1100Z any altitude. When traffic situations or meteorological<br />

weather conditions require flight over the city, minimum altitude<br />

will be 5000’.<br />

c. Area of the city is between 355° and 020° from Taboga<br />

VOR-DME (coastline).<br />

ROUTE <strong>AND</strong> AREA RESTRICTIONS -<br />

1. Overflight of Gatun, Pedro Miguel, and Miraflores Locks,<br />

Gatun and Miraflores Dams, and ships transiting the Panama<br />

Canal is prohibited below 2500’ MSL.<br />

2. All aircrews are urged to be alert for heavy bird activity in<br />

the Panama area.<br />

a. Bird status conditions are as follows:<br />

(1) LOW - Bird activity on and around the airfield<br />

representing low (less than 5 large birds or 15 small birds per<br />

quadrant) potential for strikes.<br />

(2) MODERATE - Bird activity (5 to 15 large birds or 15<br />

to 30 small birds per quadrant) in locations representing<br />

increased potential for strikes. Bird Watch Condition MODERATE<br />

requires increased vigilance by all agencies and supervisors and<br />

caution by aircrews.<br />

(3) SEVERE - Bird activity (more than 15 large birds or<br />

more than 30 small birds per quadrant) on or immediately above<br />

the active runway or other specific location representing high<br />

potential for strikes. Supervisors and aircrews must thoroughly<br />

evaluate mission need before conducting operations in areas<br />

under condition SEVERE.<br />

b. Peak bird activity usually begins three hours after sunrise<br />

and ends at mid-afternoon, however, the bird strike hazard is<br />

always present and can be broken down into two categories, the<br />

year-round and migratory:<br />

(1) <strong>The</strong> primary year-round hazards are the turkey<br />

vultures and white cattle egrets. <strong>The</strong>se birds often soar in the<br />

vicinity of Venado Island (commonly referred to as "Co-pilot<br />

Island"), located on a 165° bearing, 1.15 NM from the S end of<br />

the runway. Flying at altitudes ranging from sea level up to 2500’,<br />

with the activity peaking between the hours of 1500-2000Z when<br />

the thermals are most intense; others can be found congregating<br />

in the large mangrove area immediately S of the runway.<br />

(2) Peak migratory dates run from 22 October through<br />

17 November. Strong prevailing winds will have the birds flying in<br />

a W-E direction at altitudes ranging from 2500’ to 4000’,<br />

approximately 15 NM NW of the field in the area of the town of<br />

Gamboa. Lighter winds create a situation in which the birds will<br />

be flying on top of Panama City and the canal. Critical times of<br />

the day (for both situations) are between 1430-1930Z.<br />

3. Helicopter landings and activities prohibited at Omar<br />

Torrijos Park (N08°59’50” W79°30’37”) without authorization<br />

from the Civil Aeronautics Administration.<br />

by N09°01'40" W079°30'20" to N09°07'45" W079°36'50" to<br />

AMSL for turbojets and other aircraft faster than 150 kts 1300-<br />

must be not less than 3000 meters. Aircraft must be equipped<br />

with 2-way radio communications.<br />

2. Special VFR flights may be authorized to operate locally<br />

within a Control Zone when the ground visibility is not less than<br />

300 meters and aircraft are equipped with 2-way radio<br />

communications.<br />
