5. PHASE II BIRD ACTIVITY - Resident bird activity on the<br />

airfield is generally low, however the airfield is located near the<br />

Illinois river, which is a bird migration route. Phase II period is<br />

October-March for migratory waterfowl transiting the airfield.<br />

1. CAUTION -<br />

a. Power cables beneath Taxiway A run-up pad cause +/- 6°<br />

magnetic deviation.<br />

b. Large and heavy category aircraft should retard outboard<br />

engines to idle after exiting the runway.<br />

c. Coordinate with Airfield Operations Manager prior to<br />

high power engine runs due to ramp and taxiway deterioration.<br />

d. Bird Hazard Information - Due to increased bird activity<br />

during spring and fall, BASH Phase II procedures are in effect for<br />

May and July through October. Aircrews should follow their<br />

command guidance during Phase II operations. Primary species are<br />

dove, killdeer, sparrow, swallow and occasionally crow, geese, gull,<br />

starling, and turkey. Birds congregate on the approach overrun of<br />

each runway and in the grassy area adjacent to the runway. Bird<br />

Watch Condition Codes are as follows:<br />

(1) LOW - Normal bird activity on and above the airfield<br />

with a low probability of hazard.<br />

(2) MODERATE - Increased bird population in locations<br />

that represent an increased potential for strike. This condition<br />

requires increased vigilance by all agencies and supervisors and<br />

caution by aircrews.<br />

(3) SEVERE - High bird population in or immediately<br />

above the active runway or other specific location that represents<br />

a high potential for strike. Supervisors and aircrews must<br />

thoroughly evaluate mission needs before conducting operations<br />

in areas under condition SEVERE.<br />

(4) Aircrews can obtain current conditions from ATIS,<br />

PTD and Tower. During MODERATE condition, aircrews should<br />

restrict operations to take-off and landing. During SEVERE all<br />

operations should cease.<br />

e. MAMMAL ACTIVITY - Coyote/wild dog activity on or near<br />

airfield year round. Extreme caution should be used when landing<br />

or taking off during hours of darkness.<br />

2. SERVICE -<br />

a. Recommend crew chiefs accompany KC/RC/C-135<br />

aircraft due to limited maintenance support.<br />

b. Aircraft Commander and Maintenance Chief must<br />

register with Base Operations if remaining overnight.<br />

c. JOAP processing not available weekends and holidays.<br />

Request De-ice service for weekend not later that Friday 2100Z++.<br />

Fleet service not available.<br />

d. Ground transportation unavailable without prior<br />

coordination.<br />

e. Transient services 1200-0400Z++ daily. Fuel not available<br />

on non-UTA weekends.<br />

f. Limited transient parking available. Munitions support<br />

not available.<br />

g. Classified Materials - Base Operations has limited storage<br />

for classified material up to secret. COMSEC and overnight<br />

storage is available at the Command Post.<br />

3. AIRFIELD -<br />

a. 3’ high continuous barricade between Taxiway B and<br />

Taxiway C parallel to and 171’ from Taxiway G centerline.<br />

b. Old Hot Gun Area, S side of runway abeam Taxiway C, is<br />

closed to all aircraft.<br />

c. Imaginary Surface Penetrations:<br />

(1) Trees penetrate the Approach/Departure Slope;<br />

2100’ west of runway 05 threshold; 902’ MSL.<br />

(2) Trees penetrate Transitional Surface; 117’ north of<br />

runway 05 threshold; 925’ right of runway centerline; 854’ MSL.<br />

(3) Trees penetrate Transitional Surface; 1775’ north of<br />

runway 05 threshold; 925’ right of runway centerline; 845’ MSL.<br />

(4) Trees penetrate Transitional Surface; 871’ north of<br />

runway 05 threshold; 1021’ right of runway centerline; 880’ MSL.<br />

(5) Trees penetrate Transitional Surface; 3500’ north of<br />

runway 05 threshold; 1371’ left of runway centerline; 900’ MSL.<br />

(6) ILS facilities penetrate Frangibility Zone; 1500’<br />

southwest of runway 05 threshold, 157’ left of runway centerline.<br />

(7) ILS facilities penetrate Frangibility Zone; 1750’ north<br />

of runway 23 threshold, 100’ right of runway centerline.<br />

d. Threshold light configurations - When the threshold and<br />

runway edge lights are on, 10 bi-directional red/green lights will<br />

come on, 5 on either side of runway. <strong>The</strong> remaining green<br />

threshold lights will come on when the approach lights are on.<br />

e. Distance remaining sign 11/1 N side Rwy 05 removed<br />

permanently.<br />

f. West engine run-up pad permanently closed.<br />

g. Taxiway Bravo shoulders transverse grade exceeds the<br />

maximum 1 1/2 inch allowance.<br />

h. Non-standard taxi lines painted on transient ramp for<br />

access to wide-bodied aircraft parking spots. Strict compliance to<br />

Follow-Me and marshallers instructions are required.<br />

i. Airfield mowing season May-October. Expect personnel<br />

and equipment mowing within the runway primary surfaces daily,<br />

Monday-Friday, 1200-2000Z++.<br />
