“To be the leading, people centered municipality excelling in economic growth, development <strong>and</strong> governance” The main urban areas are St<strong>and</strong>erton, Morgenzon <strong>and</strong> Thuthukani. These urban areas have also been identified as Thusong Service Centres. First Order Priority corridors are the R38 between St<strong>and</strong>erton <strong>and</strong> Bethal as well as the R35 betweenMorgenzon <strong>and</strong> Amersfoort. Third Order Priority corridor is the R39 between Morgenzon <strong>and</strong> Ermelo.ALIGNMENT WITH NATIONAL AND PROVINCIAL PLANS AFFECTING LEKWAThe national sphere of government develops <strong>and</strong> promulgates legislation, policies <strong>and</strong> strategies which all tiershave to implement. In developing their own plans <strong>and</strong> policies, other spheres of government, particularly thelocal government sphere has to ensure that there is alignment with both national <strong>and</strong> provincial plans.The higher order plans provide the following guiding directives for the SDF for <strong>Lekwa</strong> LM: <strong>Lekwa</strong> <strong>Local</strong> <strong>Municipality</strong> forms part of the areas that were spatially designated <strong>and</strong> distorted, NSDPwill assists in bringing investment <strong>and</strong> growth in the area. The <strong>Municipality</strong> can be seen as an area ofunlimited potential growth as NSDP purports, where providing basic service <strong>and</strong> grants, humanresource development, labour market intelligence is not enough. <strong>Municipality</strong>’s economic <strong>and</strong>infrastructural development needs to be aligned within the LED strategy. Growing sectors in the<strong>Municipality</strong> such as the Agriculture <strong>and</strong> Tourism sectors need to be strengthened to ensureprogressive economic development. Investment in these areas needs to be coordinated <strong>and</strong>integrated with the IDP of the <strong>Municipality</strong> <strong>and</strong> form part of the LED programmes identified as part ofthe LED Strategy. The Mpumalanga Provincial Growth <strong>and</strong> Development Strategy aims to address the keydevelopmental <strong>and</strong> economic challenges in the province.Municipal’s Intervention: In order to align the IDP to the PGDS, the <strong>Municipality</strong> has identified anumber of interventions to support the implementation of the PGDS, evident in the Municipal’s <strong>Local</strong>Economic Development <strong>and</strong> Spatial Development Framework sector plans. The repercussions of AsgiSA for <strong>Lekwa</strong> <strong>Local</strong> <strong>Municipality</strong> is that the LED Strategy must strive toencourage existing larger <strong>and</strong> small businesses (micro-enterprises) to work collectively <strong>and</strong> shareinvestments. Dormant <strong>and</strong> emerging businesses in the area should also be included in the majorstrategic interventions aimed at reviving the economy of the <strong>Municipality</strong>. Tourism businesses in the<strong>Municipality</strong> should seek consultation with domestic <strong>and</strong> international experts as they form a majoreconomic sector in the area.Scarcity of skilled labor is also problematic for the <strong>Municipality</strong>. Efforts should therefore be directedtowards placement of committed trainees from the Municipal area into strong corporations, allowingthem to acquire skills <strong>and</strong> subsequently work within the <strong>Municipality</strong>. Skills development efforts alsoneed to form part of every economic, social <strong>and</strong> environmental initiative. This will permit industries<strong>and</strong> small businesses to acquire skilled labor, while local communities are groomed in the appropriateskills to take up employment in the area. Intensive training should therefore be the cornerstone foruplifting the communities in the area. It is of critical importance that the LED strategy for the <strong>Municipality</strong> be tailored towards creating anenabling environment for its people. The LED strategy must comprise a “culture of collectives” withrural youth <strong>and</strong> young women coming together to work in developmental projects to increase theirincome <strong>and</strong> investments <strong>and</strong> subsequently gaining ownership of local businesses. This will requirecoherent coordination <strong>and</strong> interaction among organizations in <strong>Lekwa</strong> <strong>Municipality</strong>. The Agricultural sector in <strong>Lekwa</strong> <strong>Municipality</strong> is dominated by private l<strong>and</strong> comprising commercialhorticultural <strong>and</strong> livestock farming <strong>and</strong> large scale crop farming. In order to exp<strong>and</strong> farmingenterprises, l<strong>and</strong> is required. Therefore, the <strong>Municipality</strong>’s IDP <strong>and</strong> LED needs to advocate theincreased availability of l<strong>and</strong>. The lengthy l<strong>and</strong> claims process constrains development in <strong>Lekwa</strong><strong>Municipality</strong>, as up to certain percentage of l<strong>and</strong> is subject to l<strong>and</strong> claims, with l<strong>and</strong> not being able tobe developed until the claims have been settled. L<strong>and</strong> reform elements, therefore, have tomaterialize in this regard. Protection <strong>and</strong> sustainable utilization of valuable natural resources; Improving road <strong>and</strong> rail infrastructure to stimulate socio-economic development, improve access toservices <strong>and</strong> facilities <strong>and</strong> link all settlements;34 | P a g e - D r a f t i n t e g r a t e d D e v e l o p m e n t P l a n 2 0 1 3 / 2 0 1 4
