ROLE PLAYERS ROLES AND RESPONSIBILITIES1. Municipal <strong>Co</strong>uncil The <strong>Co</strong>uncil will approve the reviewed IDP. Will consider the Framework/Process Plan which should set out the process for the new IDP cycle.2. Executive Mayor <strong>and</strong>Mayoral <strong>Co</strong>mmittee3. Municipal Manager withdelegated powers tothe IDP ManagerThe Mayoral <strong>Co</strong>mmittee must:Decide on the Process Plan for IDP ReviewResponsible for overall management, co-ordination <strong>and</strong> monitoring of the review process, <strong>and</strong> may assignresponsibilities to the Municipal ManagerSubmit reviewed IDP framework <strong>and</strong> draft IDP to <strong>Co</strong>uncilDevelop terms <strong>and</strong> criteria for Representative Forum.Give political directionThe Municipal Manager is responsible for the management <strong>and</strong> co-ordination of the preparation of the IDPprocess which include but not limited to the following:Responsible for the day to day management of the planning process plan <strong>and</strong> ensuring that timeframesare being adhere to <strong>and</strong> resources are <strong>and</strong> managed effectively <strong>and</strong> efficiently;<strong>Co</strong>-ordinate the involvement of all different role players;Ensuring the horizontal <strong>and</strong> vertical alignment in the planning process, including Sectors;Ensure that the links between the processes of performance management, monitoring, evaluation <strong>and</strong>review are maintained;Ensuring compliance with National <strong>and</strong> Provincial requirements <strong>and</strong> legislations;Ensure appropriate participation of all the relevant Stakeholders;Ensure proper documentation of outcomes;Chairing the Steering <strong>Co</strong>mmittee, Technical <strong>Co</strong>mmittee; <strong>and</strong>Management of Service Providers4. IDP Steering <strong>Co</strong>mmittee Framework/Process Plan management structure; Allocation of duties <strong>and</strong> monitoring; Overall management including the appointment of technical consultants; Decision on roles <strong>and</strong> responsibilities; <strong>Co</strong>mmission research studies <strong>and</strong> recommend appointment of service providers; Decide on matters to be referred to Technical <strong>Co</strong>mmittee for alignment <strong>and</strong> integration purposes.5. IDP RepresentativeForum6. IDP Technical<strong>Co</strong>mmittee The Executive Mayor or Representative chairs the forum meetings. <strong>Co</strong>nstituted of the Executive Mayor/IDP manager//CBO’s/NGO’s/Business Forum/ <strong>Co</strong>mmunityForum/Youth /Woman/ Disabled Org./ Political parties /Traditional Leadership This Forum consist of community participation structure/stakeholders in their respective organizedformations, to represent the interests of all stakeholders <strong>and</strong> ensure proper communication to guaranteerepresentative <strong>and</strong> collaborative participation during the review process; Will provide an organizational mechanisms for discussion, negotiations <strong>and</strong> decision making between thestakeholders including municipalities <strong>and</strong> government departments during the Municipal process; Monitor the performance of the planning <strong>and</strong> implementation process. Make recommendations to the council on planning <strong>and</strong> development priorities.Will be chaired by the Municipal Manager or a designated Official. <strong>Co</strong>nsists of the Municipal Manager <strong>and</strong>Heads of Departments as well as Divisional Managers.Will deal with matters relevant <strong>and</strong> relating to District wide issues;<strong>Co</strong>nsider District wide programs <strong>and</strong> integration to PGDS;<strong>Co</strong>nsider <strong>and</strong> advise the IDP Representative Forum on the evaluation of sector plans;Attend to the alignment of the IDP to that of the GSDMDeliberate on inter-sectoral programmes <strong>and</strong> recommends to the Representative Forum;Give advice <strong>and</strong> foster sectoral alignment; <strong>and</strong>Will timeously report on progress which will then be forwarded to the Steering <strong>Co</strong>mmittee15 | P a g e - D r a f t i n t e g r a t e d D e v e l o p m e n t P l a n 2 0 1 3 / 2 0 1 4
