“To be the leading, people centered municipality excelling in economic growth, development <strong>and</strong> governance”3.4 COMMUNITY AND SOCIAL INFRASTRUCTURESocial facilities were identified through data received from the <strong>Lekwa</strong> Spatial Development Framework, 2005<strong>and</strong> the <strong>Lekwa</strong> LM IDP as well as analysis of other databases such as the demarcation board. Due to time <strong>and</strong>budget constraints detailed site visits could not be donein order to confirm the data received. The only areas where site visits were performed were St<strong>and</strong>erton,Morgenzon, Thuthukani <strong>and</strong> Holmdene. Therefore the accuracy <strong>and</strong> quality of these facilities are subjected todetailed assessments.Access to social facilities is critical in order to address the high level of poverty within the municipality.Catchment circles were placed around each facility (5km for primary schools <strong>and</strong> 10km for secondary <strong>and</strong>combined schools) in order to distinguish between areas that have high accessibility to social facilities <strong>and</strong>those with no social facilities <strong>and</strong> hence limited access to facilities.Education FacilitiesThere are 72 primary schools, 1 secondary school <strong>and</strong> 3 combined schools outside of St<strong>and</strong>erton.Primary education facilities are widely distributed through the entire municipal area <strong>and</strong> there is one primaryschool per approximately 650 people (excluding schools in St<strong>and</strong>erton). The eastern part of the municipalarea is less well provided but also has a lower population density. Most residents are thus within 5km from aprimary school. The schools are however small ‘farm’ schools with limited facilities.Secondary schools are limited to St<strong>and</strong>erton <strong>and</strong> Thuthukani. There are no secondary schools in the ruralareas. There is however a combined school in Morgenzon, one close to Platr<strong>and</strong> <strong>and</strong> one at Elmtree.
