The <strong>Municipality</strong> can be seen as an area of unlimited potentialgrowth as NSDP purports, where providing basic service <strong>and</strong> grants, human resource development, labourmarket intelligence is not enough. <strong>Municipality</strong>’s economic <strong>and</strong> infrastructural development needs to bealigned within the LED strategy. Growing sectors in the <strong>Municipality</strong> such as the Agriculture <strong>and</strong> Tourismsectors need to be strengthened to ensure progressive economic development. Investment in these areasneeds to be coordinated <strong>and</strong> integrated with the IDP of the <strong>Municipality</strong> <strong>and</strong> form part of the LED programmesidentified as part of the LED Strategy.2.4 Medium Term Strategic Framework (MTSF, 2009–20<strong>14</strong>)The Medium Term Strategic Framework (MTSF, 2009–20<strong>14</strong>) is a statement of government intent. It identifiesthe development challenges facing South Africa <strong>and</strong> outlines the medium-term strategy for improving livingconditions of South Africans. The MTSF base document is meant to guide planning <strong>and</strong> resource allocationacross all spheres of government. National <strong>and</strong> provincial departments in particular need to develop their fiveyearstrategic plans <strong>and</strong> budget requirements, taking into account the medium-term imperatives. Similarly,informed by the MTSF <strong>and</strong> their 2006 m<strong>and</strong>ates, municipalities are expected to adapt their integrateddevelopment plans in line with the national medium-term priorities.The MTSF identifies the following five development objectives:25 | P a g e - D r a f t i n t e g r a t e d D e v e l o p m e n t P l a n 2 0 1 3 / 2 0 1 4
