The table below indicates the roles and responsibilities of various stakeholders in implementing theperformance management system.No Role Player Roles and ResponsibilitiesMunicipal Council Accepts the responsibility for the development andimplementation as well as monitor, measure and review ofthe performance management system. The Development of the Performance ManagementSystem and the creation and approval of key performanceindicators subject to stakeholder participation. Address the General Key Performance Indicators Councillors consider, approve and account for theperformance management systems. Promote the culture of performance management amongall officials Clarifies the roles and responsibilities of all role players.Executive Mayor Manages the Integrated Development Planning processand the development of the performance managementsystem; and retains accountability where it assignsresponsibilities to the Municipal Manager. Executive Mayor reports to Council the results of itsmonitoring and review function.Municipal Manager Assigns the responsibilities in this regard to the MunicipalManager in terms of Municipal Structures Act, to: develop, implement, create support structures, integratethe system into the normal operations of the municipality,and monitor and review the performance managementsystem for the Municipality, Inform the local community, through the media, about themunicipal meeting at which the annual report will bediscussed. Invite the Auditor General and the MEC for LocalGovernment in Mpumalanga Province to attend themeeting, Give written notice to the Auditor General and the MEC forLocal Government in Mpumalanga Province about theannual report meeting. Provides copies of the minutes of the meeting to theAuditor General and the MEC for Local Government inMpumalanga Province. The Municipal Manager shall report on the progress madein terms of Performance Management to the Departmentof Local Government and Traditional Affairs The Municipal Manager may in turn delegate any duties orresponsibilities in terms of the performance managementsystem to any member of his/her management team, to Prepare the municipality and stakeholders for the changeslikely to be implemented. It must oversee the internal audit process and ensurecompliance with all policy, laws and regulations. It must carry out assessments of the functionality,reliability and legal compliance of the municipality’s PMS. It must continuously audit the performancemeasurements. It must provide technical support to the Audit Committee.Audit committee An internal audit committee to be appointed by theMunicipality. The committee meets monthly to review reports and theperformance of the municipality. The Audit committee will make recommendations to theMunicipal Manager in connection with its findings inrelation to the report and the functioning of the system. The Audit Committee may communicate directly with themunicipal manager, the Councillors and the staff. It mayaccess any municipal records and investigate the PMS. Further duties and responsibilities include: To review the quarterly reports submitted by InternalAudit; To submit an audit report at least twice a year, during thefinancial year, and To review the PMS and its integrity and to makerecommendations for amendments, should these benecessary.Auditor-General Reviews the system annually Monitors, investigates and queries fiscal matters Investigates and reports to Council, MEC and Minister.214 | P a g e
