5. IFR OPERATIONS -<br />

a. ARRIVALS - Maintain last ATC assigned altitude until<br />

Instrument Approach Fix. If Michael (KDPG) Operations or Range<br />

Control are closed descent in the holding pattern to the initial<br />

approach altitude is permitted. When Clover Control is closed, Salt<br />

Lake City Center (KZLC) will verify that you have a PPR and clear<br />

you to depart restricted airspace. Anytime the UTTR is active,<br />

Clover Control must be open. If Clover Control is closed you must<br />

depart R6402A, B using VFR procedures.<br />

b. DEPARTURES - IFR departures are only permitted when<br />

Clover Control, Michael (KDPG) Operations or Range Control are<br />

operating. Depart via published low altitude instrument departure<br />

procedures and ATC clearance.<br />

6. Infrequent, no-notice, range closings, affecting R6402A, B<br />

occur. Delays should be expected.<br />

7. <strong>US</strong> ARMY HELICOPTERS PERFORMING TERRAIN FLIGHTS -<br />

All operations below 500’ AGL, within R6402A, B and R6407, or<br />

above the Dugway Proving Ground (KDPG) Installation<br />

boundaries, must comply with Dugway Proving Ground (KDPG)<br />

Regulations.<br />

(<strong>US</strong>AASA/<strong>US</strong>AASA)<br />

Minneapolis-St Paul Intl (KMSP), MN<br />

1. ANG - Except for aircraft with DV-6 or higher on board or<br />

aircraft emergencies, PPR is required for all aircraft no less than<br />

24 hours prior to arrival. AIREVAC or SAM missions are exempt<br />

from PPR restrictions, but are required to obtain a PPR for<br />

tracking/notification. Base Operations DSN 783-2461/2474,<br />

C612-713-2461/2474. Arrivals accepted only during normal<br />

business hours 1100-1900Z++ Monday through Friday. Base<br />

Operations and MX closed most weekends and holidays.<br />

Requests for non-duty hour arrivals or missions not supporting<br />

MNANG or MNARNG will be directed to the civilian ramp<br />

Signature Flight Support C612-726-5700. Ground transportation<br />

provided only if included in original PPR request. Passenger<br />

screening will be required in accordance with major command<br />

directives prior to acceptance and filing passenger manifest.<br />

Non-C130 aircrew will be required to act as their own servicing<br />

supervisors in accordance with T.O.00-25-172. LOX service for<br />

C130 only. No fleet service available. C<strong>US</strong>TOMS require 24 hours<br />

advance notice and will be processed at HHH terminal prior to<br />

entering ANG ramp.<br />

2. AFRC -<br />

a. HOURS OF OPERATION -<br />

(1) AFRC-934AW hours of operation: 1300-0400Z++<br />

Monday-Thursday, 1300-2230Z++ Friday, closed weekends and<br />

holidays. Contact Base Operations for operating hours during<br />

Unit Training Assembly weekends. Transient aircraft must<br />

operate 1300-2145Z++ Monday-Friday excluding holidays, unless<br />

directly supporting 934AW or other special circumstances. All<br />

transient aircraft must receive a PPR at least 48 hours prior to<br />

ETA. Contact Base Operations to coordinate PPR.<br />

(AFFSA/AFFSA FIL 06-906)<br />

b. PRIOR PERMISSION REQUIRED (PPR) -<br />

(1) AFRC-934AW Ramp - Base Operations and/or<br />

Command Post are the sole agents for issuing PPR.<br />

(2) PPR are strictly enforced. If use of AFRC-934AW<br />

facilities is approved, enter the complete PPR number on<br />

UNITED STATES 3-115<br />

DD175/1801. All aircraft other than base assigned aircraft must<br />

obtain a PPR number at DSN 783-1720, C612-713-1720.<br />

(3) Request for non-duty hour arrival/departure or<br />

missions not supporting 934AW may be directed to the civilian<br />

ramp. Fixed Base Operator is Signature Flight Support and is<br />

capable of servicing nearly all military type aircraft, C612-726-<br />

5700.<br />

c. TRANSIENT AIRCRAFT SERVICING LIMITATIONS -<br />

(1) Transient aircraft requiring maintenance will be<br />

recovered by home base. No transient service without applicable<br />

technical data. Aircrew members will be required to act as their<br />

own servicing supervisors in accordance with TO 00-20-172.<br />

(2) LOX service for C-130 aircraft only.<br />

(3) No fleet service available.<br />

(4) Limiting de-icing available to transient aircraft.<br />

(5) Unable to de-ice C-5 aircraft.<br />

(6) No transient alert service.<br />

d. CARGO <strong>AND</strong> PASSENGER SERVICE -<br />

(1) PASSENGER SERVICE - Limited passenger service<br />

available. Passenger screening and processing accomplished in<br />

accordance with MAJCOM directives.<br />

(2) 27th Aerial Port Squadron is the point of contact for<br />

all freight movement. All aircraft requiring support must<br />

coordinate 48 hours prior, DSN 783-1137.<br />

(3) No Hazard Class/Division 1.1 or 1.2 explosives are<br />

allowed on the airfield. Loading or unloading of Hazard<br />

Class/Division 1.3, 1.4, 1.5, or 1.6 must be approved by the<br />

Metropolitan Airport Commission Airport Director a minimum of<br />

48 hours prior to arrival. Contact 934 AW Base Operations to<br />

coordinate DSN 783-1719/1720 or C612-713-1719/1720.<br />

(4) One air stair truck available.<br />

e. INBOUND REQUIREMENTS - All transient aircraft must<br />

contact Base Operations (VIKING OPS) 282.675 at least 20 minutes<br />

prior to arrival to verify servicing requirements. Aircraft that do not<br />

contact can expect servicing delays.<br />

f. C<strong>US</strong>TOMS <strong>AND</strong> AGRICULTURE -<br />

(1) Aircraft must coordinate with 934AW Base<br />

Operations minimum 48 hours prior to arrival to coordinate for<br />

<strong>US</strong> Customs service.<br />

(2) Aircraft must clear Customs at the Hubert<br />

Humphrey Terminal (S side of airport) prior to entering AFRC<br />

ramp. Aircraft that arrive early and/or without prior coordination<br />

can expect a minimum of 1 hour delay.<br />

g. RESTRICTIONS - KC-135 and other aircraft with similar<br />

low hanging engines are restricted from using 934 AW Ramp<br />

Taxiway Feeders R3, R4, and R7.<br />

h. AIRFIELD INFORMATION -<br />

(1) COMPUTER FLIGHT PLANS - TACC may fax AMC<br />

computer flight plans to AFRC-934AW Base Operations at DSN
