The Municipality can be seen as an area of unlimited potentialgrowth as NSDP purports, where providing basic service and grants, human resource development, labourmarket intelligence is not enough. Municipality’s economic and infrastructural development needs to bealigned within the LED strategy. Growing sectors in the Municipality such as the Agriculture and Tourismsectors need to be strengthened to ensure progressive economic development. Investment in these areasneeds to be coordinated and integrated with the IDP of the Municipality and form part of the LED programmesidentified as part of the LED Strategy.2.4 Medium Term Strategic Framework (MTSF, 2009–2014)The Medium Term Strategic Framework (MTSF, 2009–2014) is a statement of government intent. It identifiesthe development challenges facing South Africa and outlines the medium-term strategy for improving livingconditions of South Africans. The MTSF base document is meant to guide planning and resource allocationacross all spheres of government. National and provincial departments in particular need to develop their fiveyearstrategic plans and budget requirements, taking into account the medium-term imperatives. Similarly,informed by the MTSF and their 2006 mandates, municipalities are expected to adapt their integrateddevelopment plans in line with the national medium-term priorities.The MTSF identifies the following five development objectives:25 | P a g e - D r a f t i n t e g r a t e d D e v e l o p m e n t P l a n 2 0 1 3 / 2 0 1 4

Within this framework the overall objective is to develop and implement acomprehensive development strategy that will meet the development needs of all South Africans. The MTSFalso commits government and its development partners to a programme of gender equality, in seeking toensure that the 'conditions have been created for the full participation of women in all critical areas of humanEndeavour'.Domesticating the MDGs: The report has to be read in the context of these developments and thus additionalindices and indicators have been included to elicit development endeavours the government committed to;thus the report articulates the extent to which the South African government through its priorities has ownedthe MDG agenda and through clear policies complied with the MDG imperatives.2.5 Millennium Development Goals (MDG’s)The Millennium Development Goals (MDG’s) are eight goals to be achieved by 2015 that respond to theworld’s main development challenges. The MDG’s are drawn from the actions and targets contained in theMillennium Declaration that was adopted by 189 Nations and signed by 147 heads of state and governmentsduring the United Nations Millennium Summit in September 2000.The MDG’s are an agreed set of goals that can be achieved if all actors work together and do their part. Poorcountries have pledged to govern better, and invest in their people through health care and education.
