10. TRAINING AREA - <strong>The</strong> Irvine Company (Owner) has granted<br />
the Government a right-of-entry permit for use of land as a<br />
helicopter landing site.<br />
a. DESCRIPTION <strong>AND</strong> LIMITATIONS -<br />
(1) Approximately 15.6 acres, 1020’ MSL, in the area<br />
called Black Star Canyon.<br />
(2) Two 6000 square foot sites as Santiago Site 1, 1500’<br />
MSL, (on the first ridge N of Santiago Dam) and Santiago Site 2,<br />
2080’ MSL, (approximately 1-1/2 NM E of Site 1 near the highest<br />
point on the Black Star Fire Control Road).<br />
(3) Point of Contact - Joint Forces Training Base, Los<br />
Alamitos AAF (KSLI), C562-795-2571. Both day and night<br />
operations are authorized.<br />
(4) Landing sites shall be used as a helicopter landing<br />
site for helicopters assigned to the California Army National<br />
Guard and the <strong>US</strong> Marine Corps.<br />
b. PROCEDURES <strong>AND</strong> RESTRICTIONS -<br />
(1) On ingress/egress call on UHF frequency 305.9 for<br />
military traffic and monitor VHF 123.025 for police and fire<br />
department aircraft that are authorized to use the sites.<br />
(2) Announce site to be used, direction of turns, and<br />
altitude as deemed necessary.<br />
(3) No air traffic control procedures are exercised.<br />
(4) Crash rescue is not available.<br />
(5) 15 knot windsock located at each area.<br />
(6) Overflights of the Silverado Water District storage<br />
tank and the community building (church/school) located SE of<br />
the zone is prohibited.<br />
(7) No established pattern. High ground and high<br />
power lines to the N of the zone. When landing towards the W<br />
(approximately 300° heading) split the difference at the 90°<br />
position between the school and the water district office.<br />
Maintain 1500’ MSL (500’ AGL) until passing over Silverado Creek<br />
then descend to 1300’ MSL (300’ AGL).<br />
(8) Black Star Canyon landing site closed to all traffic on<br />
the third Tuesday of the month from 1000-1400Z++.<br />

Los Angeles Intl (AF) (KLAX), CA<br />
1. Contact 61 ABW Flight Operations for aircraft coordination<br />
DSN 633-3779/4014, C310-653-3779/4014. All services are<br />
contractor supported. Aircraft commanders should not expect<br />
<strong>US</strong>AF standard conditions and support. Contract maintenance is<br />
extremely limited. Expect 1-3 hour delay for all service/support<br />
requests not previously coordinated.<br />

2. Parking for DoD aircraft is extremely limited, all aircrews<br />
must contact Flight Operations for parking instruction/location<br />
prior to arrival.<br />
3. Charges and user fees are assessed for all services and<br />
support. Users should expect to pay these rates plus a ten (10)<br />
percent Los Angeles Intl (KLAX) service charge for each mission.<br />
4. Aircraft lead-in, power cart 28 volt DC and Air Starts are<br />
available with prior coordination. Limited cargo handling is<br />
available upon request. Lavatory service is available with 24 hours<br />
prior notice.<br />
5. Fuel (Jet "A") available continuously 7 days per week. Icing<br />
inhibitor (single point only) requires 24 hours prior notice.<br />
(AFFSA/AFFSA)<br />
6. 61 ABW Flight Operations is remotely located. Only<br />
commercial transportation and lodging available, contact Atlantic<br />
Aviation C310-215-5745 for reservations, credit card required.<br />
Space available travel into Los Angeles Intl (KLAX) is not<br />
recommended due to limited services. Prior arrangement is<br />
recommended. No dining facilities within walking distance.<br />
Passenger screening is not available.<br />

Louisville Intl-Standiford Fld (KSDF), KY<br />
1. JET AIRCRAFT NOISE ABATEMENT - When conditions<br />
permit request Rwy 17 for landing; Rwy 35 for departure. Arrivals<br />
- straight-in approach, full stop landing only. Departures<br />
terminate afterburner as soon as safely possible; expedite climb<br />
through 3500’ MSL. No formation takeoffs on Rwy 17; no<br />
formation landing on Rwy 35 except in emergency.<br />
2. (ANG) - Normal duty hours subject to change without notice<br />
when mission requirements dictate.<br />
(AFFSA/AFFSA)<br />
3. CAUTION - BIRD AIRCRAFT STRIKE HAZARD (BASH)<br />
INFORMATION - Phase I: 1 November - 28 February and 1 May -<br />
31 August; Phase II: 1 September - 31 October and 1 March - 30<br />
April.<br />
a. Phase I - Normal bird activity based on historical data.<br />
Crews should still consult Bird Avoidance Model (BAM)/Avian<br />
Hazard Advisory System (AHAS) and request Bird Watch<br />
Conditions (BWC) from Base Operations.<br />
b. Phase II - Heavy activity associated with migratory<br />
patterns. No special procedures are required of transient crews<br />
based on BAM or AHAS Condition, but aircrews must maintain<br />
vigilance due to the Ohio River being within 10 miles to the North<br />
and an extremely large landfill within 5 miles to the South.<br />

Luke AFB (KLUF), AZ<br />
1. Expect Standard Instrument Departure (SID) for IFR<br />
departure to avoid delay and comply with strict noise abatement<br />
program. Preferred RADAR departure routing to NE is available.<br />

2. SERVICES-Aircraft tow limit 400,000 lb. 24 hours notice<br />
required for aircraft with hazardous cargo. Aircraft carrying<br />
hazardous cargo must call via Pilot to Dispatcher 30 minutes prior<br />
to arrival. Hot refuel not available. No B-52 capability. All aircraft<br />
require PPR except aircraft with DV-6 or higher on board.<br />
AIREVAC and SAAM missions are exempt from PPR restrictions,
