In this regard for instance, in working towards acomprehensive rural development strategy, the government will take a comprehensive <strong>and</strong> integratedapproach that will reflect a range of MDG-related targets <strong>and</strong> indicators, including those on poverty, foodsecurity, education, gender, health, access to services <strong>and</strong> environmental sustainability.Yet another policy terrain on ensuring primary education, a cocktail of practical steps for attracting, retaining<strong>and</strong> teaching children, is of providing for no school fees for schools servicing poorer communities, providingfeeding schemes for such <strong>and</strong> further allowing for free transport2.6 Provincial Growth <strong>and</strong> Development StrategyAnother important government initiative implemented during the past few years is the Provincial Growth <strong>and</strong>Development Strategy programme. The Provincial Growth <strong>and</strong> Development Strategies were compiled withinthe parameters set by the National Spatial Development Perspective, as well as the Integrated SustainableRural Development Strategy as defined by national government.A PGDS is a “strategic <strong>and</strong> integrated provincial development plan that provides direction <strong>and</strong> scope forprovince-wide development programmes <strong>and</strong> projects, within the context of a long-term perspective <strong>and</strong>taking into consideration resources available <strong>and</strong> constraints.” Furthermore, a PGDS provides “a spatiallyreferenced framework for both public <strong>and</strong> private sector investment, indicating areas of opportunity <strong>and</strong>28 | P a g e - D r a f t i n t e g r a t e d D e v e l o p m e n t P l a n 2 0 1 3 / 2 0 1 4
