Incapacity Due to Ill-Health/Injury Policy Incapacity Due to Poor Work Performance Policy Annual Leave Policy Whistle Blowing Policy Name Tags PolicyINJURIES, SICKNESS AND SUSPENSIONSA dedicated Occupational Health <strong>and</strong> Safety Officer in the Human Resources division looks after theoccupational health of employee. All injuries that occur on duty are reported on <strong>and</strong> h<strong>and</strong>led by theOccupational Health <strong>and</strong> Safety Officer. For the financial year 2011/2012, the Occupational Health <strong>and</strong>Safety Office received <strong>and</strong> h<strong>and</strong>led 12 cases of injuries on duty involving <strong>Lekwa</strong> employees.80 days sick leave is granted for a period of three years per employee’s cycle. Except section 57 or fixedterm contract Executive Managers <strong>and</strong> Municipal Manager. They are entitled to 36 days for a period of 3years. When 1 or 2 days are taken, a medical certificate or sick leave note from a medical practitioner isnot required but more than 2 days it is required.7.23 FINANCIAL PLAN AND CAPACITYThe goal of the <strong>Lekwa</strong> finance department is to be accountable, responsible <strong>and</strong> transparent budget <strong>and</strong> treasurydepartment, whilst ensuring compliance with legislations <strong>and</strong> regulations.By;In order to achieve the above goal the finance department has committed itself to do the following; Toimplement council’s financial policies <strong>and</strong> resolutionsTo properly administer credit <strong>and</strong> debt management systemTo have an effective accounting management systemTo provide legislated reports timeouslyTo assist the Accounting Officer to compile <strong>and</strong> administer the budgetTo ensure proper management of the municipal assets <strong>and</strong> liabilities.To advice the Accounting Officer <strong>and</strong> Heads of Departments on financial mattersDevelop, workshop <strong>and</strong> review financial policies in line with relevant legislation/regulationsEnsure proper communication of council’s resolutions within the department.Ensure accurate <strong>and</strong> reliable consumer data in municipal systemMonitor the accuracy of the monthly billing of consumers <strong>and</strong> monitor the debtorsTo administer the effective revenue collection <strong>and</strong> credit control management systemTo establish an effective customer care system for consumersEstablish <strong>and</strong> promote effective <strong>and</strong> efficient implementation of Supply Chain Management system.Manage the integrity of financial data into the financial systemEnsure adherence to the budget processes, implementation <strong>and</strong> monitoring thereof.Establish asset management unit that will implement <strong>and</strong> monitor the asset management system.BUDGET RELATED POLICIESThe financial management policy of our <strong>Municipality</strong> is to provide a sound financial base <strong>and</strong> the resourcesnecessary to sustain a satisfactory level of municipal services for the people of <strong>Lekwa</strong>.
