“To be the leading, people centered municipality excelling in economic growth, development <strong>and</strong> governance” Promotion of small <strong>and</strong> micro-sized rural enterprises; Manufacturing of downstream products e.g. agri-processing; The backlog in the delivery of services, water supply <strong>and</strong> sanitation, especially in rural areas. Focusing on localities with greater economic potential. Broadening the range of housing products in appropriate localities (e.g. close to places of work) <strong>and</strong>the range of suitable localities within existing settlements for infill housing developments. Upgrading inadequate forms of housing – e.g. informal settlements <strong>and</strong> hostels. Promoting tourism, specifically eco-tourism activities. Improving access to comprehensive community facilities <strong>and</strong> services (school, clinics, etc.); Promoting intensive <strong>and</strong> extensive commercial farming activities; <strong>and</strong> Establishing a functional hierarchy of towns <strong>and</strong> settlements.2.13 Outcome-based Approach to DeliveryTo give effect to the above priorities, government has embarked on an outcomes -based approach to ensurethe delivery / implementation of these priorities. In line with this approach, government has formulated <strong>and</strong>agreed on twelve key Outcomes.These Outcomes have been exp<strong>and</strong>ed into high-level outputs <strong>and</strong> activities, which in turn formed the basis of aseries of performance agreements between the President <strong>and</strong> relevant Ministers.While all of the Outcomes can to some extent be supported through the work of local government, Outcome 9is specifically directed at local government:1. Improved quality of basic education.2. A long <strong>and</strong> healthy life for all South Africans.3. All people in South Africa are <strong>and</strong> feel safe.4. Decent employment through inclusive economic growth.5. A skilled <strong>and</strong> capable workforce to support an inclusive growth path.6. An efficient, competitive <strong>and</strong> responsive economic infrastructure network.7. Vibrant, equitable <strong>and</strong> sustainable rural communities with food security for all.8. Sustainable human settlements <strong>and</strong> improved quality of household life.9. A responsive, accountable, effective <strong>and</strong> efficient local government system:Output 1: Implement a differentiated approach to municipal financing, planning <strong>and</strong> support;Output 2: Improving access to basic services;Output 3: Implementation of the <strong>Co</strong>mmunity Work Programme;Output 4: Actions supportive of the human settlement outcome;Output 5: Deepen democracy through a refined Ward <strong>Co</strong>mmittee model;Output 6: Administrative <strong>and</strong> financial capability; <strong>and</strong>Output 7: Single window of coordination10. Environmental assets <strong>and</strong> natural resources that is well protected <strong>and</strong> continually enhanced.11. Create a better South Africa <strong>and</strong> contribute to a better <strong>and</strong> safer Africa <strong>and</strong> World.12. An efficient, effective <strong>and</strong> development oriented public service <strong>and</strong> an empowered, fair <strong>and</strong> inclusivecitizenship2.<strong>14</strong> The <strong>Local</strong> Government Turn-Around StrategyNational Government has expressed concern about the state of local governments, <strong>and</strong> has identified variousinitiatives to redress the perilous state in which many municipalities across the country find themselves,including the following: Huge service delivery <strong>and</strong> backlog challenges (e.g. housing, water <strong>and</strong> sanitation)35 | P a g e - D r a f t i n t e g r a t e d D e v e l o p m e n t P l a n 2 0 1 3 / 2 0 1 4
