Airspace to Be Entered:<br />

New York Oceanic CTA/FIR and<br />

U.S. ARTCCs<br />

3 To inform ATC and to key Ocean21 automation<br />

that they have obtained RNP-10 or RNP-4 authorization and are<br />

eligible for 50 NM lateral separation, operators shall:<br />

(a) annotate ICAO Flight Plan Item 10<br />

(Equipment) with the letters “R” and “Z” and . . .<br />

(b) annotate Item 18 (Other Information)<br />

with, as appropriate, “NAV/RNP10” or “NAV/RNP4” (no space<br />

between letters and numbers).<br />

4 50 NM lateral separation will only be applied to<br />

operators/aircraft that annotate the ICAO flight plan in accordance<br />

with this policy.<br />

5 Operators that have not obtained RNP-10 or<br />

RNP-4 authorization shall not annotate ICAO flight plan Item 18<br />

(Other information) with “NAV/RNP10” or “NAV/RNP4”, but shall<br />

follow the practices detailed in paragraph 4 of this notice.<br />

NOTE: On the ICAO Flight Plan, letter “R” indicates that the<br />

aircraft will maintain the appropriate RNP navigation specification<br />

for the entire flight through airspace where RNP is prescribed.<br />

Letter “Z” indicates that information explaining aircraft navigation<br />

and/or communication capability is found in Item 18.<br />

(4) In-flight Procedures within WATRS RVSM Airspace<br />

(a) Before entering RVSM Airspace, the pilot should<br />

review the status of required equipment. (See Appendix 4 of FAA<br />

Interim Guidance 91-RVSM for pilot RVSM procedures). <strong>The</strong><br />

following equipment should be operating normally:<br />

1 Two primary altimetry systems.<br />

2 One automatic altitude-keeping device.<br />

3 One altitude-alerting device.<br />

(b) <strong>The</strong> pilot must notify ATC whenever the aircraft:<br />

1 Is no longer RVSM compliant due to<br />

equipment failure.<br />

2 Experiences loss of redundancy of altimetry<br />

3 Encounters turbulence that affects the<br />

capability to maintain flight level. (See Appendix 5 of FAA Interim<br />

Guidance 91-RVSM for pilot and controller actions in such<br />

contingencies.)<br />

(c) During cleared transition between levels, the<br />

aircraft should not overshoot or undershoot the assigned flight<br />

level by more than 150’ (45 meters).<br />

(d) PILOT LEVEL CALL. Except in a radar<br />

environment, pilots shall report reaching any altitude assigned<br />

within RVSM Airspace.<br />

(5) Height Deviation Reporting.<br />

(a) Any deviation which is 300’ or more from the<br />

assigned level in RVSM or RVSM Transition Airspace, whether<br />

intentional or not, should be reported to the NAT CMA.<br />

(b) Reporting these events to the NAT CMA is<br />

accomplished using the form contained as Attachment 2 to the<br />

<strong>NORTH</strong> ATLANTIC MNPSA OPERATIONS MANUAL (NAT MNPS<br />

Operations Manual), which is available at http://www.natpco.org/mnpsa.htm.<br />

It may be filed at the completion of flight or<br />

it may be filed by the controlling ATC facility, as appropriate. It<br />

(6) Flight Planning Requirements<br />

(a) <strong>The</strong> letter "W" shall be inserted in Item 10<br />

(Equipment) of the ICAO standard flight plan to indicate that the<br />

aircraft is RVSM approved aircraft.<br />

(7) Procedures for Operation of Non-RVSM Compliant<br />

Aircraft in RVSM Airspace.<br />

(a) RVSM approved aircraft will be given priority for<br />

level allocation over non-RVSM approved aircraft.<br />

(b) <strong>The</strong> vertical separation minimum between non-<br />

RVSM aircraft operating in the RVSM stratum and all other aircraft<br />

is 2000’.<br />

(c) CONTINUO<strong>US</strong> CLIMB/DESCENT OF NON-<br />

COMPLIANT AIRCRAFT THROUGH RVSM AIRSPACE. Non-RVSM<br />

compliant aircraft may be cleared to climb to and operate above<br />

FL410 or descend to and operate below FL290 provided that they:<br />

1 Do not climb or descend at less than the<br />

normal rate for the aircraft.<br />

2 Do not level off at an intermediate level while<br />

passing through the RVSM stratum.<br />

(d) SPECIAL COORDINATION PROCEDURES FOR<br />

CRUISE OPERATION OF NON-RVSM COMPLIANT STATE<br />

AIRCRAFT IN RVSM AIRSPACE.<br />

1 ATC notification of non-RVSM compliant state<br />

aircraft (those aircraft used in military, custom, and police services<br />

shall be deemed state aircraft) is accomplished through filing of an<br />

ICAO flight plan. In Field 18 of the ICAO Flight Plan, include<br />

"STS/APVD NONRVSM."<br />

2 If approval status of non-RVSM state aircraft is<br />

challenged by New York Oceanic, pilots of military aircraft should<br />

state that they are operating a state aircraft in accordance with the<br />

procedures set out in the WATRS RVSM NOTAM. Problems with<br />

accommodation within WATRS RVSM Airspace should be reported<br />

to AFFSA/XOP, DSN 857-2223.<br />

3 Approval of all other (non-state) aircraft will be<br />

in accordance with the WATRS RVSM NOTAM<br />

(www.faa.gov/NTAP)<br />

NOTE 1: New York Oceanic will coordinate non-RVSM status with<br />

any affected adjacent FIR or facility.<br />

NOTE 2: Approval means able to operate in the RVSM stratum.<br />

Aircraft operating levels will be subject to Air Traffic Control.
