3. C<strong>US</strong>TOMS - Customs office is located at Ted Stevens<br />

Anchorage Intl (PANC/ANC). Agents drive to Elmendorf AFB<br />

(PAED/EDF). No-notice aircraft that require Customs can expect<br />

a minimum 1 hour delay.<br />

a. Aircraft requiring Customs contact Base Operations via<br />

Global Radio 90 minutes prior to arrival. (AMC mission contact<br />

DENALI on 128.0 349.4 11480).<br />

b. Aircraft departing Canada contact FSS that services<br />

departure airfield and ensure an inbound message is sent to<br />

Elmendorf (PAED/EDF) Base Operations (PAED). Update 90<br />

minutes prior to arrival.<br />

4. WILDLIFE/BIRD HAZARDS -<br />

a. BASH PHASE I - All dates not designated as Phase II.<br />

b. BASH PHASE II - Expect the start of Phase II during April-<br />

May (spring migration) and August-October (fall migration).<br />

Consult NOTAMS for specific start and end dates.<br />

c. Bird activity increases at sunset and peaks two hours after<br />

sunset, remaining elevated until sunrise.<br />

d. Report all bird and animal strikes on or in the vicinity of<br />

Elmendorf AFB (PAED/EDF) to Airfield Management at DSN 317-<br />

552-2444, PTD (Pilot to Dispatch), or 3 WG/SE (Wing Safety) at<br />

DSN 317-552-4128/3389.<br />

e. Traffic Pattern Restrictions. <strong>The</strong> SOF will direct aircraft<br />

according to the listing below. If the SOF is absent, the Tower<br />

Supervisor will be the controlling authority.<br />

(1) BWC MODERATE: No Formation Takeoffs.<br />

Afterburner takeoff required (fighters). Takeoff only when<br />

departure routes avoid identified bird activity. No formation<br />

approaches. No practice approaches (VFR or Instrument). No<br />

formation landings. Landings allowed only when arrival routes<br />

avoid identified bird activity.<br />

(2) BWC SEVERE: Takeoff prohibited without 3 OG/CC<br />

or higher approval. No pattern work, aircraft will hold (fuel<br />

permitting). Prohibited without 3 OG/CC or higher approval<br />

(unless required for emergency or to meet normal/divert fuel<br />

requirement), landing authority delegated to SOF regardless of<br />

condition.<br />

f. Moose, fox and coyotes frequent the airfield<br />

environment. Moose have been observed on or near the runway all<br />

hours of the day. Moose movement is particularly intense during<br />

sunrise and sunset periods.<br />

5. Heavily congested airspace, see FAR Part 93 and Alaska<br />

Supplement for additional information. Reduced altitude<br />

separation (300’) in Rwy 06 approach corridor may produce<br />

increased TCAS warnings.<br />

Fairchild AFB (KSKA), WA<br />

1. CAUTION - Warm-up pad at Taxiway B closed.<br />

2. RESTRICTION - Aircraft configured with explosives are not<br />

authorized. Cargo aircraft transporting explosives are authorized.<br />

3. NOISE ABATEMENT PROCEDURES - All aircraft avoid the<br />

following areas:<br />

a. Medical Lake Hospital<br />

b. Airway Heights Correctional Facility (below 1000’ AGL)<br />

c. City of Spokane (below 5000’ MSL), unless directed by<br />

Spokane (KGEG) Approach. Helicopters are authorized to fly at or<br />

above 500’ AGL as required for mission accomplishment.<br />

d. Spokane Intl Airport (KGEG), except when conducting<br />

approaches to Spokane Intl (KGEG).<br />

e. Base housing area<br />

f. Munitions storage area<br />

g. Airway Heights School directly S of the Airway Heights<br />

green and white water tower.<br />

4. No drag chute service available for fighter aircraft.<br />

Simulated flame-out procedures not available.<br />

5. BIRD WATCH CONDITIONS - Local bird hazards include<br />

seagulls, crows, ducks, and geese. Bird concentrations are along<br />

the S side of the runway and off the approach ends (due to water<br />

reservoirs). AMC's MODERATE and SEVERE Bird Watch<br />

Condition hazard guidance applies to AMC operations. Air traffic<br />

control will keep airfield users advised of the current Bird Watch<br />

Condition Code and the status of AMC operations, however, for<br />

other than AMC aircraft, continued operations are at their own<br />

discretion and in accordance with their command directives. In<br />

addition, the airfield will not be closed for a SEVERE bird hazard<br />

condition. <strong>The</strong> following defines the condition codes and actions:<br />

a. LOW - Sparse bird activity within the designated infield<br />

area to include the departure/arrival corridor.<br />

b. MODERATE - Concentrations of 5-15 large birds or 15-30<br />

small birds observed in locations that represent a probable hazard<br />

to safe flying operations. ACTION: Initial take-off and final landing<br />

allowed only when departure and arrival routes avoid identified<br />

bird activity. Additionally, local IFR/VFR traffic pattern activity<br />

ceases.<br />

c. SEVERE - Heavy concentrations of birds (more than 15<br />

large or 30 small birds) on or above the runway, taxiways, in-field<br />

areas, and departure or arrival routes. ACTION: All<br />

arriving/airborne aircraft will proceed to a holding fix. All takeoffs,<br />

approaches and landings are prohibited without the express<br />

approval of the applicable operations Group Commander.<br />

6. Weather balloon launches 1200Z++ and 0001Z++ daily, 5.5<br />

NM N of field.<br />
