3. Weather observations are taken from the ramp area SE of<br />

Base Operations. While the entire ramp is visible from this point,<br />

the horizon is not. Visibility is restricted by buildings to 1/8 NM<br />

to the WNW and 1/2 NM to the NE/SE. Air Traffic Control relays<br />

significant weather changes to base weather.<br />

4. BIRD AIRCRAFT STRIKE HAZARD (BASH) INFORMATION -<br />

For aircraft scheduling purposes plan for Phase II bird activity<br />

from 15 September-15 November. Expect moderate to heavy<br />

bird activity in all quadrants surrounding the airfield 1 hour prior<br />

to sunrise and sunset and 1 hour after sunrise and sunset. Expect<br />

increased bird activity N and S of the airfield March - May.<br />

Aircrews should exercise caution for gulls on the runway during<br />

and immediately following rainfall. Monitor ATIS or contact Tinker<br />

(KTIK) Tower to obtain the current Bird Watch Condition Code.<br />

Tinker AFB (KTIK) Bird Watch Conditions for Tinker (KTIK)- based<br />

aircraft are defined as follows:<br />

a. LOW - Bird activity on and around the airfield<br />

representing low potential for strikes.<br />

b. MODERATE - Bird activity near the active runway or other<br />

specific location representing increased potential for strikes.<br />

Condition MODERATE requires increased vigilance by all agencies<br />

and supervisors and caution by aircrews.<br />

c. SEVERE - Bird activity on or immediately above the active<br />

runway or other specific location representing high potential for<br />

strikes. Supervisors and aircrews must thoroughly evaluate mission<br />

need before conducting operations in areas under condition<br />

SEVERE.<br />

d. PHASE II Operations- A NOTAM will announce when<br />

actual Phase II operations are determined by base officials. During<br />

actual Phase II operations a minimum Bird Watch Condition of<br />

MODERATE is assumed to exist from 1 hour prior to sunrise and<br />

sunset and 1 hour after sunrise and sunset. Increased vigilance is<br />

required during Phase II activity.<br />

e. Information passed by airfield management operations<br />

(AM OPS) or control tower is an advisory only. Any decisions<br />

relative to flight operations will be made by the pilot, the<br />

appropriate unit SOF/ODO/CDO, Operations Group, or other<br />

appropriate personnel in the user's chain of command.<br />

5. No COMSEC material is available for issue in Base<br />

Operations. Transient aircraft should plan to arrive with sufficient<br />

material. Limited storage capability in Base Operations for Secret<br />

and Confidential classified material from transient aircrews.<br />

6. B52 OPERATIONS<br />

a. Limited parking for B-52s available. B-52 depot level<br />

maintenance, towing, and chute packing is only commercially<br />

available and B-52 units will be charged. B-52 aircrews expect to<br />

assist in refueling operations.<br />

b. B52 aircraft will use only Taxiway B, C (between Building<br />

3102 and trim pad) D, E, EE, F and G. Do not use Taxiway A, C<br />

(between trim pad and Rwy 12-30), J, H, K or M. Be aware if a B52<br />

is taxied onto Taxiway C, W of Taxiway G, there will not be room<br />

to turn around. B52 aircraft landing Rwy 30 must make 180° turn<br />

on runway and back taxi to Taxiway G. B52 aircraft departing Rwy<br />

12 must back taxi on runway and make 180° turn on runway at<br />

approach end for departure. <strong>The</strong> approach ends of Rwy 12 and 30<br />

are slightly bulged to help accommodate 180° turns on runway.<br />

7. A remote controlled airstrip (Baxter Fld) is located at<br />

N35°21.0’ W97°22.1’ on the TIK R-167/5.2 DME. Baxter Fld is 3.5<br />

NM S and 6 NM E of the extended centerline Rwy 17-35. Remote<br />

controlled aircraft may be operating in the area during daylight<br />

hours from surface to 1500’ AGL.<br />

(AFFSA/AFFSA)<br />

Toledo Express (KTOL), OH<br />

1. (ANG) Limited transient parking, maintenance and<br />

passenger service. Use of ANG ramp or facilities requires<br />

coordination with ANG Operations DSN 580-4036/4084, prior to<br />

filing flight plan. Normal ANG operation is 1100-2030Z++<br />

weekdays, except holidays. Ramp closed during non-duty hours.<br />

No transient alert maintenance, expect servicing delay. Rwy 07-<br />

25 BAK-12 raised by BAK-14 device only on request from Toledo<br />

(KTOL) Tower for both arrivals and departures. Runway distance<br />

markers not lighted. Operations/Maintenance monitors 338.9<br />

(UHF squadron common).<br />

2. NOISE ABATEMENT - High density of population areas<br />

surrounding Toledo (KTOL) Express requires strictest use of<br />

Noise Abatement procedures. Departing aircraft should make<br />

use of maximum climb rate using safe procedures consistent with<br />

the aircraft flight manual and following the Tower and Departure<br />

controller’s instructions to assigned altitude. Afterburner<br />

equipped aircraft should terminate afterburner usage as soon as<br />

possible after safely airborne.<br />

(AFFSA/AFFSA)<br />

3. BIRD WATCH CONDITION (BWC) CODE INFORMATION -<br />

<strong>The</strong> local bird situation changes throughout the year with migrant<br />

birds such as geese, ducks, gulls, shorebirds, raptors, crows,<br />

doves, swallows, starlings, and blackbirds posing the highest<br />

threats during migration periods. Resident species also cause<br />

potential hazards throughout the year. Bird Watch Conditions will<br />

only be in effect when the 180th FW Supervisor of Flying (SOF),<br />

Airfield Manager, or their Representative is on duty (DSN 580-<br />

4036/4084). If the Bird Watch Condition is Moderate or Severe<br />

with a 180th FW representative on duty, the condition will be<br />

broadcast on ATIS as “Military Bird Condition Moderate/Severe”.<br />

All aircrews have the responsibility to provide time sensitive<br />

information on bird activity to the 180th FW operations callsign<br />

“Beehive” on (138.425 338.9). Restrictions apply to all military<br />

operations at Toledo (KTOL) Express. <strong>The</strong> following are Bird<br />

Watch Conditions and associated restrictions.<br />

a. Bird Watch Condition SEVERE. Bird activity on or<br />

immediately above the active runway or other specific location<br />

representing high potential for strikes. Aircrews must thoroughly<br />

evaluate mission need before operating in areas under condition<br />

SEVERE. Only full stop landings are permitted. Takeoffs are<br />

prohibited. <strong>The</strong> SOF may consider changing runways, delaying<br />

landings, diverting aircraft, changing pattern altitude, etc.<br />

b. Bird Watch Condition MODERATE. Bird activity near the<br />

active runway or other specific location representing increased<br />

potential for strikes. This condition requires increased vigilance by<br />

all agencies and extreme caution by aircrews. Flying is restricted to<br />

single ship takeoffs and single ship full stop approach and landings.<br />

Simulated flameout and chase procedures for currencies and check<br />

rides are not permitted. Pilots will avoid bird activities to the<br />

maximum extent possible.<br />

c. Bird Watch Condition LOW. Bird activity on and around<br />

the airfield representing low potential for strikes. No restrictions.<br />

Normal operations.<br />
