7.8 CHILD CARE AND PROTECTION• Provision of Life Skills <strong>and</strong> Parenting Programmes to teenagers (with specific focus to 9 – 18years old) – SASSA Information indicates high number of children on CSG in somemunicipalities• Develop plans for children in foster care before they reach 18 years of age (exit plan informedby individual development plans)• Group work for foster parents <strong>and</strong> foster children• Implementation of ISIBINDI model (focus on child headed households)7.9 MORAL REGENERATION<strong>Lekwa</strong> <strong>Municipality</strong> has set aside a budget for Moral Regeneration Movement. The MRM is primarily amovement <strong>and</strong> not an organization. It does not seek to replace or duplicate any of the existing initiatives <strong>and</strong>processes aimed at combating moral degeneration. Its m<strong>and</strong>ate is to be a networking platform for all thesevarious processes <strong>and</strong> initiatives. Therefore structures put in place to facilitate the work of MRM aim primarilyat facilitating the envisaged networks <strong>and</strong> partnerships. They also seek to promote local action <strong>and</strong>commitment from within the various communities of the country at their various levels of existence <strong>and</strong>operation.The ultimate objective of the moral regeneration movement is to assist in the development of a caring societythrough the revival of the spirit of Botho / Ubuntu <strong>and</strong> the actualization <strong>and</strong> realization of the values <strong>and</strong>ideals enshrined in our constitution, using all available resources <strong>and</strong> harnessing all initiatives in government,business <strong>and</strong> civil society. In the words of the state president Thabo Mbeki “The MRM will address the issue ofthe responsibility that each of us should take for our lives, moving from the underst<strong>and</strong>ing that, as we wereour own liberators in resistance against apartheid so too should we today act as our own liberators in dealingwith its legacy”How do they operate in <strong>Lekwa</strong> <strong>Municipality</strong>?Networking forums, known as working committees, comprising provincial <strong>and</strong> local government, faith basedorganizations, non-governmental organizations, business, labour, traditional leaders, political parties havebeen established in <strong>Lekwa</strong>. These structures are charged with the responsibility of facilitating the work ofMRM within the municipality.Focus areas of the Movement’s workDevelopment of Ethical LeadershipAny process of transformation process requires able leaders to take it forward. Leaders at all levels <strong>and</strong> in allsectors of society are perceived as role models <strong>and</strong> should therefore be persons on integrity, <strong>and</strong> goodexamples, who themselves continually aspire to set the st<strong>and</strong>ard for ‘morality’.Moral Regeneration must aim at developing <strong>and</strong> nurturing such leadership!YouthThe youth are the ones who bear most of the brunt or moral decay. They are often perceived as the agents ofimmoral behavior or helpless victims who need some external intervention. They themselves decry the lack ofrole models <strong>and</strong> opportunities for right living.Moral Regeneration must aim at harnessing <strong>and</strong> supporting the energy <strong>and</strong> creative spirit of youth towardsmoral renewal!EducationAs the Chairperson of MRM cautions: “It little profits a nation to boast about thous<strong>and</strong>s of teachers, doctors,engineers, accountants, lawyers, priests, scientists <strong>and</strong> all kinds of skilled personal personnel if these aredevoid of moral values. Did Nazi Germany or Apartheid South Africa not boast of similarly skilled citizenry?
