9.7 INTEGRATED TRANSPORT PLANAn ITP serves as a guide for transportation planning. It sets out a collaborative, consistent <strong>and</strong> sustainableapproach to transport planning.9.8 COUNCIL PROPERTY ALIENATION STRATEGYTo coordinate the alienation of vacant council owned l<strong>and</strong> in terms of the section <strong>14</strong> of the MFMA9.9 PERFORMANCE MANAGEMENT PLANThe Municipal System Act (2000) requires municipalities to develop a performance management system that iscommensurate with its resources. The development <strong>and</strong> implementation of a performance managementframework has the following benefits: Inform executive decision making processes; provide an early warning signal of problematic areas where the municipality is likely to under-perform;<strong>and</strong> Create a culture of organizational performance measurement.An organization’s strategic plan is its foundation, <strong>and</strong> it is the foundation for an effective performancemeasurement system. The City will take into consideration the need to continuously ensure the alignment of itsperformance management system with its IDP. This will be realized by always ensuring that whenever the IDP isreviewed, the performance targets <strong>and</strong> performance indicators of the revised programmes <strong>and</strong> projects alsoreviewed to cover new changes.9.10 SOCIAL NEEDS ASSESSMENT PLANA separate needs assessments should be done for:• Education• Health• Sport, recreation <strong>and</strong> cultureIt should include development of a plan <strong>and</strong> implementation to establish detailed status quo of all infrastructure,including mapping <strong>and</strong> establishing of current infrastructure.Through the needs assessment, a clearer picture of the current situation, as well as existing gaps, can be obtained,which in turn will simplify the process of evaluation, planning <strong>and</strong> implementation of programmes <strong>and</strong> projects.9.11 OPEN SPACE PLANThe aim of an Open Space Plan is to establish a thorough underst<strong>and</strong>ing on the intrinsic value of Open Space <strong>and</strong>to then develop a visionary roadmap towards the creation of an exceptional Open Space network for the city <strong>and</strong>its people.The objectives for such a framework are:To create a detailed data <strong>and</strong> information base on all Open Spaces within the municipal area, includingconservation areas <strong>and</strong> strategically important Open Space resources;To establish the status of the open space resources as a vital <strong>and</strong> valuable physical <strong>and</strong> economic resourcewithin the municipal area;269 | P a g e
