CHAPTER SEVEN7. GOOD GOVERNANCE AND PUBLIC PARTICIPATION7.2 GENDER DEVELOPMENT<strong>Lekwa</strong> <strong>Municipality</strong> is taking the issue of gender seriously. Gender refers to the socially determined <strong>and</strong>evaluated identities <strong>and</strong> roles of men <strong>and</strong> women, <strong>and</strong> is usually distinguished from their biological or sexdifferences. Gender equality, gender <strong>and</strong> women’s empowerment are thus the outcomes of effective gendermainstreaming <strong>and</strong> interventions.Gender Equity: means affording women <strong>and</strong> men the equal opportunities <strong>and</strong> benefits to develop their fullhuman potential <strong>and</strong> meet development needs. This implies that everyone in <strong>Lekwa</strong> is equal before the law<strong>and</strong> may not be discriminated against on the basis of gender, sex, disability, age <strong>and</strong> marital status. The<strong>Co</strong>nstitution espouses substantive equality for women <strong>and</strong> men in social political <strong>and</strong> economic life. HumanRights: Women’s rights are human rights as enshrined in the Bill of Rights. Customary, cultural <strong>and</strong> religiouspractices are subject to the right to equality:All persons have the right to enjoy <strong>and</strong> practice religious <strong>and</strong> cultural beliefs. However, these practices shouldnot discriminate on the basis of gender. Empowerment of women refers to the capacity of women to access<strong>and</strong> control economic resources <strong>and</strong> makes decision for improving their quality of life Entitlement to the rightof integrity <strong>and</strong> security of person. <strong>Co</strong>nsideration in <strong>Lekwa</strong> is given to selection <strong>and</strong> recruitment policy targetsfor ensuring equal participation of decision making.7.3 OLDER PERSONS• Promote active ageing programmes in collaboration with DCSR• Promote care <strong>and</strong> protection of older persons• <strong>Co</strong>nduct community <strong>and</strong> Intergenerational dialogues7.4 PERSONS WITH DISABILITIES• Promote <strong>and</strong> protect rights of persons with disabilities with special focus on children• Increase capacity in protective workshops to ensure sustainability <strong>and</strong> economic participationin partnership with other stakeholders7.5 YOUTH DEVELOPMENT• Facilitation of social change <strong>and</strong> activation of youth through a basket of service in youthcentres - linking them with relevant stakeholders• Facilitation of sustainable economic activities for the youth in CRDP sites in collaboration withNYDA , NDA , DRDLR, DARDLA <strong>and</strong> DEDET7.6 SUSTAINABLE LIVELIHOOD• Household Profiling , referral <strong>and</strong> monitoring of interventions• Development of community profiles• Facilitate food security initiatives in collaboration with DARDLA , SASSA <strong>and</strong> NDA7.7 ECD• Special allocation to increase subsidy from R12.00 per child per day to R15.00• Implementation of non-centre based ECD programme• Training of parents <strong>and</strong> child minders on parenting programme• Provision of infrastructure to ECDs which is a joint venture of DSD <strong>and</strong> NDA, DHS <strong>and</strong> somemunicipalities.216 | P a g e
