The Development of the Performance ManagementSystem <strong>and</strong> the creation <strong>and</strong> approval of key performanceindicators subject to stakeholder participation. Address the General Key Performance Indicators <strong>Co</strong>uncillors consider, approve <strong>and</strong> account for theperformance management systems. Promote the culture of performance management amongall officials Clarifies the roles <strong>and</strong> responsibilities of all role players.Executive Mayor Manages the Integrated Development Planning process<strong>and</strong> the development of the performance managementsystem; <strong>and</strong> retains accountability where it assignsresponsibilities to the Municipal Manager. The Municipal Manager reports to the Executive Mayor. Executive Mayor reports to <strong>Co</strong>uncil the results of itsmonitoring <strong>and</strong> review function.Municipal Manager Assigns the responsibilities in this regard to the MunicipalManager in terms of Municipal Structures Act, to: develop, implement, create support structures, integratethe system into the normal operations of the municipality,<strong>and</strong> monitor <strong>and</strong> review the performance managementsystem for the <strong>Municipality</strong>, Inform the local community, through the media, about themunicipal meeting at which the annual report will bediscussed. Invite the Auditor General <strong>and</strong> the MEC for <strong>Local</strong>Government in Mpumalanga Province to attend themeeting, Give written notice to the Auditor General <strong>and</strong> the MEC for<strong>Local</strong> Government in Mpumalanga Province about theannual report meeting. Provides copies of the minutes of the meeting to theAuditor General <strong>and</strong> the MEC for <strong>Local</strong> Government inMpumalanga Province. The Municipal Manager shall report on the progress madein terms of Performance Management to the Departmentof <strong>Local</strong> Government <strong>and</strong> Traditional Affairs The Municipal Manager may in turn delegate any duties orresponsibilities in terms of the performance managementsystem to any member of his/her management team, to Prepare the municipality <strong>and</strong> stakeholders for the changeslikely to be implemented.
