if no answer, contact Spaceport Control on 311.0<br />

or 321.0.<br />

6. SERVICING LIMITS - Ramp workload may cause servicing<br />

delays and unexpected remaining overnight for aircraft landing<br />

after 2300Z++. Plan to land, reservice and depart during airfield<br />

operating hours. Contact Pilot to Dispatcher/Command Post 30<br />

minutes before arrival for updated information and advisories.<br />

7. RESTRICTED AIRSPACE - To enter R2516 obtain IFR<br />

clearance from Los Angeles (KLAX) CENTER, or if VFR contact<br />

Tower 30 NM out. If authorized, specify requirement to fly in<br />

R2517. For Range Operations, expect to contact Frontier Control<br />

on appropriate frequency. See IFR Supplement: WESTERN<br />

RANGE (30th SPACE WING).
