local areas have physical features (such as a beautiful coastline, or a harbour like Durban) that can be used to helpeconomic development through tourism or as a freight distribution hub. Other local areas may draw on differentresources for LED, such as the presence of coal <strong>and</strong> gold, infrastructure like mines, or a well-educated <strong>and</strong> skilledworkforce.In the case of <strong>Lekwa</strong> LM, it has the following strengths to build on in order to achieve local economic development<strong>and</strong> these are the priority areas that should be addressed: Tourism: Natural features such as the Vaal River <strong>and</strong> Grootdraai Dam. <strong>Local</strong> Businesses <strong>and</strong> industries: St<strong>and</strong>erton which has a strong business sector <strong>and</strong> is home to a numberof industries. Mining <strong>and</strong> Power stations: New Denmark <strong>Co</strong>lliery <strong>and</strong> Tutuka Power Station as well as its locality withincoal fields <strong>and</strong> proximity to industrial hubs such as the TEKS area.As part of the LED the following strategies should be drafted.Mining <strong>and</strong> Industry Framework: This framework would be vital to assist the municipality in future planning as itwill give an indication whether these industries could contribute towards development of the municipality. What islacking at this stage is information pertaining to the growth <strong>and</strong> development of mining sectors, specifically miningexploration data. The framework should ideally address the following:Current <strong>and</strong> future plans of mines in <strong>and</strong> around <strong>Lekwa</strong> LM.Mining exploration data.Opportunities of the petrochemical industries, wood processing <strong>and</strong> the development of industry specificdevelopment nodes.Explore <strong>and</strong> facilitate the beneficiation of down streaming of products within the petro chemical mining,agriculture <strong>and</strong> mining, <strong>and</strong> forestry industries.Agricultural Development <strong>and</strong> Management Strategy: This strategy should deal with the futuredevelopment <strong>and</strong> management of the various agricultural sectors, the related Agrieconomies <strong>and</strong>downstream products as well as commercial farming.Tourism Development Strategy9.6 INFRASTRUCTURE INVESTMENT PLANThe Municipal Infrastructure Investment Plan sets out a basis whereby Municipalities can plan programme <strong>and</strong>budget for meeting the infrastructure service needs in their areas. The Infrastructure Investment Plan seeks toprovide a strategic direction in ensuring provision of sound, safe, environmentally friendly <strong>and</strong> sustainableinfrastructure services to all residents. It also outlines the infrastructure investment plan for the next five years <strong>and</strong>the resources required meeting the plan objectives <strong>and</strong> National or Provincial policy guidelines.The plan covers the maintenance, upgrading, refurbishment <strong>and</strong> provision of new electricity, water, sanitation,housing, buildings <strong>and</strong> road infrastructure within the <strong>Municipality</strong>’s area of jurisdiction. This plan will assist the<strong>Municipality</strong> to:Determine the extent of infrastructure to be provided,Determine the capital expenditure required to provide this infrastructure,Methods of financing the capital expenditure,Determining the operational expenditure to operate <strong>and</strong> maintain the service delivery,Methods of raising revenue to cover the operating expenditure, <strong>and</strong>Develop monitoring <strong>and</strong> management systems.268 | P a g e
