“To be the leading, people centered municipality excelling in economic growth, development <strong>and</strong> governance”Linked to the five over-arching objectives, the MTSF has outlined ten priority areas that are intended to giveeffect to these strategic objectives. Within this framework the overall objective is to develop <strong>and</strong> implement acomprehensive development strategy that will meet the development needs of all South Africans. The MTSFalso commits government <strong>and</strong> its development partners to a programme of gender equality, in seeking toensure that the 'conditions have been created for the full participation of women in all critical areas of humanEndeavour'.Domesticating the MDGs: The report has to be read in the context of these developments <strong>and</strong> thus additionalindices <strong>and</strong> indicators have been included to elicit development endeavours the government committed to;thus the report articulates the extent to which the South African government through its priorities has ownedthe MDG agenda <strong>and</strong> through clear policies complied with the MDG imperatives.2.5 Millennium Development Goals (MDG’s)The Millennium Development Goals (MDG’s) are eight goals to be achieved by 2015 that respond to theworld’s main development challenges. The MDG’s are drawn from the actions <strong>and</strong> targets contained in theMillennium Declaration that was adopted by 189 Nations <strong>and</strong> signed by <strong>14</strong>7 heads of state <strong>and</strong> governmentsduring the United Nations Millennium Summit in September 2000.The MDG’s are an agreed set of goals that can be achieved if all actors work together <strong>and</strong> do their part. Poorcountries have pledged to govern better, <strong>and</strong> invest in their people through health care <strong>and</strong> education. Richcountries have pledged to support them, through Aid, debt relief, <strong>and</strong> fairer trade.The 8 MDG’s breakdown into 18 quantifiable targets that are measured by 48 indicatorsObjective 1: Develop a global partnership for development‣ Address the special needs of the least developed countries‣ Develop further an open, rule-based, predictable, non-discriminatory trading <strong>and</strong> financial system(includes commitment to good governance, development <strong>and</strong> poverty reduction- both internationally<strong>and</strong> nationally)‣ Address the special needs of l<strong>and</strong>locked countries <strong>and</strong> small isl<strong>and</strong> developing states‣ Deal comprehensively with debt problems of developing countries through national <strong>and</strong> internationalmeasures in order to make debts sustainable in the long runObjective 2: Eradicate extreme poverty <strong>and</strong> hunger‣ Reduce poverty by half between 1990 <strong>and</strong> 2015, proportion of people whose income is less than US$1a day‣ Halve, between 1990 <strong>and</strong> 2015, the proportion of people who suffer from hungerObjective 3: Achieve universal primary education26 | P a g e - D r a f t i n t e g r a t e d D e v e l o p m e n t P l a n 2 0 1 3 / 2 0 1 4
