a. BASH Phase I - All months not designated as Phase II.<br />

Wildlife activity is generally LOW during these periods with the<br />

primary threat resulting from occasional concentrations of cattle<br />

egrets, sand pipers, doves, and deer on and around the airfield.<br />

b. BASH Phase II - In effect February-June and September-<br />

December. Wildlife activity is increased during these periods due<br />

to the migratory season. <strong>The</strong> primary threat during this period<br />

consists of heavier concentrations of doves, robins and swallows<br />

with occasional flocks of gulls and pelicans immediately on or<br />

around the airfield. Expect short notice Bird Watch Conditions<br />

MODERATE or SEVERE at any time during these periods.<br />

c. Aircrews are encouraged to report to Base Operations all<br />

bird sightings that pose a probable hazard to flying. Monitor ATIS,<br />

contact Base Operations or Command Post for current Bird Watch<br />

Condition.<br />

NOTE: Turkey and black vultures are large soaring raptors and are<br />

present year round during daylight hours. <strong>The</strong>y become active<br />

during mid-morning and remain aloft until late afternoon.<br />

Awareness of these raptors should remain in mind at all times while<br />

flying over the Eglin Range (KVPS) Complex with extreme caution<br />

being applied while landing Rwy 19 and 12.<br />

(AFFSA/AFFSA)<br />

Jacksonville Intl (KJAX), FL<br />

BIRD WATCH CONDITIONS - Birds are present all year round. Bird<br />

Watch condition is generally LOW but there are periods of<br />

increased bird activity. During these times the Airfield<br />

Management or SOF will determine the bird condition and post at<br />

the operations duty desk. Transient aircraft can obtain the bird<br />

status by contacting the SOF (FANG OPS) 251.25 during normal<br />

business hours. If the 125 FW is not flying it may not be possible to<br />

contact FANG OPS on the radio. Due to Jacksonville Intl (KJAX)<br />

being a civilian field the bird condition (LOW, MODERATE,<br />

SEVERE) is not recorded on ATIS. <strong>The</strong>re may be general bird<br />

warnings on ATIS. PHASE II for increased bird activity for<br />

migratory period from 1 November to 31 March. <strong>The</strong>re may be<br />

heavy concentrations of Cattle Egrets and Vultures during June-<br />

August and when mowing on the airfield.<br />

(125 OSF-OSA/125 OSF-OSA FIL 07-444)<br />

Joe Foss Fld (KFSD), SD<br />

1. ANG - Use of ANG ramp requires coordination with Base<br />

Operations for a PPR, DSN 798-7754 prior to filing flight plan.<br />

Normal operation is 1145-2200Z++, Tuesday-Friday except<br />

holidays. Due to mission requirements, the ANG may be closed<br />

during the above periods. Contact Base Operations (253.4 or<br />

138.1) 15 minutes prior to landing.<br />

2. TRANSIENT AIRCRAFT SERVICING LIMITATIONS - No<br />

transient alert maintenance, expect servicing delay. No fleet<br />

service. No hot pit refueling. No drag chute service. Maintenance<br />

for aircraft other than F-16s not available. No hangar space. No<br />

customs or agriculture inspections service.<br />

3. NOISE ABATEMENT - Do not use afterburner in traffic<br />

pattern unless required for safety of flight. Climb above 2500’<br />

MSL as soon as possible after low approach or on departure for<br />

all runways. For Runway 15 departures, terminate afterburner use<br />

at the airfield boundary or as soon as safely possible.<br />

4. Use caution during landing for 18 to 23 inch tall threshold<br />

crossing lights within 12’ prior to the approach ends of all<br />

runways.<br />

5. A water canal 2000’ to the northwest paralleling Runway 3-<br />

21 may be mistaken for the runway during low visibility<br />

approaches.<br />

6. BIRD AIRCRAFT STRIKE HAZARD (BASH) -<br />

a. Phase I - All months not designated as Phase II. Bird<br />

activity on and in vicinity of airfield is usually light.<br />

b. Phase II - In effect from 20 February to 15 April and from<br />

1 September to 15 December each year. This phase represents<br />

moderate to heavy bird activity associated with the migratory<br />

season. Joe Foss Fld (KFSD) experiences large concentrations of<br />

migratory geese and ducks during this period. For up to date<br />

information on migration status call the Snow Goose Hotline -<br />

C605-885-6401.<br />

c. BIRD WATCH CONDITIONS - During periods of 114 FW<br />

flying operations the Supervisor of Flying (SOF) will issue Bird<br />

Watch Conditions for military aircraft. Contact LOBO SOF on 253.4<br />

or 138.1 (DSN 798-7754) for the current status:<br />

(1) LOW - Normal bird activity on and above the airfield<br />

with a low probability of hazard. No flight restrictions.<br />

(2) MODERATE - Bird activity near the active runway or<br />

other specific location representing increased potential for strikes<br />

requiring increased vigilance by all agencies, supervisors and<br />

aircrew. Military aircraft should expect one approach to a full<br />

stop landing.<br />

(3) SEVERE - Bird activity on or immediately above the<br />

active runway or other specific location representing high<br />

potential for strikes. Military takeoffs and landings are not<br />

authorized unless a greater emergency exists or an immediate<br />

operational necessity dictates.<br />

(AFFSA/AFFSA FIL 07-245)<br />

Keesler AFB (KBIX), MS<br />

1. CAUTION - Obstructions off both ends of runway require<br />

displaced threshold for Rwy 03-21. Do not land prior to runway<br />

threshold; however, area past the opposite displaced threshold<br />

authorized for use during landing roll out. Portions of runway<br />

prior to threshold may be used to begin take-off roll; however,<br />

do not use area past opposite threshold for take-off<br />

computations or take-off ground roll. Variable width runway at<br />

both ends of runway. Distance remaining markers indicate<br />

distance remaining for landing roll out only. Pilots unfamiliar with<br />

Keesler AFB (KBIX) or requiring overnight parking should contact<br />

Base Operations DSN 597-2120 for briefing. Under certain<br />

conditions, refueling delays of 1-3 hours may be expected.<br />

Minimum 8 hours prior notice required for on/off load cargo DSN<br />

597-3009. Deteriorating ramp condition and flightline<br />

construction, use low power settings while taxiing and watch for<br />

foreign objects.<br />

(AFFSA/AFFSA)<br />

2. BIRD ALERT - Traffic pattern Bird Watch Condition<br />

MODERATE. Only an initial take-off and the recovery to a full<br />

stop landing is permitted under Bird Watch Condition<br />

MODERATE. Multiple approaches and touch-and-go landings are<br />

not authorized under Bird Watch Condition MODERATE. Aircraft<br />

commanders will assess the risk of increased precautions.<br />

Consideration will be given to using an alternate airfield with Bird<br />

Watch Condition LOW or lesser bird activity.<br />

3. BIRD WATCH CONDITION SEVERE – All flight operations<br />

will cease under Bird Watch Condition SEVERE. <strong>The</strong> runway will<br />

temporarily be closed and no take-offs, landings or transition
