Municipal regions are competing for international investment in their areas. Some have travelled the extra mile tointroduce incen <strong>and</strong> cities must first ensure that they have competitive economies before deciding on introducingincentives. The <strong>Municipality</strong>’s focus will be on putting the economic fundamentals in place.9.15 DISASTER MANAGEMENT PLANThe purpose of a Disaster Management Plan is to enhance the capacity of the municipality to prevent <strong>and</strong> to dealwith disasters <strong>and</strong> to avoid developments, which are subject to high risk of disasters.Disaster Management Framework, Plan <strong>and</strong> Centre are interrelated. The scope of disaster management asrequired by the Act broadly entails three domains as outlined hereunder: -Disaster Planning Hazard identification Risk <strong>and</strong> Vulnerability assessment Prevention, mitigation, preparedness strategies <strong>Co</strong>ntingency planning The monitoring <strong>and</strong> evaluation of disaster planning Key Performance Indicators.Disaster Preparedness <strong>and</strong> Response Monitoring of threats Activating contingency plans Informing National & Provincial centre Deploying response resources to the scene of incident Managing the resources Monitoring of disaster intervention activities Declaring of a “State of Disaster”Disaster Recovery Planning for the recovery Disaster recovery activities Monitoring of disaster recovery activities Documentation of disaster occurrences <strong>and</strong> actions taken Post-mortem analysis to improve systems, plans <strong>and</strong> methodologiesBecause the local municipality is not the responsible agency for disaster management, but form an integral part ofdisaster management within the district, a disaster management plan is produced. This plan addresses only thelocal municipal area of jurisdiction <strong>and</strong> will be aligned with the Disaster Management Plan of the Gert Sib<strong>and</strong>eDistrict <strong>and</strong> Mpumalanga Provincial Centre, once it is published.9.16 INTEGRATED ENVIRONMENTAL MANAGEMENT PLANAn EMP is a document created by Gert Sib<strong>and</strong>e District <strong>Municipality</strong> to provide a framework for dealing with thepollution risks associated with the local municipal activities. In many cases, it simply formalizes practices alreadyundertaken on projects sites by municipalities.Integrated Environmental Management (IEM) is designed to ensure that the environmental consequences ofdevelopment proposals are understood <strong>and</strong> adequately considered in the planning process. The termenvironmental is used in its broad sense, encompassing biophysical <strong>and</strong> socio-economic components.The purpose of the IEM is to resolve or mitigate any negative impacts <strong>and</strong> to enhance positive aspects ofdevelopment proposals.272 | P a g e
