“To be the leading, people centered municipality excelling in economic growth, development and governance”OVERVIEW BY MUNICIPAL MANAGERAs the Municipal Manager of this institution, I have observed with meticulously eye that there are issues whichthe municipality must tackle with immediate attention. This document will aim at nothing but to the eight keypoints, if we are to do away with underservice delivery intentions.1. Operation clean Audit 2014There are three broad areas that the Auditor General identified as critical in the achievement of favorableaudit outcomes, namely leadership (both political and administrative), governance, and financialmanagementWith Leadership the municipality will focus on; Integrated Development Plans, Ward Committees, FinancialPlanning, Indigent Policies and Free Basic ServicesWith regards to Governance; Performance Management, MPACs, Audit Committees/ Internal Audit andInstitutional IssuesAnd finally, Financial management; Asset Management and Record Management policies“Thus what enables the wise sovereign and the good general to strike and conquer, and achieve things beyondreach of ordinary men, is foreknowledge- The end being the beginning” This emphasizes what in particular? That there are matters the AG observed which impact negatively in the in achieving a clean audit but not reallypart of proposed activities. These prove to be the following; Clear trail of supporting document available and provided timely Quality of financial statements and management information Timelines of submission of AFS complied with Availability of key officials during audits Development of and compliance with risk management and good internal controls Supervision and monitoring2. A Local economy that will create more jobs in LekwaLekwa Municipality needs an economy that is more inclusive, more dynamic and in which the fruits of growth are shared more equitably. The 2013/2014 IDP envisages an economy that serves the needs of all Lekwa people - rich and poor, black and white, skilled and unskilled, those with capital and those without, urban and rural, women and men. In 2030, the local economy should be close to full employment;equip people with the skills they need; ensure that ownership of production is less concentrated and more diverse9 | P a g e - D r a f t i n t e g r a t e d D e v e l o p m e n t P l a n 2 0 1 3 / 2 0 1 4
