Thus localities that were connected to the main road network<strong>and</strong> the railway line <strong>and</strong> had some form of existing development as well as development potential were selected.The distribution of fourth order nodes was dictated by population density, access to higher order nodes <strong>and</strong> thepresence of environmentally sensitive areas. Areas with high agricultural soil potential were favored in order toaddress the need for agricultural villages.Six fourth order nodes have been identified. Four of these are located in the western area as this area has thehigher population density <strong>and</strong> potential for growth. Two fourth order nodes are located in the lower density areasto the south <strong>and</strong> the east. Forth order nodes include Hartbeeskuil, The Folly <strong>and</strong> Val.Municipal Spatial Development <strong>Co</strong>nceptThe Spatial Development <strong>Co</strong>ncept is based on the three objectives as stated above.
