(1) Bird Watch Condition SEVERE. Heavy concentration<br />

of birds on or immediately above the active runway or other<br />

specific location that represents an immediate hazard to safe<br />

flying operations. First Fighter Wing aircraft will not normally<br />

conduct operations in an area declared SEVERE. <strong>The</strong> area<br />

declared SEVERE shall be open only by specific pilot request and<br />

after thorough evaluation of mission requirements. All aircraft<br />

should delay departure, arrival or divert until the condition is<br />

downgraded. If F-15 and F-22 landings are directed or must be<br />

made, plan on full stop single ship landings. Non-first Fighter<br />

Wing aircraft will be advised of the Bird Watch Condition and<br />

asked to state their intentions.<br />

(2) Bird Watch Condition MODERATE. Concentrations<br />

of birds observable in locations which represent a probable<br />

hazard to safe flying operations. This condition requires increased<br />

vigilance by all agencies and extreme caution by aircrews. If<br />

possible, departure paths should be planned to avoid bird<br />

concentration areas and the necessity to conduct multiple<br />

approaches should be thoroughly evaluated. F-15 and F-22<br />

formation takeoffs, approaches, and landings are not authorized.<br />

Non-first Fighter Wing aircraft will be advised of the Bird Watch<br />

Condition and asked to state their intentions.<br />

(3) Bird Watch Condition LOW. Normal bird activity on<br />

and above the airfield with a LOW probability of hazard.<br />

b. SPECIFIC HAZARDS IN THE LANGLEY AFB (KLFI) AREA<br />

- Seagulls provide the largest threat to flight operations in the<br />

airfield area. Several subfamilies are permanent residents of the<br />

bay area and others pose a migratory hazard as well. Langley AFB<br />

(KLFI) lies along a major migratory route and its open spaces<br />

attract numerous species for rest and feeding. Large game fowl<br />

transit the area seasonally and are particularly dangerous because<br />

they fly at night, at altitudes below 10,000’ AGL. Much of this<br />

activity is observable on radar. Migrating waterfowl are particularly<br />

dangerous to flight safety due to the large numbers and generally<br />

higher altitudes flown by waterfowl enroute to breeding and<br />

wintering grounds during spring and fall. Huge flocks may stop<br />

along the route awaiting favorable weather conditions to continue.<br />

Migrating birds are most active from sunset through midnight,<br />

with numbers decreasing in the early morning hours. October and<br />

November are the most hazardous months. Prudent flight planning<br />

can especially reduce the exposure to bird strikes from large birds<br />

between mid-September and early December.<br />

c. TERRESTRIAL ANIMALS - Langley AFB (KLFI) attracts a<br />

wide number of terrestrial animals varying from rodents to deer.<br />

Wildlife hazards include rodents, ground hogs, fox and deer. <strong>The</strong>se<br />

animals are attracted by various food sources found on Langley<br />

(KLFI). <strong>The</strong> shelter provided by the forested areas and the<br />

relatively undisturbed habitat offered by Langley AFB (KLFI) versus<br />

the surrounding populated area is also attractive to wildlife.<br />

Domesticated stray animals such as cats and dogs also pose a<br />

threat to aircraft operations.<br />

3. CAUTION - Fish spotter aircraft over the Chesapeake Bay<br />

and adjacent coastal waters at or above 1500’ between 1 May<br />

and 1 December.<br />

4. NOISE ABATEMENT - Large aircraft (C-5, KC-10, C-17,<br />

C/KC135) are usually restricted to two practice approaches. Full<br />

stop, taxi back and touch and go landing not authorized. All<br />

transient aircraft avoid landing on the Bak-12.<br />

5. APPROACHES - Successive instrument approaches must be<br />

coordinated with Norfolk Intl (KORF) Approach prior to handoff<br />

Monday-Friday.<br />

6. TRANSIENT SERVICES - Expect extensive fuel servicing<br />

delays for all transients particularly large/heavy aircraft. Fighter<br />

aircraft must carry extra drag chutes, no qualified personnel on<br />

station. De-ice capabilities for large aircraft very limited. Fleet<br />

service truck available, no qualified personnel on station. All<br />

transient aircraft requiring fleet service must bring qualified<br />

personnel to operate truck.<br />

7. DV - Aircraft transporting DV (Code 7 and above) contact<br />

Pilot-to-Dispatch with load message, block time, DV information<br />

and requirements. Coordinate passenger movement to and from<br />

Langley AFB (KLFI) with passenger terminal, 1100-2300Z++<br />

Monday-Friday, DSN 574-4311/4698.<br />

8. NOISE ABATEMENT - No engine start, takeoff or landings<br />

prior to 1300Z++ on weekends and holidays. Additionally, all<br />

landings will be to a full stop, except Aero Club may conduct<br />

practice approaches.<br />

9. HAZARDO<strong>US</strong> CARGO - Shippers/Receivers of hazardous<br />

materials by air are responsible for coordinating with 1<br />

OSS/OSAA (DSN 574-2504) at least 12 hours prior to ensure<br />

adequate isolated parking is available. <strong>The</strong> following information<br />

is required; N.E.W. Example: N.E.W.=0.89 pounds. Class;<br />

Class=A. DIV; DIV=1.1. Nomenclature; Nomenclature=C-4<br />

explosives.<br />

10. C<strong>US</strong>TOMS/AGRICULTURE/IMMIGRATION - Limited<br />

support. All aircraft commanders will annotate the number of<br />

people on board by category (military, civilian, dependents ...<br />

foreign nationals: military, civilian, diplomatic) on their flight plans<br />

prior to departure. This information must be forwarded to<br />

Langley (KLFI) Base Operations.<br />

Laughlin AFB (KDLF), TX<br />

1. Extensive VFR student jet training conducted within 100 NM<br />

radius of Laughlin AFB (KDLF), Monday-Friday through FL230.<br />

Numerous instrument practice approaches within 15 NM<br />

Rocksprings VORTAC, surface to 16,000’. Extensive VFR traffic<br />

pattern practice within 7 NM Laughlin AFB Aux Nr 1 (KT70) (New)<br />

to 3100’ (near Spofford). Expect extensive IFR departure delays<br />

on Fridays. Aircraft C130 or larger may be restricted use due to<br />

inadequate wing tip clearances. Parasailing area located 2400’ E<br />

of Rwy 13L. Surface to 400’ AGL.<br />

(AFFSA/AFFSA)<br />

2. Expect arrival delay during student flying periods. Practice<br />

instrument approach and/or touch and go not authorized during<br />

student training except as approved by Approach Control.<br />

Expect radar vector for straight-in approach and full stop landing<br />

to the center runway. Inbound within 100 NM Laughlin (KDLF),<br />

cruising altitude below 7000’ or FL240 and above. Request all<br />

transient aircraft arrive and depart Laughlin (KDLF) in accordance<br />

with IFR, VFR requires prior coordination with Base Operations.<br />

Aircraft desiring to fly to initial must coordinate in advance with<br />

the Supervisor of Flying via Base Operations. During student<br />

training, arrive at FL240 or above via DLF 301/54 or DLF 040/50<br />

fixes. Expect enroute descent on DLF R-301 or R-040. Departures<br />

via Standard Instrument Departure (SID) or Radar vectors to the<br />

DLF 301/54 or DLF 031/45 fixes. VFR helicopter expect vectors<br />

to DLF 173/05 for straight-in approach under tower clearance.<br />

Maintain at or below 1600' to avoid T-6 Runway Supervisory Unit<br />

(RSU) traffic pattern. No reciprocating maintenance or parts,
