“To be the leading, people centered municipality excelling in economic growth, development <strong>and</strong> governance”CHAPTER: ONE1 INTRODUCTION1.1 IDP STRUCTURECHAPTER 1 of the <strong>Lekwa</strong> <strong>Local</strong> <strong>Municipality</strong>’s IDP provides some background information pertaining to the concept ofIntegrated Development Planning, the legal context thereof, <strong>and</strong> the institutional structures <strong>and</strong> methodology followedin the formulation of <strong>Lekwa</strong> Integrated Development Plan.CHAPTER 2 describes <strong>Lekwa</strong> <strong>Local</strong> <strong>Municipality</strong> in national, provincial <strong>and</strong> local context <strong>and</strong> those developmentparadigms that affect local municipality plans. It comprises a brief summary of national <strong>and</strong> provincial developmentpolicy guidelines which direct the Municipal Strategic Focus AreasCHAPTER 3 represents a multi-sectoral situational analysis highlighting some of the most salient features <strong>and</strong> keychallenges of the municipality <strong>and</strong> progress made in addressing the key challenges. It also provides a brief summary ofthe priority issues reported by communities in the various Wards of the municipality.CHAPTER 4 reflects on the “Vision” <strong>and</strong> “Mission” <strong>and</strong> Strategic Focus Areas of the <strong>Lekwa</strong> <strong>Municipality</strong>. It also includesthe Municipal Spatial Development Framework.CHAPTER 5 reflects a synopsis of the various Strategic Objectives, Programmes <strong>and</strong> Projects aimed at addressing thepriority issues identified in the municipal area.CHAPTER 6 contains an executive summary of the Performance Management System (PMS) of the <strong>Municipality</strong>CHAPTER 7 <strong>Co</strong>ntains Good governance <strong>and</strong> Public participationCHAPTER 8 give a physical manifestation of potential local economic development areas for the municipality regarding,where they should focus local economy.CHAPTER 9 reflects all the sector plans <strong>and</strong>/or programmes available in order to implement the IDP efficiently <strong>and</strong>effectively.1.2 INTEGRATED DEVELOPMENT PLANNING (IDP) PROCESSES ANDPROCEDURESThe preparation of a Five-year Integrated Development Plan (IDP) by municipalities is a legislative requirementaccording to the Municipal Systems Act (MSA) Act No. 32 of 2000. <strong>Lekwa</strong> <strong>Local</strong> <strong>Municipality</strong> has embarked completedon this process in line with Chapter 5, Section 25, of the MSA.It will be noted that, in terms of section 34 of the <strong>Local</strong> Government: Municipal Systems Act, No. 32 of 2000, allmunicipalities are required to review their Integrated Development Plans (IDP’s) on an five year basis (<strong>and</strong> to the extentthat changing circumstances, needs <strong>and</strong> dem<strong>and</strong>s) - in accordance with a prescribed process.The annual review process thus relates to the assessment of the <strong>Municipality</strong>’s performance against organizationalobjectives as well as implementation delivery, <strong>and</strong> also takes into cognizance any new information or change incircumstances that might have arisen subsequent to the adoption of the previous IDP. The review <strong>and</strong> amendmentprocess must also adhere to the requirements for public participation as articulated to Chapter 4 of the MSA (2000). Interms of the IDP Review Guidelines, IDPs are reviewed based on 4 primary areas of intervention, i.e. Annual IDP Review,the IDP Process, Amendments in Response to Changing Municipal Circumstances, <strong>and</strong> <strong>Co</strong>mment from the MEC. Theprocess described <strong>and</strong> outlined in the flow chart below represents a continuous cycle of planning, implementation <strong>and</strong>review. Implementation commences after the Municipal <strong>Co</strong>uncil adopts the initial IDP whilst Public Participationremains pivotal throughout the process of the IDP.In terms of the National Department of Provincial <strong>and</strong> <strong>Local</strong> Government’s document entitled Guide VI: Implementingthe IDP, the process to be followed when undertaking an annual IDP Review is as follows:12 | P a g e - D r a f t i n t e g r a t e d D e v e l o p m e n t P l a n 2 0 1 3 / 2 0 1 4
