GENERAL INFORMATION/FIR/UIR<br />

COVERAGE - This chapter consists of procedures applicable<br />

to the entire theater of operations, or specified portions thereof.<br />

Check other sections for information on specific countries and<br />

ICAO regions. All <strong>US</strong> Government aircraft (including non-DoD)<br />

operating in the <strong>US</strong><strong>SOUTH</strong>COM AOR are encouraged to comply.<br />

Compliance is mandatory for DoD aircraft. Operational<br />

reconnaissance missions are exempt from these procedures but<br />

will comply with established procedures in <strong>US</strong><strong>SOUTH</strong>COM<br />

OPORD 6800-XX.<br />

VERTICAL SEPARATION - Semi-circular.<br />

1. Aircraft intending to enter the Pacific Region must comply<br />

with Pacific Region RVSM Program requirements as detailed in<br />

AP/3, <strong>The</strong>ater Supplementary Notices/Procedures under the<br />

VERTICAL SEPARATION entry. State aircraft (DoD included) not<br />

approved for RVSM operations must provide advance notification<br />

to the appropriate ACC prior to flight. All RVSM requirements<br />

and the advanced notification form are published in the AP/3.<br />

Notification Form (Page 1-8, AP/3) downloadable in PDF format is<br />

POSITION REPORTING - Standard except:<br />

1. <strong>US</strong><strong>SOUTH</strong>COM HOURLY POSITION REPORTS. In order to<br />

provide timely threat advisories, and in order to provide the best<br />

possible SAR support to aircraft in distress, aircraft flying in the<br />

<strong>US</strong><strong>SOUTH</strong>COM AOR will make hourly position reports to the<br />

AF<strong>SOUTH</strong> Flight Monitoring Facility (FMF) while flying, unless<br />

specifically exempted by CDR <strong>US</strong><strong>SOUTH</strong>COM.<br />

a. HF Automated Link Establishment (ALE) is primary for<br />

ALE equipped aircraft, DSN 282-8742 or 8743. (See Flight<br />

Information Handbook for more on ALE.) For all other IFR aircraft<br />

(see c. below for VFR aircraft), see the graphic for antennae<br />

locations.<br />

c. <strong>US</strong> Army South (<strong>US</strong>ARSO), call sign (SKYWATCH) is an Air<br />

Traffic Control, Airspace Information Center (AIC). SKYWATCH is<br />

the primary flight following service for <strong>US</strong> Army aircraft operating<br />

under visual flight rules (VFR), but is a resource for all <strong>US</strong><br />

Government aircraft operating within the <strong>US</strong> Southern Command<br />

(<strong>US</strong><strong>SOUTH</strong>COM) area of responsibility (AOR) to forward a position<br />

report, message, or request a phone patch. Rotary aircraft shall<br />

report every 15 minutes with a position report or as coordinated<br />

and fixed wing shall report as stated in paragraph (1) or as<br />
