The democratically elected stakeholders will be involved in the public participation process. However, toimprove the effectiveness of the process, it is intended to split the participation in two ways.• Identifying of stakeholders, experts or professional bodies in communities.• Identifying of local representatives on grass-roots level through ward councilors.The process could follow the following route:To identify all relevant participants per sector <strong>and</strong> per ward to inform them of the IDP processes.To nominate councilors responsible for the IDP as well as responsible committees.To advertise broadly through the local press for any stakeholders to identify themselves.To initiate general consultative meetings of each critical step for the process of the IDP in order togain fair consensus on the finding.To workshop sectoral plans at each critical step, with all relevant local stakeholders per ward throughthe ward councilors.The participation strategy will address the following issues:Available resources for participationRoles of different role-players during the participation process (e.g. councilors, the IDP Steering<strong>Co</strong>mmittee, the IDP Representative Forum, other officials, consultants, etc)Appropriate participation toolsMeans of information disseminationMeans of eliciting <strong>and</strong> collecting community needs (including documentation of participation inputs)Time frames to allow responses, comments, inputsMeans of encouraging representation of unorganized groupsFrequency of meetings / workshopsAppropriate venue for the meetings / workshopsAll efforts will be made to comply with the legal requirements of Public Participation.7.17 COMMUNICATION STRATEGYThe <strong>Municipality</strong> has a communication strategy that articulates, explains <strong>and</strong> promotes a vision <strong>and</strong> a set ofwell-defined goals. It creates a consistent, unified “voice” that links diverse activities <strong>and</strong> goals in a way thatappeals to partners or stakeholders. It differs from tactics, or the concrete steps <strong>and</strong> techniques used inimplementation of communication goals.
