3. BIRD/WILDLIFE AIRCRAFT STRIKE HAZARD (BASH) -<br />

a. Phase I - Laughlin AFB (KDLF) operates under Phase I<br />

from November - March. Bird and wildlife activity is normally light<br />

during this period. <strong>The</strong> primary threats consist of occasional<br />

soaring raptors and some migratory bird activity.<br />

b. Phase II - Laughlin AFB (KDLF) operates under Phase II<br />

from April-October. During this time, Laughlin AFB (KDLF) and the<br />

auxiliary field (Wizard) have potential for large amounts of bird<br />

activity. One threat comes from several soaring raptors from<br />

approximately 300’ AGL to 2000’ AGL. Another threat is several<br />

large flocks of small birds feeding on insects during the rain<br />

season.<br />

c. CAUTION - <strong>The</strong> potential exists for deer and other small<br />

wildlife hazards on the airfield from sunset to sunrise, especially<br />

during the hours of dawn and dusk.<br />

d. BIRD WATCH CONDITION CODES - Contact Base<br />

Operations or ATIS for Bird Watch Code. Restrictions are enforced<br />

on local aircraft; other aircraft proceed at own risk.<br />

(1) SEVERE - Heavy concentration of birds at a specific<br />

location or area that represent an immediate hazard to flying<br />

operations. Aircrew will recommend bird condition SEVERE to<br />

the Supervisor of Flying when obvious flocks of birds are visible<br />

or if they must take evasive action three times for less obvious<br />

bird activity. RESTRICTIONS - Stop launch for all affected aircraft.<br />

No takeoffs allowed, full stop landings only. Formation arrivals to<br />

the overhead pattern will maintain route/fighting wing/tactical<br />

until the break. No formation straight-in approaches or wing<br />

landings allowed.<br />

(2) MODERATE - Concentration of birds observed in<br />

locations that represent a potential for flying operations.<br />

RESTRICTIONS - Formations will maintain route/fighting wing<br />

below 5000’ AGL on departure and recovery. Recovering<br />

formations will maintain route/fighting wing until initial for an<br />

overhead or final for a straight-in.<br />

(3) LOW - Minimal bird sightings, standard level of<br />

vigilance. RESTRICTIONS - None.<br />

4. Runway Supervisory Unit Practice Area (not applicable to IFR<br />

arrivals) - <strong>The</strong> practice area includes all airspace from the surface<br />

up to and including 3100’ MSL within 9 DME of DLF VORTAC<br />

from the DLF 300 radial clockwise to the DLF 136 radial, direct to<br />

the DLF 135 radial at 5 DME, within 5 DME of DLF VORTAC from<br />

the 135 radial clockwise to the 267 radial, within the boundary<br />

from the DLF 267005 to DLF 288007, within 7 DME of DLF from<br />

the DLF 288 radial to the DLF 300 radial, then along the 300<br />

radial to 9 DME.<br />

6. C<strong>US</strong>TOMS/AGRICULTURE/IMMIGRATION - Limited<br />

support, highly suggested that aircraft divert to clearing base.<br />

Aircraft that must land at Laughlin AFB (KDLF) - the aircraft<br />

commander will contact Airfield Management Operations (372.2)<br />

with point of origin, type aircraft, tail number, ETA, number of<br />

people on board by category (military, civilian, dependents,<br />

foreign nationals: civilian, military, diplomatic), and type of cargo.<br />

U.S. Custom Officials will take a minimum of 1 hour to respond to<br />

flights that have not been previously coordinated.<br />

1. Extensive light airplane activity in airport traffic pattern and<br />

vicinity. Jets, turboprops, and all aircraft over 12,500 pounds -<br />

recommend using 1800’ MSL for circling altitude, when ceiling<br />

and visibility permits, to avoid light aircraft at 1000’ MSL.<br />

Published circling altitudes may be used when required by ceiling<br />

and visibility.<br />

Lawson AAF (KLSF), GA<br />

1. CAUTION - Expect birds on airfield. Limited parking ramp<br />

for Category C, D, and E aircraft. Aircraft over 160,000 pound<br />

maximum gross take-off weight use concrete taxiways only.<br />

Concurrent loading/fueling operations permitted for transport<br />

aircraft engaged in deployments<br />

2. HAZARDO<strong>US</strong> CARGO - Explosive capability A/2/3/90/3-<br />

B/90/3; PPR, DSN 835-3524/6540. Hazardous cargo aircraft<br />

contact Pilot to Dispatcher a minimum of 15 minutes prior to<br />

ETA, if unable to advise tower, DSN 835-3524/2857.<br />

3. Military supported fuel service available. No fleet service or<br />

oxygen available. Limited passenger service available. Fire guard<br />

available on request, contact Pilot to Dispatcher on 134.1 or<br />

245.7 prior to engine start.<br />

4. ARRIVALS/DEPARTURES - VFR traffic inbound from the S,<br />

contact Lawson (KLSF) Tower at Paper Mill smoke stack<br />

(mandatory), 9.5 NM, 188° from airfield, N32°10.36’ W85°01.35’<br />

for aircraft tactical combat spacing. Aircraft landing at Lawson<br />

(KLSF) must have a properly executed DD Form 175 or FAA Form<br />

7233-1 on file. Transient remaining overnight aircrews report to<br />

Base Operations prior to departing the flightline.<br />

5. WEATHER OBSERVATION LIMITATION - Approach ends of<br />

Rwy 15, 21, 33 are not visible to weather observer. Reported<br />

weather conditions may not be actual conditions at these<br />

locations.<br />

6. RESTRICTED AREA - All aircraft, except TACAIR under FAC<br />

control operating in R3002, contact Range Control (SKYWATCH)<br />

on 249.5 prior to entering R3002. Rotary-wing aircrews report to<br />

Lawson (KLSF) Base Operations for briefing prior to entering<br />

R3002. VHF 139.375 is provided for aircraft utilization as an<br />

internal Air-to-Air frequency when operating on the Fort Benning<br />

Military Reservation.<br />

7. FRYAR Drop Zone (DZ) Operations - All aircraft conducting<br />

paradrop operations into FRYAR DZ contact Lawson (KLSF)<br />

Tower prior to initial point inbound.<br />

8. Night Vision Device Operations - Extensive night vision<br />

device training conducted on Lawson AAF (KLSF). Repeated<br />

traffic pattern operations by unaided transient aircraft not<br />

permitted when night vision device training in progress.<br />

9. Transient pilot-in-command will register with Base<br />

Operations, Flight Dispatch.<br />
