a. Phase I Bird Activity - All months not designated as Phase<br />

II. Phase I represents normal bird activity outside the migratory<br />

season.<br />

b. Phase II Bird Activity - April through June and September<br />

through November. Concentrations of large waterfowl including<br />

Canadian Geese frequently over fly the airfield searching for<br />

feeding areas in fields throughout the local area. Monitor ATIS or<br />

contact Command Post or Base Operations for Bird Watch<br />

Condition updates. No comments on ATIS when Bird Watch<br />

Condition is LOW.<br />

Travis AFB (KSUU), CA<br />

1. All transient aircrews of SAAM and JA/ATT aircraft which<br />

plan to remain overnight must contact Command Post Inbound<br />

Controller at DSN 837-5517, to coordinate support requirements.<br />

<strong>The</strong>y will arrange for transportation, billeting, fuel, transient<br />

maintenance, security, and any other support requirements.<br />

Request all Distinguished Visitors, Code 7 or higher, contact<br />

Protocol Office, DSN 837-3186, prior to visit to coordinate<br />

protocol assistance.<br />

(AFFSA/AFFSA)<br />

2. During Phase II BASH window (1 September-30 April), all<br />

aircraft operations except civil air carriers are subject to<br />

restrictions and potential delays. Heavy concentration of<br />

blackbirds, gulls, and other migratory birds in the approach and<br />

departure routes and along infield areas. Bird Watch Conditions<br />

MODERATE and SEVERE may be in effect anytime during Phase<br />

II, particularly within the BASH window. Risk of bird strike during<br />

MODERATE or SEVERE is substantial (1 hour prior to 1 hour after<br />

sunrise and 1/2 hour prior to 1/2 after sunset).<br />

a. Bird Watch Condition MODERATE: All takeoffs require 60<br />

OG/CC approval. Airborne aircraft will divert, hold or full stop, and<br />

no IFR/VFR traffic pattern activity is permitted.<br />

b. Bird Watch Condition SEVERE: All takeoffs, approaches<br />

and landings require 60 OG/CC approval. Obtain current bird<br />

condition from Base Operations, Tower or Command Post.<br />

Tulsa Intl (KTUL), OK<br />

1. (ANG) - Transient aircraft service available only during ANG<br />

duty hours. Base closed most weekends and every Monday.<br />

Normal duty hours are 1100-0100Z++ Tuesday-Thursday, 1200-<br />

2030Z++ Friday. Before filing flight plan contact ANG Operations<br />

for approval. If use of ANG facilities is approved, enter<br />

"Destination ANG" in DD 175 Remarks Section. Aircraft for <strong>US</strong>AF<br />

Plant No 3 visiting McDonnell-Douglas or Rockwell Intl PPR. All<br />

military aircraft must obtain PPR number not later than 24 hours<br />

prior to arrival by calling DCASPRO Flight Operations DSN 940-<br />

1420 or C918-836-1616 extension 3338 during 1400-2200Z++<br />

Monday-Friday. In Remarks Section of Flight Plan include "Pass<br />

ETA to McDonnell-Douglas".<br />

Twentynine Palms SELF (KNXP), CA<br />

1. Twentynine Palms SELF (KNXP) Noise Abatement<br />

Procedures - Avoid overflying or flying in close proximity to<br />

desert communities located S and SW of R2501N, S, E, W<br />

complex/Twentynine Palms SELF (KNXP) below 7500’ MSL.<br />

Commence descent only as necessary to enter the Twentynine<br />

Palms (KNXP) CDAS, at the appropriate pattern altitude or to<br />

UNITED STATES 3-143<br />

enter the R2501N, S, E, W complex at the altitude assigned by<br />

Range Control, call sign "Bearmat", frequency 127.125/323.5<br />

(R/W) / 276.45 (F/W). Departing aircraft should climb as rapidly as<br />

practicable to 7500’ MSL or higher altitude appropriate to<br />

direction of flight until clear of the high desert area.<br />

2. Twentynine Palms SELF (KNXP) is constructed of AM-2<br />

aluminum matting with no overruns and rapidly down sloping<br />

terrain on either end of the runway.<br />

3. All traffic patterns to the S of the Twentynine Palms SELF<br />

(KNXP) as follows:<br />

a. Jet/turbo prop entry for the break - 5 NM (Rwy 10) / 7 NM<br />

(Rwy 28) on extended centerline, 250 KIAS or as recommended by<br />

aircraft operating manual (350 KIAS maximum for initial to break<br />

point using minimum power setting acceptable for safe<br />

operations), altitude 4100’ until 5 DME then descending to 3600’<br />

at the break. Overhead - at midfield S at 3600’ (1500’ AGL),<br />

maintain 3600’ until abeam position.<br />

b. Jet/turboprop straight-in initial: 4100’ until 5 DME.<br />

c. Jet/turboprop touch-and-go pattern: 3100’.<br />

d. Jet/turboprop departures Rwy 10 cross 5 DME at/above<br />

4100’ MSL or turn right to B<strong>AND</strong>INI (5 NM ESE over main base<br />

camp evaporative ponds).<br />

e. Helicopters - Report initial at GIANT (5 NM W). B<strong>AND</strong>INI<br />

(5 NM ESE over main base camp evaporative ponds). RANGE (NXP<br />

R-090/5 DME) or N (NXP R-360/5 DME) at 2600’ MSL and await<br />

instructions from ATC.<br />

f. Hung/unexpended ordnance: Report 5 NM initial and<br />

request straight-in approach, fixed wing at 3600’, helicopter at<br />

2600’.<br />

g. Due to the close proximity of live fire ranges N of<br />

Twentynine Palms SELF (KNXP), remain on or S of the extended<br />

centerline of Rwy 10-28 during final approach.<br />

4. RWY 28 - Large and heavy aircraft are requested to use<br />

maximum reverse thrust and minimum braking during landing roll<br />

out.<br />

5. RWY 10 - Large and heavy aircraft are requested to use light<br />

to moderate braking between the 3000’ and 1000’ remaining<br />

boards and maximum reverse thrust at all other times.<br />

6. CAUTION - Moderate glider and experimental/homebuilt<br />

aircraft activity S of R2501 on weekends, light at other times.<br />

7. CAUTION - No Fixed Wing or Tilt Rotor operations<br />

authorized at LZ White Rhino, a 2000’ UAV strip marked as two<br />

72’ x 72’ helospots connected by a taxiway, located south and<br />

parallel to Runway 10 - 28.<br />

8. CAUTION - Unmanned Aerial Vehicles (UAVs) tenant to<br />

Twentynine Palms SELF (KNXP) operate from LZ White Rhino,<br />

smaller UAVs operate from ALZ Sandhill 2.5 NM SW of<br />

Twentynine Palms SELF (KNXP). ROZ Dragon is established as 1<br />

NM radius about the OLF Seagle Hangar (co-located with ALZ<br />

Sandhill) SFC - 3700’ MSL for these UAVs. Use caution as UAVs<br />

are extremely difficult to see due to their limited signature. Pilots<br />

should contact Tower for advisories concerning UAV activity.<br />

9. CLOSED FIELD OPERATIONS PROHIBITED EXCEPT FOR<br />

THE MCAGCC SAR HELICOPTER OR ACTUAL EMERGENCIES.
